About the Future of Land and Housing Program Housing instability in the U.S. has reached historic levels. Across most metropolitan regions, housing costs have risen far faster than incomes, leaving millions of families cost-burdened and economically precarious. The country faces an estimated shortage of more than four million homes, while homelessness continues to rise and more than 10 million Americans face eviction each year. The impacts of this crisis are deeply unequal. Black and Latino households—especially families with young children—face disproportionately high rates of eviction and housing instability, and the racial homeownership gap is the largest since the Fair Housing Act was passed in 1968. The U.S. does not lack ideas for solving this problem—it lacks a coordinated capacity to identify the most promising solutions, refine them through implementation and public debate, and drive their adoption at scale. New America’s Future of Land and Housing program is building that capacity. We operate at the intersection of research, policy, and implementation—clarifying ideas through research and convening power, supporting local leaders to test and refine them on the ground, and translating field-based lessons into broader systems and policy change. About the Position This position primarily supports the Eviction Data Response Network (EDRN), a groundbreaking initiative to create the country’s first large-scale eviction data infrastructure and use that data to keep more families stably housed. EDRN supports 11 state‑level partners with technical assistance, financial support, and peer‑to‑peer learning to: Build durable eviction data pipelines that provide reliable, comprehensive, and regularly updated data on evictions statewide; Stand up multi‑sector problem‑solving teams that use that data to craft policy and practice interventions that measurably reduce evictions. This position will serve as the primary liaison between New America’s FLH team and five state‑level teams – Delaware, New Jersey, New Mexico, New York and Oklahoma – as they work to accomplish these goals. The ideal candidate is passionate about implementation of large scale change efforts, particularly for housing stability, with experience in coaching partners and supporting learning networks. Familiarity with court eviction data, eviction processes and housing stability are preferred. The candidate should be a self‑starter and a good multi‑tasker, and capable of working in a fast paced environment on a small, agile team, acting as a primary liaison between the state stakeholders in the EDRN and our team. The candidate should thrive on celebrating wins, driving towards improvement and actionable follow‑ups acting as a coach to bring out the best in our EDRN cohort. Responsibilities This position will be primarily focused on supporting the Eviction Data Response Network (EDRN) cohort of state partners, including but not limited to: Serving as the primary liaison between New America’s FLH team and five EDRN state partners, responsible for adeptly guiding them through their aims and milestones Duties will include structuring and executing monthly 1-1 coaching meetings, convening quarterly cohort calls, planning virtual and annual in‑person partner convenings; Driving strategy and progress towards EDRN goals with state partners by ensuring project scopes, timelines and work plans are always up to date for relevant projects and assignments; Developing knowledge and policy products based on EDRN experiences, creating a feedback loop to enhance cohort experience while making connections between states and national technical assistance; Troubleshoot data‑related barriers including data governance, data sharing, analysis and court filing collection; Interface with contracted technologists to support tech‑enabled solutions for EDRN cohort partners and partner with colleagues on technology solutions for collecting and analyzing court eviction data; Monitor evaluation and learning, ensuring the initiative generates evidence of impact and insights that can scale nationwide; Convene and facilitate in‑person workshops with associated logistics and agenda planning. In addition to supporting EDRN, which is the core function of this role, the balance of time will be focused on supporting the broader FLH team, including but not limited to contributing to the design and implementation of FLH’s domestic housing work, communicating with internal and external teams as well as additional responsibilities and duties as needed. Qualifications A bachelor’s degree or higher; Minimum 5-7 years relevant experience, preferably in a U.S. housing, urban planning, public policy, public health, judicial operations, legal aid or a related field; Subject matter expertise in eviction prevention and/or civil court data (preference for experience with both); Strong and proven project management skills. In particular, the ability to manage multiple projects simultaneously, strong organizational skills, time management, and attention to detail including familiarity with project management software and frameworks; Excellent facilitation, presentation, and communication skills; Entrepreneurial spirit and enthusiasm for finding creative and unique approaches and opportunities; Demonstrated interest in or dedication to fostering equitable outcomes across society, and especially for lower‑income communities, communities of color, and other historically marginalized constituencies; Strong interpersonal skills and ability to work as part of collaborative teams including both internal and external partners; Curiosity, eagerness, and ability to develop new knowledge and skills; and Ability to travel up to 20%. Location New America’s offices are in Washington, D.C., with a hybrid work schedule. While a DC/MD/VA location is preferred, we welcome applications from highly qualified candidates nationwide. Compensation and Benefits This position is a full‑time role with benefits. The annual salary will be between $70,000 – $95,658, depending on experience. New America offers a highly competitive benefits package that includes health care, dental, and vision coverage; a generous retirement plan; paid time off; observes all federal holidays; and an office‑wide closure between Christmas and New Year’s Day. Physical Requirements This position is hybrid, working from home and in an office environment and sits at a desk for extended periods of time and requires dexterity to operate general office equipment. The person in this position will frequently communicate with peers, management, company partners/vendors, and the general public and must be able to exchange accurate and timely information verbally and in writing. This position may require walking, bending, kneeling, and standing and will require sitting for extended periods of time. Work Environment The work environment is generally an indoor office or a remote work environment. This role routinely uses standard office equipment, including computers, phones, video conferencing tools, and shared digital platforms.
