Senior Analyst, US Public Finance - Housing

About the Role Grade Level (for internal use): 11. The Credit Ratings team is part of Global Ratings Services, with 1,400 analysts worldwide. The Public Finance practice delivers credit opinions on public‑sector issuers. The Housing team covers about 600 ratings associated with housing finance agencies, public housing authorities, and community development financial institutions. The role focuses on analysis of affordable housing finance and contributes to independent credit opinions. Responsibilities Provide day‑to‑day guidance and coaching to research assistants and rating analysts, building capability in credit, data discipline, and tooling while reinforcing values‑led behaviors. Drive consistency and scalability by codifying standard work and promoting disciplined adoption to strengthen trusted, repeatable insights. Strengthen AI‑enabled productivity by creating reusable assets and proposing lightweight automations that free capacity for human analysis and relationship work. Foster continuous improvement by proposing enhancements that remove manual steps without compromising governance or judgment. Partner with senior team members and data/engineering to identify and scale AI/automation use cases with governance‑by‑design, controls, and adoption support. Lead end‑to‑end execution for assigned credits, ensuring high‑quality analysis and timely delivery across priorities with clear accountability. Own surveillance and updates for assigned portfolio, synthesizing performance, market signals, and peer context into decision‑useful insights and clear risk implications. Support the integration of large‑language‑model tools and automation to accelerate workflows, followed by structured validation and refinement using analytical judgment. Operate alongside AI agents in recurring workflows, preparing and reviewing inputs, reconciling metrics, and documenting assumptions or changes to ensure adherence to methodologies and SOPs. Ensure key outputs are clear, aligned to methodology and sector frameworks, and meet evidentiary standards. Support maintenance and review of models to ensure robustness, repeatability, and clear linkage to risk views. Engage with external parties alongside senior team members, crafting client‑ and executive‑ready stories that translate complex data and research into a clear narrative. Provide advice within defined parameters, integrating and communicating complex information to convey S&P’s analytical expertise and drive market engagement. Build trusted stakeholder relationships through emotionally intelligent, collaborative, and adaptable delivery. Ensure adherence to methodology, confidentiality, and data governance, escalating issues early with options or recommendations to protect integrity and trust. Embed responsible, governed AI use by approving tools and data only; protect confidential information. Drive controlled automation and agentic workflows by contributing to design requirements and controls, supporting testing, rollout, and training. Support decisions regarding guardrails for automation, defining what can be automated versus what must remain human‑led, especially for material risk calls and committee conclusions. Qualifications Experience in affordable housing finance, including loan underwriting, portfolio management, real‑estate development, or capital raising. Familiarity with affordable housing policies, financing structures, and funding programs (e.g., low‑income housing tax credits, Section 8 vouchers, mortgage revenue bond programs). Solid foundation in financial statement analysis. Ownership and execution maturity across multiple credits; delivers high quality with limited oversight and models values‑led behavior. Strong collaboration and relationship management; influences through credibility and constructive challenge. Coaching capability that improves team consistency through shared standards and tools. Continuous improvement mindset and AI fluency with judgment. Strong credit, financial, and risk analysis skills linking drivers to forward‑looking views and risk appetite. Practical experience embedding AI, large‑language models, or agents into workflows to enhance productivity and insight. Proficiency with analytical tools and willingness to learn data/automation tools for AI‑enabled workflows. Strong synthesis into concise narratives for senior stakeholders and committees with transparent evidence. Effective written and verbal communication; able to present research and analysis in a clear, structured manner to support informed decision making. High standards for quality, traceability, and governance; able to operate effectively in controlled environments. Sound judgment on responsible AI use and ability to contribute to scalable automation or agent workflows. Compensation and Benefits (US only) Anticipated base salary range: $90,000–$127,000USD. Final base salary will be based on geographic location, experience level, skill set, training, licenses, and certifications. Eligible for an annual incentive plan.
