Grade 21 Location of Position Two work location options: Maryland State Police, Criminal Investigation Division, Technical Investigation Section, 1523 Signature Drive, Suite F, Hanover, MD 21076 Maryland State Police, Berlin Barrack, Technical Investigation Section, 9758 Ocean Gateway, Berlin, MD 21811 Main Purpose of the Job The main purpose of this position is to provide factual, impartial reports of findings and perform complex digital data recovery examinations on computers, cell phones, mobile computers and hand-held devices in a forensically sound manner. These exams are in support of criminal investigations that involve various forms of digital evidence submitted for analysis to Technical Investigations Section, Digital Forensics Laboratory of the Maryland State Police. This job function provides essential support to criminal and administrative investigations conducted by the Maryland State Police and allied agencies throughout the state. Position Duties Conduct thorough, impartial forensics examinations of computer hard disk drives, floppy disks, and other electronic data storage media using best forensics practices and ensuring the protection of the original digital evidence. Identify digital evidence relative to investigations. Investigations include: child pornography exploitation, serious crimes against persons cases, and others. Examine, recover, and analyze computer evidence for text data, deleted files, password protected files, emails, graphics, multimedia files, file data, and digital images. Prepare detailed, comprehensive, written reports of examinations and findings in a way that findings can be validated and duplicated by other forensic examiners. Present findings orally and provide expert witness testimony in a court of law and/or administrative hearings as required. Attend ongoing continuing education training as required to stay abreast of current trends in technology and computer forensics. Perform other related duties as assigned. Minimum Qualifications 7 years of overall experience, with 3 years in computer forensics or information technology related experience, and 4 additional years performing digital recovery examinations on computers. Candidates may substitute possession of a Bachelor’s degree in information technology, computer science, criminal justice, or a related field and 3 years of experience in computer forensics or information technology related experience for the required experience. Licenses, Registration and Certifications Employees in this classification may be assigned duties that require operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. Special Requirements Candidates for positions in this classification will be subject to a complete criminal background investigation and polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs. Employees in this classification must have access to an automobile for use on official business in the event a State vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle. Benefits State of Maryland benefits. Selection Process Only candidates who meet the minimum qualifications will be considered for this classification. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. Examination Process The examination will consist of a rating of your education, training, and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application.
