DEHE Rural Workforce Development Program Manager- DEHE Regional Project Management

Alaska Native Tribal Health Consortium

The Alaska Native Tribal Health Consortium is a non‑profit Tribal health organization designed to meet the unique health needs of Alaska Native and American Indian people living in Alaska. Position Summary Under general direction, the Rural Workforce Development Program Manager plans, implements, and evaluates DEHE’s Rural Workforce Development Program to advance rural workforce development goals, support local hiring, and develop talent in First Service communities. The program focuses on building partnerships with scholarship and training providers, increasing awareness of job opportunities, and maintaining a pool of community members interested in employment on DEHE projects. Responsibilities Build and maintain strategic partnerships with local schools and school districts, Tribes, communities, village and regional for‑profit and non‑profit corporations, municipalities, elders, construction professionals, construction training centers, unions and union training programs, State Job Centers, CMARs, and Village Safe Water project managers to support rural workforce development efforts. Coordinate internally with DEHE project managers, superintendents, construction managers, electricians, plumbers, and other technical staff to align workforce development activities with current and upcoming projects. Identify and maintain resources related to scholarships, GED preparation, driver’s license and Real ID requirements, and construction training and apprenticeship programs. Conduct outreach and engagement activities by traveling to First Service communities to meet with high school students and community members, providing information on: Overview of First Service community construction projects Types of construction and related employment opportunities Available construction training centers and pathways Common barriers to employment (e.g., high school diploma or GED, driver’s license, Real ID) Scholarship and financial assistance opportunities Administer and implement workforce engagement initiatives, including securing funding for and managing contracts with vendors for the Virtual Reality Construction Exploration Experience and facilitating and educating participants on the use of virtual reality headsets. Recruit and track potential workforce candidates by encouraging participants to complete contact cards, entering contact information into ALWIN, and generating potential employee reports for superintendents, CMARs, and Village Safe Water project managers. Provide participant support by assisting community members with scholarship applications, enrollment in construction training programs, and navigation of workforce development resources. Monitor and evaluate program performance, including participant engagement and satisfaction; collect and analyze data, prepare reports, and recommend program improvements based on findings. Perform other duties as assigned to support the goals of the Rural Workforce Development Program. Additional Information Knowledge, Skills, Abilities Knowledge of Alaska Native cultures. Skill in facilitating individual and group meetings. Skill in working independently and responding to changing priorities. Skill in establishing and maintaining cooperative working relationships with others. Skill in coordinating many departments and individuals for the completion of a single task. Skill in assessing and prioritizing multiple tasks, projects, demands and meeting deadlines. Skill in oral and written communication, including communicating technical information to various audiences. Skill in developing and conducting effective presentations to diverse small and large groups. Skill in operating a computer utilizing a variety of software applications. Skill in measuring, compiling, and analyzing data and identifying training needs. Minimum Education Qualification Bachelor’s degree in education, human services, business or related field. Progressively responsible professional/exempt work experience may be substituted on a year-for-year basis for college education. Minimum Experience Qualification Non-supervisory – Five (5) years of progressive experience in recruiting, human resources, education and/or staff development with demonstrated competence in training. An equivalent combination of relevant education and/or training may be substituted for experience. Minimum Certification Qualification N/A Preferred Education Qualification N/A Preferred Experience Qualification Progressively responsible experience in managing workforce development programs. Experience in the Alaska Tribal Health System. Preferred Certification Qualification N/A Additional Requirements May be required to work outside the traditional work schedule. May be called out to work off‑shift in emergency situations. According to the needs of the organization, some incumbents in this job class may be required to obtain specific technical certifications and programming language skills.
