Human Resources Director

Location: Salt Lake City, Utah (On-Site) Employment Type: Full‑Time Position Overview Cache Valley Electric is seeking an experienced Human Resources professional to lead and strengthen core HR operations across a large, multi‑state electrical contracting organization. CVE has 4,000+ employees, including non‑bargaining office and management staff as well as IBEW‑represented craft employees. This role is responsible for the practical HR functions that keep the business moving: benefits, compliance, employee relations, policy, leave administration, HR systems, workforce documentation, and manager support. The right candidate is a hands‑on HR operator who can bring structure, consistency, and sound judgment to a fast‑moving construction environment. This role works closely with executive leadership, division managers, payroll, risk management, safety, legal counsel, and talent acquisition. What This Role Owns The HR Manager / Director will help ensure CVE’s HR function is accurate, responsive, compliant, and trusted by both employees and leadership. This person will support a complex workforce across multiple divisions, job types, locations, and labor environments. Success in this role requires someone who can work in the details while also improving the system. The ideal candidate understands that HR in construction must be practical, timely, legally sound, and closely connected to operations. Key Responsibilities Benefits, Leave, and Employee Support Evaluate, administer, and help improve CVE’s employee benefits programs, including health, dental, vision, life, disability, and ancillary offerings Manage benefit vendor relationships, renewals, and annual open enrollment in partnership with leadership and benefit advisors Oversee leave and medical management, including FMLA, ADA, state paid leave, disability, and excused medical absences Coordinate workers’ compensation matters in partnership with Risk Management Support employees and managers with clear, timely communication regarding benefits, leaves, policies, and HR processes Workforce Administration and Compliance Manage background check processing, site‑specific security compliance requirements, and IT access approvals for new hires Administer E‑Verify for all new hires, including user management and tentative non‑confirmation follow‑up Oversee drug testing processes, including internal random pools, chain of custody for results, and reasonable suspicion documentation Administer required government reporting, including ACA, Medicare secondary payer, and annual employment disclosures Maintain compliance with federal and multi‑state employment laws across the jurisdictions where CVE operates Ensure employee records, documentation, and HR data are accurate, organized, and audit‑ready Employee Relations and Performance Management Develop, maintain, and improve performance evaluation tools, PIP processes, employee warning documentation, and termination procedures Partner with managers to address performance issues, employee concerns, conduct matters, and policy questions Lead internal investigations into employee complaints, conduct issues, and policy violations with consistency, discretion, and proper documentation Manage internal and external complaints and ensure timely, appropriate resolution Oversee unemployment claims and appeals Labor, Policy, and Regulatory Matters Support union and labor‑related matters, including grievance administration and collective bargaining agreement interpretation Coordinate employment‑related claims, agency matters, labor issues, and litigation in partnership with legal counsel and company leadership Help manage matters involving agencies such as the EEOC, NLRB, DOL, OSHA, and state labor commissions Develop, maintain, and communicate employee policies, handbooks, required forms, and HR procedures Ensure policies are clear, current, consistent, and practical for a construction environment HR Systems and Process Improvement Lead or support HRIS development, implementation, migration, and ongoing administration Improve HR workflows, documentation practices, reporting, and employee data processes Create better visibility into HR activity, employee records, compliance items, and workforce trends Identify opportunities to simplify processes for employees, managers, and division leadership Talent Acquisition Partnership Partner closely with CVE’s Talent Acquisition Manager to ensure hiring activity aligns with HR operations Support new hire approvals, offer letters, onboarding coordination, background checks, E‑Verify, compliance requirements, and workforce documentation Help ensure onboarding is accurate, timely, and consistent for both bargaining and non‑bargaining positions Provide HR guidance related to hiring practices, offer processes, classification, compliance, and employment documentation What Success Looks Like Success in this role means HR is running with accuracy, consistency, and trust. Division leaders receive clear guidance. Employee issues are handled professionally and documented properly. Benefits, leaves, onboarding, compliance, HRIS, and employee records operate smoothly. The right person will help CVE strengthen its HR foundation while keeping pace with the demands of a large, growing construction organization. They will bring order to complexity, improve processes, and serve as a practical partner to the business. Who You Are You are a practical HR professional who is comfortable working close to the business. You can move between detailed administration and sensitive employee issues without losing accuracy or judgment. You are not afraid of complexity, but you know how to simplify processes for managers and employees. You communicate clearly, document well, follow through, and understand that HR in construction has to be responsive, grounded, and operationally useful. You are comfortable supporting both office professionals and field‑based craft employees, and you understand the importance of consistency, confidentiality, and good judgment. Qualifications & Skills Required Qualifications 6+ years of progressive HR experience with broad functional ownership across benefits, compliance, employee relations, workforce administration, and HR systems Working knowledge of federal and multi‑state employment law, including FMLA, ADA, NLRA, EEOC processes, OSHA retaliation provisions, and ACA reporting Experience supporting a workforce that includes union‑represented employees Familiarity with collective bargaining agreement administration Experience managing HR operations across multiple locations Strong documentation, investigation, communication, and follow‑through skills Ability to work effectively with executives, division leaders, managers, employees, legal counsel, and outside partners Bachelor’s degree in Human Resources, Business Administration, or a related field Preferred Qualifications Experience in construction, electrical contracting, skilled trades, heavy industry, utilities, transportation, manufacturing, or another field‑based workforce environment Experience with IBEW‑represented workforces and electrical industry labor practices Prior HRIS implementation, system migration, or process improvement experience Familiarity with E‑Verify administration and multi‑state background check compliance Experience managing benefits renewals, vendor relationships, and benefit advisor partnerships SHRM‑CP, SHRM‑SCP, PHR, or SPHR certification Why CVE Cache Valley Electric is one of the nation’s leading electrical contractors and integrated technology partners.
