Plumbing Inspector II: DORA/Division of Professions & Occupations

Job Title Position 9748 Job Description The Division of Professions and Occupations (DPO) protects consumers in the state of Colorado through licensing and regulatory enforcement for approximately 50 professions, occupations, and businesses, and the corollary regulatory environment. This work unit exists to provide support to the Colorado State Electrical and Plumbing Boards and the Office of Private Investigator Licensure in fulfilling statutory mandates in the licensure and regulation of electricians, plumbers and private investigators. This work unit is also responsible for issuing permits to perform electrical and plumbing services and inspecting electrical and plumbing installations to ensure that electrical and plumbing services performed within the State of Colorado meet the minimum standards set forth in Articles 23 and 58, Title 12 of the Colorado Revised Statutes, for the protection of the public health, safety and welfare of the people of Colorado. This position operates independently to perform comprehensive inspections of plumbing and gas piping installations in order to determine regulatory compliance through high-level interpretation and tailored application of industry standards and the principals of the Colorado Plumbing Code, Colorado Fuel Gas Code, the Colorado Revised Statutes and the Colorado State Plumbing Board Rules. This position determines solutions to a full range of plumbing and gas piping installation problems through the analysis of established principles, conceptual models, industry codes and standards, and the tailored application of each to fit the specific circumstance. This position enforces statutory and rule compliance through the issuance of citations and the closure of work sites as required by law. This position frequently serves as a subject matter expert and resource for apprentices, plumbers, gas pipe installers, contractors, homeowners, building and fire inspectors, other plumbing Inspectors, the Board, and Board staff. Duties include, but are not limited to: Conducting comprehensive inspections of plumbing and gas piping installations and enforcing statutory and rule compliance through the issuance of citations and the closure of work sites as required by law; Planning inspections for each day based on the geographical and chronological nature of each request; Ensuring the provision of practical solutions to licensees, contractors, and homeowners seeking guidance on failed inspection issues through analysis and tailored application of complex laws, rules, codes and standards; Serving as a subject matter expert and resource for apprentices, plumbers, contractors, homeowners, building and fire inspectors, other plumbing inspectors, the board, and board staff; Tracking the number of inspections being conducted and the corrections that need to be completed via the electrical and plumbing system; Writing/completing inspection reports by documenting findings, identifying and determining necessary compliance measures, remedial requirements, etc.; Reviewing literature, industry standards, industry codes, statutes and rules to identify nuanced changes in requirements, practices or procedures. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights MINIMUM QUALIFICATIONS (MQs): Currently licensed as a Journeyman or Master Plumber in the State of Colorado; AND Four (4) years of professional* experience as a Licensed Journeyman or Master Plumber. Necessary Special Requirements: Must be currently licensed as a Journeyman or Master Plumber in the State of Colorado; Must possess and maintain a valid state of Colorado driver's license; Must reside in the area of the job, or be willing to relocate to one of the following counties - Position 9748 – Mineral, Archuleta, Rio Grande and surrounding counties. Telecommuting/Working from home is a condition of employment for this position, and DORA provides all necessary equipment for positions with this requirement; At intermittent or for extended periods of time (which may require travel or temporary short or long-term relocation) inspectors may be expected to cover or assigned to other geographic regions of the state; Must successfully pass a reference check and a background check; The type of background check depends on the job duties of the position, and can include a review of driving record, plumbing licensure, any criminal record, and/or credit report.

SUBSTITUTIONS:

There are no substitutions for the required professional* experience. *Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods. Preferred Qualifications/Competencies : Compliance/Enforcement experience; Experience developing new processes and identifying new methods to streamline existing work processes for efficiency and accuracy; Five or more years of professional* experience as a Master Plumber; Ten or more years of experience utilizing and interpreting the International Plumbing Code; Professional level inspector experience in a regulatory environment; Demonstrated experience working and adapting in a frequently changing environment; Demonstrated experience working in a high stress, high profile environment managing various stakeholders and discerning hidden agendas. Required Competencies: The following knowledge, skills, abilities, and personal characteristics are required competencies and may be considered during the selection process (including examination and/or interview): Professional demeanor; Attention to detail; Critical thinking and analysis skills, including the ability to analyze information and issues; Demonstrated ability to understand and abide by workplace principles, practices and behaviors as internally identified and defined by the division; Demonstrated ability to conduct work in a calm, courteous, and professional manner; Ability to read, understand, apply, and explain the International Plumbing Code, Colorado Plumbing statutes, rules, policies, regulations, and industry standards in order to ensure compliance; Ability to accept feedback and take direction; Demonstrated interpersonal and negotiation skills, along with the ability to manage conflict and solicit compromise to reconcile differences when dealing with both internal and external stakeholders; Customer Service skills, including the ability to work diplomatically with difficult customers, including using de-escalation techniques; Demonstrated oral communication skills, including the ability to verbally communicate effectively to a diverse audience; Demonstrated written communication skills, including the ability to construct reports in a clear, concise manner; Demonstrated time management skills, including the ability to achieve goals, meet hard deadlines, work with minimum supervision, and maintain a focus on priorities in an environment of constant change; Proficiency in the use of PC software applications including Microsoft Office (Access, Word, Excel, Google Suite, etc.).
