Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $135,000 to $155,000/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $97,200.00 to $182,000.00/year.

Brief Summary of Job Duties:

The Project Manager is the University representative responsible for all aspects of the administration and oversight of Capital Improvement Projects, and of deferred maintenance and major infrastructure upgrade projects. Projects range widely in size, complexity, scope and contract value. The Project Manager has the authority to independently interpret contracts, negotiate changes in the Work, hire and manage professional consultants, oversee development of plans and specifications, create budgets and manage expenses, direct the work of project support staff, serve as liaison with all campus departments, and obtain project approvals and permits. These activities are executed within the framework of University policy and pertinent local, state and federal laws and codes. The Project Manager is responsible for all aspects of the programming, design, bid and construction process and must possess advanced project management skills to effectively manage complex projects with critical timelines. Execution of assigned duties requires frequent problem solving and a high degree of autonomy in decision making while also working collaboratively with clients, consultants, contractors and other campus departments.

Required Qualifications:

  • Bachelor's degree required in Architecture, Engineering, Construction Management or related field Bachelor's Degree
  • Required 5+ years of progressively responsible experience in the area of project management of capital improvement projects.
  • Demonstrated experience with managing new construction and renovation of office, classroom, laboratory, infrastructure, housing and/or athletic facilities preferably within a University environment or other Public Works domain.
  • Demonstrated ability to manage:
    • project scope, schedule and budget
    • professional services and construction agreements
    • development of and compliance with plans and specifications
    • contractor coordination
  • Knowledge of business and fiscal analysis, processes, and techniques related to project management and the ability to analyze data and make accurate cost projections.
  • Working knowledge of or ability to quickly learn and apply University policies and procedures.
  • Excellent communication skills with an ability to effectively communicate information in a clear and understandable manner, both verbally and in writing, and ability to apply a high level of judgment and discretion.
  • Demonstrated ability to use a variety of computer applications including project management and scheduling software.

Preferred Qualifications:

  • Worked at a UC or other higher education institution.
  • Computer Aided Design (CAD) and/or Building Information Modeling (BIM) skills, abilities and experience.
  • Graphic design software abilities and experience; Adobe Photoshop, InDesign, Illustrator or similar
  • Architectural design experience
  • Construction document plan check experience and/or building code or other regulatory compliance
  • Review/approval experience.
  • Strong customer service skills and experience.

