Position: HOMEOWNERSHIP CASE MANAGER
Supervised by: Program Manager & Director of Programs
Department: Housing Stability
Classification: Regular Full Time
Position Status: Non-Exempt
Location: Pendleton or Hermiston office
Starting Salary: $4,218/Month

POSITION OVERVIEW:
The responsibilities of the Homeownership Case Manager are to provide comprehensive counseling services to families and/or individuals who need pre-purchase, post-purchase, default and foreclosure counseling. Budget and credit counseling will also be provided. Create new curriculum and facilitate various workshops on homebuyer education and financial literacy. Prepare for and attend dispute resolution conferences between homeowners and their lender with the goal of avoiding foreclosure. Conduct program outreach. Obtain and maintain required certification.

ESSENTIAL JOB FUNCTIONS:

  • Provide one-on-one extensive counseling sessions for action plans, budget development, debt management, review of credit report, emergency savings funds that promote the client’s best interest and choice in their effort towards homeownership, home retention or self sufficiency
  • Create new curriculum and facilitate homebuyer education and financial literacy workshops
  • Attend resolution conferences as a mediator between homeowners and their lender and advocate on behalf on of the homeowner with the goal of avoiding foreclosure.
  • Monitor client caseload which includes conducting follow ups with clients to determine if they are progressing towards their goals
  • Manage a rental subsidy caseload as assigned, based on program demands and current workload
  • Ensure that all communications with clients, lenders, etc. are documented in the client file
  • Ensure all client files are complete with all required documentation in compliance with funders requirements and securely stored
  • Enter client data into various data systems
  • Build relationships with lenders, realtors, and community partners to learn about the services they offer and advocate for the provision of said services to program clients with the goal of addressing all needs in a holistic manner
  • Conduct program outreach to meet grant requirements
  • Attend community meetings as they pertain to poverty, housing, and homelessness.
  • Participate training to obtain and maintain required certifications
  • Periodically, employees may be required to work evenings, weekends or as business needs dictate
  • Occasionally you will have out of town or overnight travel, working before, or after regular business hours. Travel may require the use of a personal vehicle. Mileage for the business-related use of your personal vehicle will be reimbursed at the standard mileage rate as published by the U.S. Internal Revenue Service
  • Performs other duties as assigned

  • Associate degree in related field of study or equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of this position.
  • Excellent communication, interpersonal, and customer service skills
  • Obtain and maintain required certifications
  • Understanding of home purchase, financing, and default foreclosure processes
  • Good decision-making skills, with the ability to analyze information, evaluate results, and implement the best solution to solve problems or challenges
  • Self-motivated with the ability and dedication to learn new skills quickly, keep up to date technically, and apply new knowledge to your job
  • Proficient with computer systems and software including Microsoft Office Suite
  • Bilingual in English/Spanish preferred.

The noise level in the work environment is usually moderate. The employee must occasionally lift, and/or carry/move objects up to 30 pounds.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, smart phones, photocopiers/scanners, shredders and filing cabinets.

SPECIAL REQUIREMENTS :

  • Must pass a criminal history background investigation; however, a conviction of a crime may not necessarily disqualify an individual from this position.
  • CAPECO is a drug free workplace and pre-employment drug screening will be required. Due to federal funding, our drug screenings include the use of marijuana.
  • Possession of or ability to obtain a valid Driver’s License and insurable driving record is required.
  • Travel required within the service area. Occasional out of town or overnight travel. Travel may require the use of a personal vehicle. Mileage for the business-related use of a personal vehicle will be reimbursed at the standard mileage rate as published per IRS guidelines.
