Environmental Health Specialist I

Baltimore County

Pay Schedule and Availability Pay Schedule I, Grade 28, Regular Schedule: 35 hours per week. Several Merit vacancies exist in the Bureau of Animal Services, Communicable Disease, and Environmental Health Services, Department of Health and Human Services. A list of eligible applicants will be established based on the examination. Current and future vacancies can be filled from that list. All interested candidates must apply now. Attach transcripts, degrees, licenses, and certifications—unofficial copies are acceptable. Proof of professional licenses, certifications, and education must be submitted with each application. Job Purpose Under close supervision, perform professional environmental and public health sanitation work and ensure compliance with Federal, State, and local laws and regulations. Essential Job Duties Inspect restaurants, retail grocery stores, taverns, bakeries, and other retail food service facilities. Investigate community hygiene violations. Inspect nurseries, kindergartens, hospitals, health care and convalescent homes. Collect samples from food service facilities, public bathing beaches, public swimming pools, estuaries, rivers, streams and groundwater to protect public health and comply with regulations. Conduct sanitary surveys of transient non‑community water systems. Other Duties Perform inspections and write detailed reports per federal, state, and local laws. Investigate and prepare reports on complaints involving environmental health issues. Operate sampling and/or monitoring devices. Perform other related duties as required. Qualifications Graduation with a bachelor’s degree in a physical, environmental, biological science, engineering, or agriculture. Current registration as a Licensed Environmental Health Specialist (LEHS) in Maryland or possession of a Certificate of Eligibility for registration. Knowledge, Skills, and Abilities – Entry Level Knowledge of physical, biological, and environmental health sciences. Knowledge of epidemiology. Basic knowledge of natural resources and environmental protection principles. Basic knowledge of inspection procedures. Basic computer and software skills. Ability to enforce codes and regulations. Ability to conduct field investigations. Ability to operate sampling and/or monitoring equipment. Ability to resolve problems. Ability to deal tactfully with the public. Ability to communicate effectively orally and in writing. Knowledge, Skills, and Abilities – Full Performance Basic knowledge of Federal, State and local environmental laws and regulations. Basic knowledge of the principles and objectives of environmental health and sanitation programs. Knowledge of sampling techniques. Skill in operating sampling and/or monitoring equipment. Skill in conducting field investigations and inspections. Ability to promote community understanding and support for environmental health programs. Licenses and Certificates Valid license to operate any class of vehicle or equipment necessary to perform the duties. Current registration as a Professional Environmental Health Specialist in Maryland or possession of a Certificate of Eligibility is required at application time. Proof of Licenses, Certifications, and Education Applicants must submit proofs of licenses, certifications, and education beyond high school. Diplomas or transcripts must show the major field of study. Unofficial transcripts are accepted. Proof must accompany each application. Degree Equivalency Applicants who earned their degree outside the United States must submit equivalency documentation from World Education Services (WES). Examination Procedure Applicants will be qualified based on evaluation of training, experience, and supplemental answers. Dates and duties of past and present experience must be clearly stated for evaluation. Conditions of Employment Employees must maintain required licenses and certifications throughout employment. Physical and Environmental Conditions The job requires some physical activity: walking, bending, stooping, carrying moderately heavy objects. Field investigations may involve exposure to inclement weather. Medical Examination and Background Investigation Selected applicants must pass a physical examination, drug screening, and employment investigation, including background, education certification, and fingerprinting checks.
