This position is located in the Financial Operations Directorate of the Office of Finance (OF), United States Customs and Border Protection (CBP), United States Department of Homeland Security (DHS). The incumbent provides financial program administration and analytical support to designated operational payroll, revenue, and/or financial reporting functions.

This position starts at a salary of $107,428.00 (GS-13, Step 1) to $139,658.00 (GS-13, Step 10).

Major duties include:

• Planning and carrying out financial management studies, reviews, projects, and initiatives that affect multiple financial processes or program areas.
• Conducting analyses involving cost management, pay, accounting, revenue, debt management, financial systems, internal controls, and financial reporting functions.
• Interpreting and applying Federal laws, regulations, accounting standards, CBP requirements, DHS and CBP policies, and financial guidance related to assigned financial management functions.
• Handling and analyzing sensitive pay, personnel, litigation, settlement, and confidential financial information in support of CBP management.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

• Reviewing financial programs, processes, or operations to identify problems, assess impacts, and recommend practical improvements to management.
• Using financial data, system reports, transaction records, or performance information to evaluate program performance, data quality, reporting accuracy, or compliance with financial requirements.
• Applying Federal financial management requirements, accounting principles, organizational policy, or internal control standards to evaluate financial activities and recommend changes to procedures, guidance, or controls.
• Reviewing audit results, control issues, risk indicators, or corrective action documentation to determine causes of financial management problems and recommend actions to reduce risk or improve accountability.
• Developing written products such as financial analyses, cost estimates, management briefings, case summaries, or recommendations involving complex or sensitive pay, accounting, claims, settlement, or personnel-related financial matters

You must:

• Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
• Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/28/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