Job Functions and Percentages of Time:
  • 80% Project Management - Design & Construction - Develops project documents in conjunction with the project architect, engineer or other professional consultant to comply with environmental regulations imposed by the National Environmental Policy Act, Air Pollution Control District, Central Coast Regional Water Quality Control Board and the Goleta Water District. Is responsible for coordinating with these agencies to obtain all approvals and permits. Ensures plans and specifications adhere to the requirements of the state building code for life safety standards especially as it pertains to highly complicated research programs and labs. Works closely with the Environmental Health & Safety department to address any potential life safety issues, to ensure compliance with all applicable codes and laws, and to obtain approvals by the Campus Fire Marshal and the Campus Building Official. Is responsible for evaluating the qualifications of design professionals and for selecting and hiring architects, engineers and other appropriately licensed professionals and consultants for a wide variety of projects. In coordination with the Contracts department oversees the development of contracts and associated requirements, and upon execution, evaluates contract performance. Responds lo questions and interprets contract requirements. Oversees development of technical studies such as geotechnical reports, soils reports, land surveys, fault studies, structural analysis, and material testing and inspection programs. Develops the project schedule inclusive of all phases to determine critical activities and milestones that may impact project progress. Based on knowledge and experience identifies any potential schedule constraints in order to proactively develop solutions and avoid delays, and to confirm the client's goals are met. Updates schedule regularly. During construction approves the construction schedule. Requests revisions from the Contractor when schedule does not represent actual project progress and as necessary to achieve timely completion of projects. Develops the project's Capital Improvement Budget (CIB) inclusive of actual and anticipated project costs and analyzes potential risks and unknown conditions to determine appropriate contingency amounts. When developing the CIB considers a multitude of issues such as the complexity of the project, aging infrastructure, specialized equipment purchases and working in occupied buildings. Develops subsequent budget forecast reports during construction to perform financial monitoring and track budget with current cost. This includes analyzing any potential budget shortfalls and developing strategies for budget realignment without compromising quality. Maintains, monitors and updates project schedule and budget using program management software system. Generates regular schedule and cost reports to analyze changes from original project schedule and budget. Determines solutions for any deviations. Shepherds multiple projects through the campus, UCOP and state approval process and is proficient in Major Capital Improvement Project submittals for both state and campus funding. Supports the Budget & Planning office through the development of detailed schedules and budgets for Major Capital Improvement Projects included in the Capital Financial Plan. Directs the work associated with multiple project delivery methods such as Construction Manager At Risk, Design/Build, and Design/Bid/Build. Develops the associated agreements in conjunction with the Contracts department and ensures that mandated deadlines by all project parties are met. Serves as the primary responsible party for managing the communications by Contractor with Consultants. Manages the Request For Information (RFI) workflow to ensure timely and thorough communication between the Consultants and the Contractor. Analyzes contractor cost proposals and applies technical knowledge of industry cost standards to negotiate settlements. Modifies the work of the Contractor as needed and as approved through preparation and issuance of Field Orders, Change Orders and other contract modification documents. Communicates with all levels of University administration regarding project status. Provides timely project updates and reports that articulate progress, financial status, potential issues and expected outcomes. Continually analyzes project progress and contract documents to identify potential issues. Works through the project team to determine viable solutions for maintaining project schedule and budget and for providing solutions to disputes. Evaluates construction at appropriate intervals for progress and quality of work. Has the authority to reject or stop any non-conforming work and may request additional testing and/or inspection to ensure contract compliance. Is responsible for claims avoidance strategy. Renders prompt written final decisions on claims, disputes or other matters of debate between the Contractor and the University. Oversees project closeout to ensure policy required documents are archived and record drawings are downloaded to appropriate server. Certifies contractor's payment applications comparing contractor's Schedule of Values with progress and quality of the completed work. Inspects site progress and issues occupancy certificates at appropriate milestones. Issues final Certificate for Payment upon Contractor compliance with requirements of the contract documents.
  • 20% Project Management - General - Acts as the assigned University representative on numerous projects concurrently which include: Deferred Maintenance Projects (over $35,000) Minor Capital Improvement Projects ($35,000 - $1,000,000) Major Capital Improvement Projects (over $1,000,000) New Construction Projects (tens of millions) Possesses in depth understanding of University policies, California Building Code, Public Contract Code and the UC Facilities Manual, and administers associated requirements throughout all phases of assigned projects. When issues or changes arise on a project has the expertise and skill to navigate the regulatory process associated with compliance and obtain any required approvals. Independently communicates with client groups to build campus relationships and verifies the DCS department is meeting the service goals and expectations of the campus community. Regularly meets with clients and other campus departments to provide guidance and expertise on project concepts and scope development prior to the initiation of a formal project request. Serves as the primary client liaison for capital improvement and deferred maintenance projects and is responsible for coordinating with all campus departments. Works closely with the Finance and Resource Management office and with the UC Office of the President as needed. Uses advanced written and verbal interpersonal communication skills in daily work activities to ensure accuracy in representing the University. Possesses highly effective negotiation skills and highly developed political acumen. Directs the work of project support staff including Facilities Project Management Specialist 2s , Inspectors and other Project Managers. Balances involvement of campus staff with outside consultants based on resources and project requirements. Understands the impacts of the campuses long term environmental planning documents and associated requirements and works closely with the Campus Planning & Design department to develop strategies for projects to meet the requirements established by the City of Goleta, Santa Barbara County, the California Coastal Commission and the California Environmental Quality Act. Represents the University in litigation or arbitration of claims and is responsible for providing technical expertise to the Office of General Counsel in the event of a dispute, claim or law suit. Is responsible for formulation of strategies on the replacement, repair, and rehabilitation of all major underground utilities, and for the construction coordination within occupied research buildings. Determines construction sequencing for outages and temporary facilities to maintain building systems without adverse effects.
