Accelaisagovernmentsoftwareandservicesplatformthatprovidescloud-basedsolutionsforgovernmentoperationstoboostefficiencyandimprovecitizenengagement.AccelaisusedacrossourCLIENTasaworkmanagementtoolforpermitswherethepublicsubmitspermitrequestsviatheplatform,andtheplatformmanagestheworkflowincludingautomaticandstaffreviewprocesses,approvalsanddenialsandrevenuecollection. RequiredSkills ProposedCandidatemusthave5+yearsofexpertknowledgeofAccela,includingbutnotlimitedto:recordtypeconfigurationoptions,aconceptualunderstandingofscriptingforAccela,EventManagerandScriptEngine(EMSE)scripting,AccelaCitizenAccess(ACA),AccelaMobile,SQLServerReportingServices(SSRS)reports,andConstructApplicationProgrammingInterface(API). ResourcewillhaveatleastfundamentalknowledgeofcommonlyintegratedsystemslikeESRIArcGIS,statelicensingsystems,andBlueBeam. MustpossessafundamentalunderstandingofRightofWayPermittingprocesses. Musthave5+yearsinamunicipalgovernmentsetting Musthave3+yearsworkingwithAccelaimplementationsforalargeMunicipalorStateDOT CLIENTusesthree(3)Accelamodules,includingtwo(2)custommodulesfortheStreetUseandTrafficdivisions,respectively,andtheoutofboxEnforcementmodule. ScopeofWork. ThescopeofworkistoperformbusinesssystemsanalysistosupporttheCLIENTsAccelaImplementation.AccelaisaSaaSenterprisebusinessapplicationusedbymultipledepartmentstomanagepermitting,licensing,inspections,andcodecompliance.ThesuccessfulrespondentmusthaveatrackrecordofsuccessfullysupportingimplementationsofcomplexbusinessprocessesinAccela,workingwithcross-departmentalteams.CLIENTmaintainsitsmodulesintheAccelaplatforminpartnershipwiththeITEnterprisePermittingInspectionsandComplianceTeam(EPICTeam).SelectedconssultantwillworkunderdirectionfromtheProductOwner.TheConsultantwillbeexpectedtoattendregularlyscheduledteamcoordinationmeetings,designsolutionsthatadheretoCLIENTstandards,andrespondtoemergentissues,asneeded.Theindividualwillnotberequiredtoreporttoonsiteofficesonaregularbasis,however,CLIENTanticipatesad-hocinpersonworkshops,training,andothermeetingsasneededthroughouttheproject’slifethatwillrequiretheanalyst’sparticipation.Someknowledgeofsupporting/integratedapplicationsincludingbutnotlimitedtoBluebeam,ESRIArcGIS,MSSQLServer,andHansen8isdesirable. CoreServices AcorefunctionisanyelementofaparticularscopeofworkwhichCLIENTiscertainwillbeperformedandcompletedthroughallphasesofthisContract. Analyze50% Listencarefullytoandaskclarifyingquestionsaboutbusinessrequests,translatingthoseintobusinessprocessrequirementsandsystemdesigns. Quicklylearnsystemcapabilitiesandconfigurationoptionsanddevisecreativesolutionsforbusinessneedswithinthatframework. Analyzecomplexsystemissuestoidentifytherootcauses,proposecomprehensivesolutionsconsistentwithsystemdesignstandards,andassistwithimplementationofchanges. Challengeprocessownerstoexamineandimprovepracticeswithaneyetowardsimprovingtheapplicantandcustomerexperience. Reviewlegislationtoidentifyimpactstobusinessprocessesanddetermineappropriatesystemchangesinresponse. Identify,documentandresolveissues,escalatewhenappropriate. ConsultwithProductOwnerandDeveloperonbestpracticeapproachestoimplementation. Design25% Workiterativelywithstakeholderstodesignsolutionsthatmeettheirneeds. Focusonsystemandprocesssolutionsthataddressunderlyingcausesandinefficienciesratherthantreatingsymptoms. Followestablishedprojectordepartmentalreviewandapprovalprocessesandstandardsforallwork. Document20% ManageandupdatesystemspecificationsinadheretoCLIENTstandards. Other5% Coordinateworkwithexternalteamsandstakeholders. StaycurrentonAccelaplatformdevelopmentandnewfeaturesapplicabletoCLIENT. CreateUserAccessTesting(UAT)materialsandleadUAT. Createtrainingmaterialsandleadusertraining. InpartnershipwiththeQATester,Developer,andotherstakeholdersidentifyandcorrectdefects.
