Job Title:  Project Manager (Staff – Staff Sr.)
Location:  Longview, TX
Focus:  EPC, Combined Cycle Gas Turbine (CCGT)
Employment Type:  Full-Time Direct Hire
Base Salary: $137,000 – $208,000 DOE
Travel:  Typically 25% or less, with occasional travel up to 50%

Project Manager Job Summary

The Project Manager will oversee complex construction and utility projects, providing leadership and direction throughout the project lifecycle. This role is responsible for project planning, scheduling, budgeting, risk management, contractor coordination, and stakeholder communication to ensure projects are completed safely, efficiently, and within established timelines and budgets. The ideal candidate will bring extensive project management expertise, strong business acumen, and experience managing major construction projects, preferably within the utility or power generation industry.

Project Manager Essential Duties & Responsibilities

• Plan, organize, direct, coordinate, and manage complex construction and utility projects from initiation through completion.
• Develop, manage, and monitor project plans, schedules, budgets, staffing, and resources.
• Maintain a strong focus on construction safety, regulatory compliance, quality control, and risk management.
• Coordinate project activities with engineering, design, procurement, estimating, construction, and startup teams.
• Monitor project costs, manage funding allocations, and implement corrective actions to maintain financial and schedule objectives.
• Lead project planning meetings, stakeholder presentations, and progress updates.
• Prepare clear and accurate written reports, project documentation, and executive-level communications.
• Build and maintain effective working relationships with internal teams, customers, contractors, vendors, suppliers, and other stakeholders.
• Manage contractor performance, contractual obligations, negotiations, and project deliverables.
• Identify potential project risks, evaluate technical solutions, and develop mitigation strategies.
• Provide leadership, guidance, training, and accountability to project team members.
• Drive continuous improvement in project management processes, procedures, schedules, and cost controls.
• Ensure projects follow established project management standards, organizational policies, and industry best practices.
• Represent the organization in meetings with customers, vendors, contractors, and regulatory stakeholders as required.

Project Manager   Education and Experience Requirements

• Bachelor's degree in Construction Management, Engineering, Business, Computer Science, or a related field, with at least 10 years of qualified experience.
• Associate degree in a related discipline, with at least 12 years of qualified experience.
• High school diploma or GED, with at least 14 years of qualified experience.

Project Manager Required Qualifications:

• Demonstrated expertise in managing complex construction projects and programs.
• Advanced knowledge of project management principles, tools, and methodologies, including Waterfall and Agile.
• Strong understanding of construction safety, scope development and control, cost estimating, construction contracting, project controls, quality assurance, and risk management.
• Proven ability to manage project budgets, schedules, resources, and contractual requirements.
• Excellent leadership, communication, negotiation, and stakeholder management skills.
• Strong business acumen and financial decision-making capabilities.
• Ability to identify project risks, resolve conflicts, and make sound independent decisions.
• Valid state driver's license.
• PMP certification required, unless an authorized executive approves a waiver.
• Experience in utilities, power generation, commercial nuclear power, or IT systems.
• Experience with EPC projects and Combined Cycle Gas Turbine (CCGT) facilities.
• Three years of experience at the Principal Project Manager level or demonstrated equivalent competencies.
• Experience managing large-scale construction projects involving multiple contractors and cross-functional teams.

• Effectively manage contracts and allocate risk between owners and contractors.
• Promote continuous improvement, challenge assumptions, and seek input from subject matter experts.
• Perform light physical duties, including walking construction sites, navigating uneven surfaces, and climbing ladders.
• Work in office, plant, power generation, and construction site environments as required.
