Transition Manager

Location: May reside outside the immediate Tacoma area, but must be able and willing to travel extensively to the Tacoma/Puget Sound site. Significant on-site presence will be required during transition.

Anticipated assignment: Approximately six months, covering mobilization, the formal transition/phase-in, cutover, and post-cutover stabilization.

Senior transition leader responsible for coordinating the move from incumbent operations to fully operational Emerald Point performance. The Transition Manager will manage the integrated transition schedule and coordinate facility readiness, recruiting, incumbent capture, background/CAC/access processing, training, technology and equipment readiness, procedures, Government coordination, testing, operational-readiness reviews, cutover, and stabilization.

The RFP requires a transition approach covering recruitment and hiring, functional training, supplies/equipment, background-check paperwork, and sequenced transition milestones.

Preference will be given to candidates who demonstrate:

• Prior IRMAC transition experience or Government responsibility for IRMAC implementation, transition, consolidation, or major operational change.
• Experience leading a complex federal healthcare or contact-center transition involving multiple simultaneous workstreams.
• Strong knowledge of IRMAC operational dependencies, particularly workforce, MHS GENESIS, CAC/access, training, facility, telecommunications, and Government acceptance.
• Experience developing and managing an Integrated Master Schedule (IMS) with dependencies, owners, milestones, critical-path activities, and recovery actions.
• Experience managing RAID logs, readiness criteria, issue escalation, corrective-action plans, and executive status reporting.
• Experience coordinating incumbent capture and parallel external recruiting.
• Experience managing background investigations, credentialing/access dependencies, Government training, system readiness, and employee proficiency.
• Experience leading end-to-end operational testing, readiness reviews, cutover, rollback planning, and post-go-live stabilization.
• Ability to work directly with Government program, contracting, operational, IT/security, and facility stakeholders.
• PMP or equivalent formal project-management experience is strongly preferred but is not a solicitation requirement.
• Ability and willingness to maintain a heavy Tacoma travel/on-site schedule through the transition period.

Required experience: Candidate must have either:

• Direct experience performing on an Integrated Referral Management and Appointing Center (IRMAC) contract; or
• Government employment directly supporting or managing an IRMAC program with responsibilities transferable to the proposed role.

Strong preference: Current or former incumbent IRMAC personnel, particularly individuals with recent Pacific/Puget Sound IRMAC experience.

Desired regional experience:

• Direct experience supporting IRMAC services via centralized Patient Appointing Services (PAS), Referral Management Services (RMS), and/or Clear and Legible Report (CLR) services for Defense Health Network Indo-Pacific Military Treatment Facilities in Hawaii and the Pacific Northwest (Pacific).
• Candidates should demonstrate familiarity with DHA/MTF operating environments, Government-directed healthcare workflows, performance standards, escalation protocols, and working with sensitive beneficiary information. Experience with MHS GENESIS and DoD access/CAC processes is highly desirable and should be prioritized where relevant to the role.
