JOB SUMMARY : The Safety Specialist facilitates the safety program to include safety training, safety meetings, safety committee meetings, job site visits and auditing safety and environmental compliance. Other duties include: hazard recognition, fire protection, OSHA and EPA regulatory compliance, health hazard control, ergonomics, hazardous materials management, environmental protection, accident and incident investigations, advising management, record keeping, emergency response, product safety and/or security.
Incumbents in this position will be held to the District’s Gold Standard for Customer Service.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES :
SAFETY SPECIALIST I
- Performs safety assessments to identify safety, security, environmental and health deficiencies at worksites (in the field and in the offices) and with vehicles and equipment. Provides feedback including coaching on deficiencies. Maintains a database of all inspections for follow-up analysis and reporting.
- Conducts or participates in safety, security and environmental incident investigations, including all accidents, regardless of physical injury. Submits findings to include root cause analysis to executive management.
- Makes recommendation on matters pertaining to job safety, OSHA and EPA compliance with the District’s O&M Manual. Participates in annual manual review.
- Facilitates Safety Data Sheet (SDS) Management, chemical listing and employee education.
- Inspects District and Contractor performance to ensure safety compliance.
- Conducts Safety Meetings for field personnel and office personnel. Assists in developing the presentations for these meetings.
- Facilitates Safety Committee (Safety Advocacy Team) meetings. Debriefs executive team.
- Assists in developing, maintaining and overseeing the enforcement of the District’s Environmental, Safety and Health Manual. Assists in facilitating the annual review and updates of the EHS Manual.
- Provides First Aid, CPR & AED classroom instruction to employees and outside organizations.
- Maintains safety and environmental measurements.
- Other miscellaneous job-related duties as assigned.
SAFETY SPECIALIST II
Performs all duties of the Specialist I in an independent administrative capacity, plus the following functions and responsibilities
- Maintains OSHA 300 and 300A log and report for internal use.
- Manages the Safety Data Sheet (SDS) Management, chemical listing and employee education.
- Conducts training for natural gas emergencies to Emergency Responders within the District’s service territory.
- Provides interactions with County Emergency Operations Centers within the District service territory to define and provide District support during Emergency situations or exercises.
- Participates in industry organization task forces/committees.
- Participates in efforts to obtain external funding for safety and security improvements.
SAFETY SPECIALIST, SENIOR
Performs all duties of the Specialist I and Specialist II in a subject matter expert and leadership capacity, plus the following functions and responsibilities
- Leads efforts to obtain external funding for safety and security improvements.
- Manages the budget for Safety related GL accounts.
- Coaches, mentors and trains other Safety Specialists.
- Ensures all tasks of Safety Specialists are complete and accurate. Conducts periodic quality control reviews of tasks to ensure accuracy and completion.
- Stands in as leader in charge when supervisor is absent or unavailable.
EDUCATION AND EXPERIENCE:
SPECIALIST I: High School plus two to five years of HR experience - or
Relevant Bachelor’s degree plus minimum one year of experience.
SPECIALIST II: High School plus three to six years of experience - or
Relevant Bachelor’s degree plus minimum two years of experience.
SPECIALIST, SR: High School plus five to seven years of experience - or
Relevant Bachelor’s degree plus minimum of four years of experience.
Relevant leadership and mentoring experience.
PREFERRED OR REQUIRED LICENSES OR CERTIFICATIONS:
Certified Safety Professional (CSP) certification
Preferred: Specialist I and II; Required: Specialist, Senior
OSHA 30 certification
Preferred: Specialist I and II; Required: Specialist, Senior
OSHA 500 certification
Preferred: Specialist II; Required: Specialist, Senior
OSHA 510 certifications
Preferred: Specialist I and II; Required: Specialist, Senior
HAZWOPER 24 hour+ course
Preferred: Specialist I and II; Required: Specialist, Senior
ESSENTIAL COMPETENCIES AND/OR TECHNICAL SKILLS:
- Ability to gather data and compile information and prepare reports.
- Skilled in performing safety and security inspections and ensuring compliance with OSHA safety standards.
- Knowledge of both general and industry security standards.
- Must have ability to interact effectively with the public and emergency response personnel.
- Knowledge of emergency and hazard response procedures and protocols.
- Knowledge of chemical, hazardous waste, industrial hygiene, and/or environmental health standards.
- Must possess and maintain valid Florida driver’s license and a driving record satisfactory to the District and its insurers.
- Ability to use standard personal computer software products with emphasis on email, word processing, presentations, spreadsheets and internet browser(s).
- Ability to read and interpret blueprints, field drawings, schematics, project specifications and perform mathematical calculations at a level required for successful job performance.
- Ability to become knowledgeable of federal, state and local safety regulations, protocols, and/or procedures.
- Ability to become knowledgeable of natural gas distribution and transmission system operations and the District’s O&M and Service manual. Position requires the ability to become knowledgeable of the Florida DOT Utility Accommodations Guide, Florida Public Service Commission regulatory requirements, Code of Federal Regulations Parts 191 and 192, OSHA standards and EPA Waste Stream management standards.
OTHER FACTORS:
- Designated as a Primary Responder
- Subject to the District’s Uniform Standard. Must be appropriated dressed in a clean and neat District’s authorized uniform during work hours or when acting in a work related capacity (after hours emergency calls).
- May be required to work other than normal business hours to accomplish requirements of the job, including participation in after-hours company events. Standard work schedule is M-F, 7:00am to 4:00pm.
- May be required to work overtime with little notice.
- Physical Effort: Requires sitting for long periods of time, standing for long periods of time, viewing and working on a computer for extended periods of time, driving, walking, bending, stooping, crawling, climbing and light to moderate lifting.
- Working Conditions and Hazards: Works both inside and outside and may be exposed to rain and seasonal weather extremes. This position requires frequent driving and must maintain driver’s license in good standing.
- DRUG TESTING FOR ILLEGAL DRUGS: Employees in this classification will be tested for illegal drugs in accordance with the District's Drug Free Workplace Policy .
