S&B USA is committed to innovation, sustainability, and community engagement, with a portfolio featuring mega projects like the Fargo-Moorhead Stormwater Diversion Channel in North Dakota and the PennDOT Major Bridge P3 Program across Pennsylvania.The Procurement Manager is responsible for developing and leading the organization's procurement function, including sourcing, vendor management, contract negotiation, and purchasing operations across construction projects. This is a hands-on role responsible for building and implementing procurement policies and procedures, selecting and rolling out supporting software/systems, and working closely with project teams to ensure purchasing supports project cost and schedule goals.Key Responsibilities:Develop, implement, and maintain procurement policies and standard operating procedures (SOPs) across the organization.Lead vendor sourcing, evaluation, and selection; negotiate pricing, terms, and contracts with suppliers and subcontractors.Evaluate, select, and implement procurement/purchasing software and systems to improve visibility, manage commitments and control over spend.Manage the purchase requisition and purchase order process, ensuring proper approvals and documentation.Build and maintain vendor relationships; monitor vendor performance, pricing, and compliance.Partner with project managers, estimators, and operations teams to align purchasing with project budgets and schedules.Analyze spend and identify opportunities for cost savings and consolidated purchasing across projects and the overhead spend.Ensure procurement activities comply with company policy, contract requirements, and applicable regulations.Track and report on procurement performance, savings, and vendor metrics.Qualifications & Skills:Bachelor's degree in Supply Chain Management, Construction Management, Business Administration, or a related field.10–15 years of progressive procurement/purchasing experience, with significant experience in the construction industry.Hands-on experience developing and implementing procurement policies and SOPs.Experience evaluating, selecting, and implementing procurement or ERP software/systems.Strong negotiation, vendor management, and contract administration skills.Proficiency with Microsoft Excel; experience with construction management software (e.g., Procore, Vista) is a plus.Strong organizational and communication skills, with the ability to work cross-functionally with project, estimating, and finance teams.Self-starter, comfortable operating with limited existing process or infrastructure.Benefit Summary:Medical Insurance, Dental Insurance, Vision Insurance, 401K Plan with company match, Life Insurance, Disability Insurance, Paid Time Off, Paid HolidaysCore Values:Work Safely: Safety is our CultureDeliver Return: Earning a fair profit increases our long-term valueValue People: Take Care of Employees and They Will Take Care of ClientsAct with Integrity: Honesty Builds TrustProvide Solutions: Better Solutions Yield Greater SatisfactionWork Authorization:Candidates must be authorized to work in the United States.
