Duties

Help

• Manages the Mission Sustainment, Encroachment Management, and Community Partnership Program for the Air Force Reserve utilizing asset management principles.
• Serve as the focal point for coordinating Air Force Mission Assurance enterprise planning, programming, budgeting, execution, and policy efforts.
• Executes Portfolio Management Analysis. Integrates AF enterprise-wide mission sustainment/encroachment management and decision support based on Key Performance Indicators (KPIs) and Targets & Measures (T&M) derived from strategic policy, guidance, and mission requirements.
• Maintain liaison with DoD, Military Components, Congress, all appropriate government agencies and private planning organizations, as well as state and local government agencies to implement the OSD Mission Sustainment/Encroachment Strategy and mitigation initiatives.
• Represents the organization at executive levels within the Government and to contractor/industry representatives.

• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (CON'T)
• Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety
• At a minimum, qualification requirements stipulated by the US Office of Personnel Management for the 0020 occupational series must be met.
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
• May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions.

BASIC REQUIREMENT: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. Note: You must submit transcripts with your application.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Office of the Secretary of Defense (OSD), Department of Defense (DoD), and Air Force concepts, theories, policies, and directives in professional community planning, including the application of environmental, civil, and physical design parameters to land-use compatibility, Air Installation Compatible Use Zones, mission sustainment, and mission assurance risk management; knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds; knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; and methods of evaluating the effectiveness of planning actions related to actual events.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Office of the Secretary of Defense (OSD), Department of Defense (DoD), and Air Force concepts, theories, policies, and directives in professional community planning, including the application of environmental, civil, and physical design parameters to land-use compatibility, Air Installation Compatible Use Zones, mission sustainment, and mission assurance risk management.

2. Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds.

3. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; and methods of evaluating the effectiveness of planning actions related to actual events.

4. Skill in identifying actual or potential problem areas, trends, and/or similar factors to improve Air Force program operations and management systems.

5. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.

6. Skill in researching, analyzing, interpreting, and applying rules, regulations, and procedures; identifying compliance issues; and in evaluating system safety, efficiency, and effectiveness.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
