Deer Park Refining Limited Partnership (DPRLP) known as PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. Position Overview The Emergency Response Technician is responsible for protecting people, the environment, company assets, and the PEMEX Deer Park reputation by providing emergency response services and maintaining emergency response readiness across the refinery. This position responds to industrial emergencies, maintains emergency response equipment and fire protection systems, supports emergency preparedness activities, and provides health and safety field support as needed. This role requires a strong visible field presence and close collaboration with Operations, Maintenance, Contractors, and HSSE personnel. Individuals are expected to demonstrate strong HSE leadership through active field engagement, positive intervention, and consistent application of the site’s Health, Safety, Security, and Environmental Management System. Key Responsibilities Respond to refinery emergencies, including fires, hazardous material releases, gas releases, spills to land and water, medical emergencies, confined space rescues, and other emergency incidents. Maintain operational readiness of emergency response vehicles, facilities, equipment, and fixed fire protection systems. Serve as the HSE Field Department owner for the fixed fire water system, including coordinating fire water impairments, preparing Permit to Work documentation, and supporting repair activities. Develop, review, interpret, and maintain Emergency Orders, Standard Operating Procedures, Work Procedures, and other emergency response documentation. Develop and deliver emergency response training and participate in emergency drills and exercises. Provide Health and Safety field support, including: Industrial hygiene monitoring Turnaround support Health and Safety compliance audits Fire protection assessments Initial emergency response training for site personnel Health and Safety consulting services for refinery stakeholders Conduct annual inspections and routine maintenance of fire extinguishers and other emergency response equipment. Maintain a visible field presence by identifying hazards, coaching personnel, providing positive intervention, and reinforcing safe work practices. Escalate safety, compliance, or emergency preparedness concerns that cannot be resolved at the working level. Provide 24/7 readiness and on site support during extended emergency events, including hurricanes, severe weather incidents, operational upsets, and facility turnarounds. Response during off-hours may be required. Demonstrate strong decision making under pressure, endurance for extended deployments, and the ability to operate effectively in dynamic, high risk environments. Perform other emergency response and field safety responsibilities as assigned. Required Qualifications Must have legal authorization to work in the United States on a full‑time basis without sponsorship. Minimum three (3) years of experience in a refinery, petrochemical, or chemical manufacturing facility in Operations, Maintenance, Engineering, or a comparable role. Minimum three (3) years of industrial emergency response experience. Must meet the physical fitness requirements for industrial firefighting and technical rescue duties. Current Texas EMT‑Basic certification (or higher) issued through the Texas Department of State Health Services. Current Class B Texas Driver License. NFPA 1081 Interior and Exterior Firefighter certification (or equivalent). NFPA 472 Hazardous Materials Technician certification (or equivalent). NFPA 1006 Technical Rescue certification (or equivalent). Previous experience working within the National Incident Management System (NIMS). Knowledge, Skills, and Abilities Strong knowledge of OSHA, API, and NFPA standards and regulations. Working knowledge of industrial firefighting apparatus, foam systems, fixed fire protection systems, and emergency response equipment. Strong hazard recognition, risk assessment, problem‑solving, and decision‑making skills. Ability to remain calm and make sound decisions in high‑stress emergency situations. Excellent verbal and written communication skills. Strong interpersonal skills with the ability to effectively communicate and collaborate with all levels of the organization. Proficient in Microsoft Office applications. Ability to work independently, exercise sound judgment, and take initiative in identifying and addressing safety risks. Preferred Qualifications Previous leadership experience within an industrial emergency response organization. NFPA 1002 Fire Apparatus Driver/Operator certification. NFPA 1005 Marine Fire Fighting for Land‑Based Fire Fighters certification. Knowledge of OSHA Permit to Work and Process Isolation requirements. Experience planning, coordinating, and conducting emergency response drills and training exercises. Work Schedule This position works a rotating shift schedule.
