Company Description Job Description APPLICANTS MUST BE PERMANENT IN ADMINISTRATIVE MANAGER CIVIL SERVICE TITLE The New York City Human Resources Administration (HRA) provides temporary help to individuals and families with social service and economic needs to assist them in reaching self-sufficiency via essential and diverse programs/services, such as temporary Cash Assistance, Supplemental Nutrition Assistance Program (SNAP), childcare, eviction prevention services, adult protective services, job training, employment plans/support, domestic violence assistance, child support enforcement, etc. The employees of the Family Independence Administration (FIA) help provide unique individual services to eligible New Yorkers aimed towards the achievement of long-term self-sufficiency.
Under administrative direction, with wide latitude for the exercise of independent initiative, judgment and decision making, the Regional Manager oversees the management of assigned non-public assistance SNAP sites in FIA.
The Regional Manager collaborates with the Assistant Deputy Commissioner (ADC) in determining, establishing and directing the goals, policies and procedures involved in the administration of the SNAP Program in their designated SNAP region: Manhattan, Bronx, Brooklyn, Queens, Staten Island, Specialized Centers and/or TIPS Centers. In coordination with the Assistant Deputy Commissioner, the Regional Manager plans for the long range operational and administrative goals of the program. The Regional Manager plays a major role in enacting welfare reform initiatives through analysis of program operations, client eligibility criteria and the enrollment of low income families in the non-public assistance SNAP applications program. FIA's Supplemental Nutrition Assistance Program (SNAP) is recruiting for two (2) Administrative Manager M-III's who will function as a Regional Manager/Specialized Centers/TIPS Centers Region and perform the following duties: -Oversee the daily operations of designated Non-Public Assistance SNAP centers located throughout the five Boroughs whose responsibilities are to determine eligibility, authorize and issue expedited and recurring benefits for eligible households receiving benefits. Provide management oversight to the SNAP Center Directors in the day-to-day management of SNAP centers to ensure the centers provide adequate program access, timely and accurate eligibility determination of application and recertification cases and to address any reported interim case changes and client inquiries quickly, accurately and professionally. Assist the Assistant Deputy Commissioner (ADC) with the coordination of policies, procedures and operational implementation which concern non-cash assistance services and clients.
-Monitor the timely preparation of management activity reports for submission to the ADC that summarize, highlight and analyze fluctuations in center activities. Assess performance and utilizes reporting and performance management tools such as SNAP Stat and Center Stat reports to organize center priorities, staff allocations and workflow to improve the results and meet the mandated targets set forth by Federal, State and Agency guidelines. Directs the planning and proposes implementation of corrective action to meet mandates as needed.
-Plan and provide direction in the development of policy and procedural protocols for the coordination of application and recertification for the SNAP program including reengineering initiatives. Works with the SNAP Cabinet to develop and execute initiatives to meet the requirements of the Farm Bill and the City and State's commitment to improve access and customer service to working families as well as the elderly and disabled. Oversee the operation and implementation of error reduction and fraud prevention project plans to reduce error rates of determinations in accordance with Federal and State Quality Control guidelines and standards, to ensure appropriate Federal funding to the agency.
-Complete regular visits to the SNAP Centers for first-hand observation of center operations, conduct meetings with Center administration and staff and to ensure plans approved by FIA executive administration are appropriately executed, ensuring proper integration and compliance of Federal, State and Agency regulations.
-Represent the Assistant Deputy Commissioner in meetings, conferences and communications with the State Department of Social Services, United States Department of Agriculture (USDA) officials, executive staff and other public/private agencies on issues relating to SNAP delivery and program initiatives and to coordinate SNAP operations, develop procedures, reports and best practices to ensure that overall objectives are incorporated into program components for maximum results.

A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in "1", "2" or "3" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
