Grant Accountant

ORGANIZATION DESCRIPTION:

Founded in 1956, Legal Services of Northern California (LSNC) provides high quality civil legal assistance to people with low income, older adults and persons with disabilities in more than 23 northern California counties. LSNC receives support from federal and state government grants and contracts (including from the Legal Services Corporation and the State Bar of California), through agreements with private organizations, and from private donations. LSNC operates eight field offices and several special projects.

RESPONSIBILITIES:

The Grant Accountant assists in the Finance Department’s core functions, including accounting, budgeting, cost distribution, time and attendance processing, purchasing and grant reporting. Under the supervision of the Director of Finance, Controller, and Accounting Managers, the Grant Accountant will:

Grant and Budget Management

• Work with individual office and project managers to prepare detailed line-item budgets for contract and grant proposals.
• Advise on and interpret fiscal requirements of contract and grant awards.
• Prepare fiscal reports for program contracts and grants in compliance with funder and agency requirements.
• Monitor contract and grant revenue and expenditures.
• Report inconsistencies with the approved budget and execute budget revisions when required.
• Assist in overall organizational budget preparation, administration, and budget control.
• Prepare journal entries, review and research transactions, and perform analysis of general ledger accounts.
• Prepare and post recurring and adjusting general ledger entries.
• Assist in annual independent audit and the ongoing funder’s fiscal monitoring reviews.
• Ensure all direct and indirect expenses are distributed according to hours worked by individual employees, by office and specific funding source.
• Assist in cost allocations and expense distribution. Ensure all direct and indirect expenses are distributed according to hours worked by individual employees, by office and specific funding source.
• Prepare cost accounting data according to specified ratios and formulas for indirect cost distribution of non-personnel expenses.
• Provide support to office and project managers regarding accounting and administrative policies and procedures.

General Accounting

• Prepare monthly bank reconciliations and make adjustments to the general ledger as needed.
• Update organizational procedures to align with operational changes and process improvements.
• As directed, conduct annual office visits to ensure compliance with accounting and administrative policies and procedures.
• Process timesheets. Review hours worked, leave taken, and prepare time and attendance reports for employee leave balances, cost distribution, fund source reporting and private attorney involvement accounting.
• Assist in the development of financial policies and internal controls.
• Maintain and reconcile monthly prepaid expenditure accounts and accounts receivable.
• Maintain and control the organization’s fixed assets including the annual inventory and depreciation schedule.
• Prepare for and participate in finance staff meetings, budget meetings, and other required events.
• Perform other duties as assigned to support the Finance Unit’s operations.

KNOWLEDGE : Deep knowledge of accounting procedures, methods, practices, and terminology. Familiarity with financial record-keeping in a multi-office, multi-funded, nonprofit environment. Strong knowledge of GAAP and Federal Uniform Guidance. Knowledge of general office procedures and standard clerical techniques.

SKILLS : Ability to work under pressure and successfully meet deadlines. Ability to handle and shift priorities in a fast-paced environment. Highly detailed oriented and organized with the ability to follow complex instructions. Strong organizing, planning, and coordinating skills. Ability to make mathematical computations rapidly and accurately and to operate ten-key by touch. Excellent communication skills. Ability to communicate effectively, both orally and in writing. 2

EXPERIENCE/EDUCATION : Four (4) years of complex accounting experience. Experience in a multi-office, multi-funded nonprofit environment is highly preferred. Minimum of two years (2) college education in accounting, finance, closely related field, or equivalent.

SALARY : $5,113 (Step 1) to $7,225 (Step 15) per month, DOE
