Under limited supervision, the Director of Risk Management provides expert investigative oversight and leadership for BHDD-OIDD. This position directs the agency's response to investigations within OIDD-operated Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF-IID), also known as Regional Centers, and leads a team of investigators and consumer advocates. Key priorities include developing a comprehensive training manual for Abuse, Neglect, and Exploitation (ANEs) that ensures all staff are fully equipped to identify and respond accordingly, as well as tracking systemic incident trends, and providing data-driven reports to Agency leadership to ensure the safety and well-being of all residents.
- Manages, supports, and mentors a team of investigators as they conduct on-site incident reviews of ANEs, Critical Incidents and Deaths. Oversees caseload distribution and monitors progress to ensure timely completion. Conducts comprehensive quality reviews of all investigative elements, including video footage, witness statements, and final reports.
- Provides technical assistance related to ANEs, Critical Incidents, and Deaths for staff at Regional Centers, including: Facility Administrators and Campus Support. Develops a training manual and/or curriculum to improve on how to determine whether abuse, neglect, or exploitation occurred and how to properly report the incident.
- Effectively reviews all investigations and tracks any trends and/or patterns related to ANEs, Critical Incidents, and Deaths. Utilizes Avigilon camera system, and ensures knowledge of how to save and share footage.
- Establishes and maintains professional relationships with Regional Centers, Providers, the South Carolina Law Enforcement Division (SLED), the Ombudsman's Office, the Attorney General's Office, and Internal Audit. Acts ethically and professionally and adheres to all standards of confidentiality.
- Attends all administrative reviews and presents the findings of each review.
- Manages, supports, and mentors a team of consumer advocates; ensures accurate case handling; policy adherence, and documentation quality.
- Performs additional duties as assigned.
This position is located at the BHDD-OIDD Central Office in Cayce, SC, but will require frequent travel to Regional Centers across the state that are located in Clinton, Columbia, Florence, Hartsville, and Summerville.
Minimum and Additional Requirements
A Bachelor's Degree in Human Services or a related field and three (3) years of experience in administration, organizational behavior/change and supervision, teaching and/or training. A valid drivers license.
A Master's Degree in Human Services or a related field. Experience conducting investigations, compliance monitoring, or other related activities in the developmental disability service area. Substantial knowledge and experience of federal and state laws and regulations, as well as Agency and Office policies, procedures, and directives pertaining to the operation and oversight of BHDD-OIDD Operated Regional Centers, Community Based Programs for Individuals with Intellectual and Related Disabilities, and Intermediate Care Facilities (IID-ICF). Ability to conduct a variety of monitoring and oversight activities and provide written findings, reports, and recommendations for improvements. Ability to analyze performance data from Regional Centers and Community Based Programs, identify issues, and provide technical assistance. Knowledge and investigative skills required to conduct reviews of abuse, neglect, exploitation (ANEs), as well as critical incidents, and deaths.

Immunization: If this position requires the applicant to work directly with consumers of The South Carolina Department of Behavioral Health and Developmental Disabilities, Office of Intellectual and Developmental Disabilities, tuberculosis (TB) skin or blood testing must be completed prior to beginning employment. All new employees who are healthcare providers are required to provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, Varicella and Hepatitis B prior to beginning employment.
State Disaster Plan: In accordance with the State's Disaster Plan, which includes hazardous weather, employees of The South Carolina Department of Behavioral Health and Developmental Disabilities, Office of Intellectual and Developmental Disabilities may be required to work in times of an emergency or disaster.
