DCS IT Business Analyst 3

Position Purpose As an IT Business Analyst 3, you will serve as the strategic liaison between business units and IT departments to translate complex business needs into actionable, high‑quality technical solutions. Under general supervision, you will lead the elicitation, analysis, and documentation of requirements for high‑impact or enterprise‑level systems. You will participate in the planning, design, and implementation of new or enhanced systems and act as a trusted advisor and mentor to drive operational efficiency and ensure the user community fully leverages functional business tools and support systems. Core Responsibilities Requirement Elicitation & Analysis: Lead workshops, interviews, and focus groups with cross‑functional stakeholders to extract, analyze, and prioritize complex business requirements. Documentation & Design: Translate high‑level business requirements into detailed functional specifications, user stories, use cases, workflow diagrams, and data models; participate in system design sessions to ensure technical solutions align with business goals. Project Planning & Implementation: Partner with Project Managers and Technical Leads to define project scope, objectives, and deliverables; coordinate and participate in deployment, data migration, and rollout of new or enhanced applications. Testing & Quality Assurance: Define User Acceptance Testing (UAT) strategies, write comprehensive test scenarios, and coordinate with business users to ensure deliverables meet validation criteria and quality standards. User Support & Enablement: Serve as an SME for core functional business tools, develop training materials, conduct user training sessions, and provide Tier‑2/Tier‑3 support to resolve complex system issues. Process Improvement: Continuously evaluate existing business processes and system workflows to identify bottlenecks and propose innovative, automated, or optimized solutions. Required Knowledge, Skills, and Abilities Advanced Analytical Thinking: Synthesize complex, ambiguous data from multiple sources into clear, structured requirements. Technical Literacy: Strong understanding of SDLC models (Agile/Scrum, Waterfall) and familiarity with data tools (SQL queries, data mapping tools, reporting dashboards). Stakeholder Management: Exceptional communication, negotiation, and relationship‑building skills, with a track record of managing expectations across diverse user groups and leadership levels. Tools: Proficiency with business analysis and project tracking tools (Jira, Confluence, Miro, Clickup, Figma, or equivalent). Qualifications Bachelor's degree in a related field (Business Administration, Information Technology, Computer Science, Management Information Systems) and three (3) years of directly related experience in business analysis, systems analysis, or IT project environments. Preferred Qualifications Professional certification such as CBAP or PMI-PBA. Experience leading Agile scrum teams or acting as a proxy Product Owner. Skills Requirements Management: 5+ years experience in elicitation workshops, user stories, use case development, and BRD/FRD writing. SDLC Methodologies: 5+ years experience with Agile, Scrum, and Waterfall frameworks. Data & Technical Literacy: 5+ years experience with basic SQL queries, data mapping, and system integration analysis. Stakeholder Management: 5+ years experience in facilitation, negotiation, conflict resolution, and cross‑functional collaboration. User Enablement: 5+ years experience in technical writing, end‑user training, and Tier‑2/3 application support. UI/UX & Prototyping: 5+ years experience with Figma, user interface design principles, and user journey mapping. AI & Productivity Tools: 5+ years experience in AI‑assisted documentation, prompt engineering for requirement generation, and automated note‑taking tools.
