(Internal) Maintenance Technician V - Road Operations

Road Maintenance Crew Chief

Functions as crew chief or lead maintenance tech, directs the day-to-day work of road operations and maintenance crews, is responsible for crew safety, equipment operations, training, and job layouts. Utilizes finish graders, and/or other departmental equipment to construct, repair, and maintain County roads drainage, and other facilities and systems within an assigned district. The position requires the employee to obtain and maintain a Washington State Class A Commercial Driver's License (CDL) and is subject to applicable federal and state regulations including CDL random drug and alcohol testing.

Salary upon hire is based on Skagit County promotional policy. Progressive increases are based on years of service with Skagit County, up to 8 total steps (top step $43.57/hr.). The Maintenance Technician V is range 15 of the AFSCME Public Works salary schedule.

Typical functions include a wide variety of duties to support road, bridge, and special operations. Examples of duties and responsibilities are shown below: Proficiently operates road maintenance equipment, including D-6 or larger dozers, excavators, quarry cat/loader, grader, oil distributor, paint striper driver, herbicide applicator, lowboy, vactor, towing liquid asphalt tanks, chip spreader driver, and bridge truck bucket. Able to operate all lower grade equipment. Selects appropriate equipment and materials to complete work according to specifications, verbal instructions, and established procedures; as necessary, adapts equipment and materials to meet specific requirements of the job. Performs routine preventive maintenance and makes minor repairs on assigned equipment. Performs duties of Nuisance Animal Trapper. Coordinates and runs a wide variety of day-to-day public works road jobs and directs emergency service functions as required. Serves as supervisor in the Supervisor's absence. Carries out lead duties including laying out projects, directing work, safety and security, and training employees as needed. Responds to public inquiries in a courteous manner. Provides information within the scope of knowledge. Other job functions: May be tasked with performing related duties. Related duties as required are duties that may not be specifically listed in the position description but are within the general occupational series and responsibility level typically associated with the employee's classification of work.

Recommended five years' experience in roadway maintenance and equipment operation. Job offer will be conditioned on a satisfactory review of a current and valid three year driver abstract from DOL; and satisfactory results of pre-employment drug testing as allowed or required by law. Applicants are subject to a criminal background check as part of the hiring process. Requires knowledge of methods, materials, tools, and equipment utilized in road maintenance. Work hazards and safety procedures. Operation and maintenance of all vehicles and equipment used in road maintenance. Ability to maintain close working relationships with employees and other supervisors. Lead, coach, train, and direct day-to-day crew functions. Plan, schedule, layout, and maintain day-to-day work functions at multiple locations throughout the service area. Communicate effectively with other employees and the public. Work safely under potentially hazardous conditions. Valid Washington State driver's license AND Must possess and maintain a valid Commercial Driver's License (CDL) Class A endorsement. Ability to obtain First Aid and CPR certification within 6 months. Ability to obtain Flagging card within 6 months. Most work is in the field, with exposure to extreme weather conditions, rough terrain, potential hazards from road conditions, or road machinery and equipment. Must have hand-eye coordination to operate equipment, ability to lift up to 40 pounds, stand, walk, climb, and perform extended periods of physical labor.
