Mk21A Program Manager Staff (IC4)

Overview As a Mk21A EMD Product Owner, you will be responsible for cost, schedule and technical performance of a product(s) within the MK21A program. You will have ownership of all aspects from design through delivery, overseeing daily tasking across a multi‑functional team that includes engineering, supply chain, contracts, finance, planning and production. This position will serve as the Control Account Manager (CAM) of record for multiple control accounts associated with the product, working closely with component Certified Principal Engineers (CPE) and Responsible System Engineers to resolve technical issues. The role directly supports the IPT Lead for RV, AFS, or Support Equipment. The position offers exposure to a high‑visibility program and opportunities for career advancement in program management. Responsibilities Cost, Technical, Schedule execution for selected product(s), focusing on meeting delivery commitment dates. Resolving programmatic challenges within scope and establishing risk mitigation activities. Supporting the overall program business rhythm for baseline management, monthly reporting, status communication, and Earned Value Management (EVM) performance. This includes generation of monthly VARs and CTD performance of Control Accounts. Lead the design and development culture to focus on Digital Engineering and Design for “X”, ensuring efficient design and production without escapes, and enhancing communication across all functional disciplines. Developing a baseline plan and managing overall execution of support organizations required for program success, such as Supply Chain (subcontracts and part procurement), Production Operations, Engineering, Finance and Planning. Coordinating staffing requirements for program scope with the entire program leadership team to consolidate total program requirements. Reporting to the Mk21A Program Manager, IPT Lead, and RSE at recurring reviews within the program business rhythm. Promoting a culture of continuous improvement and digital transformation within the responsible program scope. Basic Qualifications Experience developing and executing cost and Understanding of Control Account Management (CAM) responsibilities, including Earned Value Management (EVM) and managing performance metrics. Ability to travel on an as‑needed basis. Desired Skills Experience working with multiple functions simultaneously to execute a program, including Supply Chain, Planning and Finance. Excellent communication and interpersonal skills, including an ability to interact effectively with staff, customers, management, and peers. Proven experience in driving and implementing affordability and producibility changes, especially those directly impacting program performance. Direct Control Account Manager (CAM) experience, including Earned Value Management (EVM) and managing performance metrics. Experience executing Design for “X” concepts and performing DfX scorecard assessments. Knowledge of Digital Transformation tools and application to improve program performance. Familiarity with Air Force Reentry Vehicle programs and the Air Force Nuclear Weapons Center / ICBM Customer. Experience across the entire program life cycle.
