Salary Range: $20.21 To $25.26 Hourly General Statement of Duties Provides general clerical assistance and support for the Human Resources department. The principal duties of this class are performed in a general office environment. Classification Summary The principal function of an employee in this class is to perform administrative and clerical support in the Human Resources Department. An employee in this classification manages correspondence; maintains communications with key staff throughout the County departments; monitors and prepares training schedules; coordinates meetings, events, and other similar activities; prepares internal support materials and assists in other employee service areas. The work is performed under the supervision of the Human Resources Director. The principal duties of this class are performed in a general office environment. The job requires time‑management and organization skills with attention to detail and accuracy. Examples of Work Performs assistance and support duties in the Human Resources Department; Prepares documents for approval and disbursement; Explains appropriate personnel policies and other regulations to employees and the general public; Routes personnel updates and pay changes in accordance with established procedures; Administers applicant processing and pre‑employment testing; Coordinated and schedules onboarding for all new hires; Schedules orientations and other sessions with employees and applicants in partnership with the payroll and benefits clerk when applicable; Maintains status sheet activity log, entering information on new hires, job changes, separations, and coordinates with applicable departments requiring updates; Manages the recruitment and applicant tracking processes; Coordinated random drug testing program; Monitors County required and supplemental training for employees; Manages the County service recognition program; Updates official personnel records under the authority of the County Clerk; Monitors and processes Worker’s Compensation documentation and communicates with State Insurance Fund and employee as necessary; Monitors department budget, prepares and submits payment vouchers for department; Assists the HR Director in formulating, implementing, training, and monitoring compliance with county policies and procedures; Analyzes issues, determines solutions, and makes recommendations to change processes or procedures relating to personnel management; Maintains strict confidentiality of information processed or prepared; Assists with event planning and other employee morale activities; Performs all duties and activities in accordance with County policies and procedures. Other Duties and Responsibilities Supports benefits administration in the development and dissemination of communication and information materials on benefits plans, policies and procedures to promote employee benefits programs; Assists in maintaining the County's website and social media pages as needed; Other duties as assigned. Knowledge, Skills and Abilities Knowledge of: Personnel administrative procedures as applied to techniques and practices in such areas as recruitment, selection, employee orientation, training, compensation and benefits, and related areas; Human resources practices and laws; Public sector, government, or related environment and operations, including general municipal management terminology, codes, acts, and regulations; Compensation plans and accounting principles and procedures; Interpersonal relations and communication; Department programs, objectives, policies and procedures; Applicant selection and onboarding processes; Operation of a personal computer and job‑related software applications for word processing, spreadsheets, database maintenance, information storage and retrieval, and related tasks; Current office practices and procedures. Ability to: Comprehend, interpret, and convey to others the County’s personnel rules, regulations, and policies, including compensation, and other programs; Maintain a calm, professional demeanor and effectively communicate with employees and the public; Learn and apply techniques of human resources processing; Understand and apply departmental, state and federal law procedures, policies, rules and regulations; Proficiently operate computers, software programs, such as Microsoft Word, Excel, PowerPoint, or similar office software to create documents and other materials, update information, and generate reports; Research information and data and prepare reports; Compose correspondence and summary reports related to personnel functions; Maintain records efficiently and accurately, prepare clear and concise reports; Maintain effective working relationships with other County employees, supervisory personnel, and the public; Communicate effectively both orally and in writing; Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions; Successfully pass background investigation relevant to the position, pass a drug test, and remain in good standing for the duration of employment with the County. Acceptable Experience and Training High school diploma or GED equivalency; At least two (2) years of experience providing administrative support preferably in a public organization; or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work; Valid driver's license; Experience designing flyers, programs, and digital advertisements is strongly preferred; Administrative human resources experience is strongly preferred. Essential Physical Abilities Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively in person and on the telephone; Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review, evaluate and prepare a variety of written/typed documents and text materials; Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate standard office equipment and a personal computer and to make adjustments to equipment; Sufficient personal mobility, flexibility, and physical reflexes, with or without reasonable accommodation which permits the employee to lift up to 20 pounds, to sit and work at a keyboard for an extended period of time, and work in an office environment.
