CRA MANAGER / GRANTS ADMINISTRATOR

ADMINISTRATION DEPARTMENT

GENERAL DESCRIPTION:

Under the general direction of the City Manager/Community Redevelopment Board Agency (CRA), this position is responsible for overseeing the strategic planning, implementation, and administration of the city’s CRA initiatives while also coordinating efforts to enhance community resilience against environmental and economic vulnerabilities. The ideal candidate will work closely with city officials, business owners, residents, and external stakeholders to foster sustainable redevelopment in targeted areas and develop strategies that improve the city’s ability to withstand and recover from challenges such as climate change, natural disasters, and economic instability.

ESSENTIAL JOB FUNCTIONS:

(Essential functions are fundamental job duties. They do not include marginal tasks, which are also performed but are incidental to the primary functions.) ·Oversee the planning, execution, and completion of redevelopment projects, ensuring they align with the city's comprehensive plan and CRA objectives. Oversee the administration, promotion, financial, and execution of grant programs aimed at supporting residential and commercial property improvements within designated redevelopment areas Coordinates and manages special projects. Including but not limited to CRA projects, management, planning, reporting, grant writing, grant reporting, redevelopment and economic development opportunities, grants compliance monitoring, application writing and review, technical assistance, training, accounting, financial reporting, budget management, and audits.
  • Responsible for researching, applying, and acquiring grants from State, Federal, Local government, and private foundations for activities related to redevelopment and infrastructure efforts.
  • Ensure CRA projects comply with local, state, and federal regulations, and maintain accurate reporting on the progress of redevelopment initiatives.
  • Promote CRA activities and accomplishments to the public and stakeholders through reports, presentations, and public meetings.
  • Assist in developing long-term CRA plans to attract investment, improve infrastructure, and promote economic development in designated redevelopment areas while promoting reinvestment in housing, neighborhoods, and commercial corridors.
  • Lead efforts to create and implement strategies that address vulnerabilities related to climate change, sea-level rise, hurricanes, and other natural disasters.
  • Promote awareness of resiliency issues through community outreach programs, workshops, and educational materials, helping residents and businesses prepare for and respond to challenges as well as provides information and assistance to businesses and the community regarding site selection, location, which may involve real estate, land use, taxes, buildings, infrastructure, natural resources, etc.
  • Collect, analyze, and report on data related to environmental conditions, risks, and resilience, providing the city with recommendations for adaptive strategies.
  • Prepares and delivers data-driven presentations and reports to the City Manager, Mayor, CRA Board, City Council, Boards and/or Committees, and community stakeholders on the status of resiliency plan implementation
  • Understands, adheres to, and complies with all local and state ethics requirements.
  • Aligns resiliency strategy development with other plans, policies, and regulations, including, but not limited to, the Local Hazard Mitigation Plan, the Comprehensive Plan, the CRA Redevelopment Plan, and future land use policies, plans for capital improvements, land development and building codes, and plans related to CoPR participation in FEMA's Community Rating System
  • Attends all CoPR CRA Board meetings and responsible for maintaining effective working relationships with state, federal, and local agencies, developers, contractors, planners, engineers, businesses, homeowners, and the general public.
  • Engage with regional agencies, nonprofits, and governmental bodies to coordinate broader resiliency efforts and advocate for best practices.
  • Collaborate with local businesses, property owners, residents, and community leaders to ensure projects address the needs and priorities of the community.
  • Serve as a representative for the City at community and redevelopment/economic development meetings.
  • Designs, organizes, and presents events, workshops, and meetings to promote community development activities, grants, and projects.
  • Responsible for overseeing all work relating to redevelopment in association with ordinances and other rules and regulations, including the processing of applications, analysis of submitted plans, coordination and consistency with applicable ordinances, and preparation of supportive documentation.
  • Performs other duties that may be assigned.

KNOWLEDGE, ABILITIES, AND SKILLS:

·Communicates clearly, effectively, and persuasively in all forms to a variety of audiences. This includes tactfully by telephone, in-person, and in writing with various state, federal, and local agencies, vendors, contractors, developers, and the general public. Knowledge of or become strongly familiar with Florida Chapter 163 Part 3 Skilled in negotiating, administering, and executing contracts. Gathers and analyzes routine and complex data and interprets and communicates vital information for decision-making and formulation of policy recommendations. Anticipates and averts potential problems and creatively solves complex issues.Provides leadership and direction to ensure the City is meeting redevelopment goals through active participation from the community, elected officials, CRA Boards members, and other agencies. Develops strategic direction in collaboration with various external and internal policy bodies, partners, and stakeholders to meet community development goals and objectives for the city. Identifies and secures funding for strategic initiatives from a variety of sources ·Provides technical assistance and serves as a resource liaison for businesses, property owners, community organizations, development groups, and the general public. Proficiency in GIS, data analysis tools, and other relevant software applications Knowledge of good management practices. Knowledge of computer applications as they apply to this office.
  • Knowledge of the ordinances, policies, procedures, and laws of the State of Florida pertaining to municipal government.
  • Knowledge of the principles, practices, and procedures of promoting businesses to move into the City.
  • Knowledge of archives and records management laws, systems, and technology.
  • Knowledge of modern principles and practices of public planning, zoning, and code compliance.

PHYSICAL SKILLS:

Must possess the following physical abilities:
  • To communicate effectively using speaking, hearing, writing, and vision skills.
  • Physical capability to effectively use and operate various office-related equipment, including but not limited to computer - laptop, desktop, tablet, telephone, smartphone, scanner, copier, fax machine, and calculator.
  • Able to lift up to 40 lbs. unassisted. Work is primarily sedentary; however, it does require the ability to stand, climb, bend, stoop, squat, and walk intermittently, and possibly for long periods of time, depending on the task.

WORK ENVIRONMENT:

The working environment requires an ability to multi-task to accomplish day-to-day tasks. Ability to deal with stress related to occasional deadlines and occupational problems, which demand immediate attention The employee is subject to inside and outside environmental conditions. Will be required to attend evening and weekend meetings or events as part of stakeholder engagement and community outreach.

STARTING WAGE:

Salary Position (Range: $75,000.00 - $95,000.00 Annually)
