JOB SUMMARY:

The Director, Project Controls & Commercial Management leads project controls, commercial management, change management, and claims support for the Strategic Projects Group (SPG). The position is responsible for ensuring SPG projects maintain accurate, current, and defensible cost, schedule, progress, forecast, risk, change, and commercial records; identifying emerging impacts early; and converting the factual project record into timely commercial action when warranted. The Director supports Project Managers while maintaining independent integrity of project controls and commercial reporting and leads schedule and cost analysis, contract and notice compliance, change management, delay and disruption analysis, claims development and defense, and commercial negotiations in coordination with Legal and other corporate functions as required.

TYPICAL DUTIES:

Lead implementation and consistent application of SPG project controls and commercial management requirements in alignment with corporate policies, standards, and delegated authority.

· Establish and maintain project baselines integrating scope, schedule, cost, progress measurement, staffing, productivity, procurement milestones, risk, and forecast.

· Direct development and review of CPM baseline schedules, schedule updates, look-ahead schedules, recovery schedules, and executive schedule reporting; validate logic, critical and near-critical paths, float, constraints, resources, and progress.

· Lead project cost control and forecasting, including commitments, actual costs, accruals, productivity, earned progress, estimate-to-complete, forecast-at-completion, and variance analysis.

· Lead monthly project controls and forecast reviews; maintain project and portfolio risk, change, notice, and commercial registers; and provide SPG leadership with an objective assessment of current performance, emerging risk, and probable outcomes.

· Participate in major pursuits, contract review, and project startup to evaluate schedule obligations, milestone and liquidated-damages exposure, notice requirements, change provisions, owner dependencies, assumptions, and other material commercial risks.

· Establish project notice matrices and monitor compliance with contractual notice timing, recipients, content, and supporting-record requirements.

· Identify, document, evaluate, and quantify changes, delays, disruptions, acceleration, productivity impacts, and extended-duration impacts; develop change proposals, requests for equitable adjustment, commercial position papers, claims, and claims defenses supported by contemporaneous records.

· Perform or coordinate schedule delay and forensic analysis, including time impact analysis, windows analysis, as-planned versus as-built analysis, and other appropriate methodologies.

· Support commercial negotiations and resolution strategies with clients, EPC/EPCM contractors, subcontractors, and suppliers within delegated authority; escalate settlements, waivers, releases, and other reserved matters for approval.

· Coordinate claims and dispute support with Legal and approved external scheduling, claims, forensic accounting, or expert resources for mediation, arbitration, litigation, or other formal proceedings when required.

· Establish documentation expectations sufficient to reconstruct material project events and maintain the independence and integrity of the project controls record. Cost, schedule, progress, and forecast information shall reflect the best available facts and shall not be altered to support a desired commercial position.

· Challenge unsupported schedules, forecasts, progress assessments, commercial assumptions, or entitlement positions and escalate material discrepancies, missed requirements, or unresolved risk to SPG leadership.

· Support Project Managers and Construction Managers in mitigation and recovery planning while preserving Project Manager accountability for the integrated project outcome.

· Direct, mentor, and support project controls personnel assigned to SPG projects and perform additional assignments as required by SPG operating needs or executive leadership.

· Minimum ten (10) years of progressive experience in project controls, commercial management, contract administration, change management, or construction claims within industrial construction, EPC/EPCM, heavy civil, infrastructure, process, energy, mining, cement, metals, petrochemical, or comparable project environments.

· Demonstrated leadership experience on large, complex projects or project portfolios involving schedule, cost, forecasting, change, and commercial risk.

· Advanced working knowledge of CPM scheduling and Primavera P6, including baseline development, updates, recovery planning, and schedule analysis.

· Demonstrated experience with project cost control, forecasting, progress measurement, productivity analysis, change management, and construction claims.

· Strong working knowledge of construction contracts, contractual notice requirements, entitlement, and the commercial implications of delay, disruption, acceleration, and change.

PREFERRED QUALIFICATIONS:

· Bachelor's degree in Construction Management, Engineering, Quantity Surveying, Commercial Management, Business, or a related discipline; equivalent relevant experience will be considered.

· Professional certification in project controls, scheduling, cost engineering, commercial management, quantity surveying, or claims, such as AACE, PMI, or RICS credentials.

· Experience developing or defending claims involving schedule delay, disruption, loss of productivity, acceleration, cumulative impact, or extended overhead.

· Experience supporting mediation, arbitration, litigation, expert-report development, or other formal dispute-resolution proceedings.

· Experience with lump-sum, EPC/EPCM, unit-rate, cost-reimbursable, and hybrid commercial structures on large industrial projects.

· InEight, Power BI, Sharepoint, Winest

REQUIRED KNOWLEDGE, SKILLS, AND COMPETENCIES:

· Advanced knowledge of CPM scheduling, schedule logic, critical-path analysis, float, resource loading, progress measurement, recovery planning, and forensic schedule analysis.

· Advanced knowledge of project cost control, forecasting, earned progress, productivity measurement, estimate-to-complete, and forecast-at-completion.

· Strong understanding of construction contracts, change provisions, notice requirements, schedule obligations, liquidated damages, owner dependencies, and commercial risk allocation.

· Ability to develop clear entitlement and cause-and-effect analyses from complex project records, including delay, disruption, acceleration, loss-of-productivity, cumulative-impact, and extended-duration issues.

· Strong commercial judgment and negotiation skills with the ability to evaluate both entitlement and exposure objectively.

· Ability to communicate complex schedule, cost, and commercial matters clearly through strong writing, presentation, and executive-level communication.

· Strong analytical and critical-thinking skills with the professional independence to challenge assumptions, surface adverse information early, and maintain factual integrity under pressure.

· Strong leadership and organizational skills with the ability to manage multiple project priorities and develop project controls personnel.

· Advanced proficiency in Primavera P6 and Microsoft Excel; working knowledge of enterprise cost, change, and reporting systems such as InEight and COINS is preferred.

· Ability to maintain confidentiality, exercise sound business judgment, and operate within delegated contractual and commercial authority.

WORKING ENVIRONMENT:

Work is performed in indoor and outdoor environments, including active industrial construction sites, with exposure to typical construction hazards and weather conditions. Motor vehicle and/or air travel with overnight stays may be required.

PHYSICAL DEMANDS:

· Manual dexterity and sitting, standing, and walking for extended periods of time; occasional climbing of stairs and ladders, bending, stooping, reaching, and crouching.

· Visual acuity to read printed and electronic documents.

· Lifting and/or exerting of force up to 50 pounds occasionally, 20 pounds frequently, and up to 10 pounds constantly to move objects.

· Frequent driving of motor vehicles.
