Design and Construction Procurement Manager - Office of the City Engineer

ABOUT THIS POSITION

The Office of the City Engineer is currently seeking a Procurement Manager for the Design and Construction Procurement Team. The position will oversee activities and supervise professional staff responsible for facilitating the procurement process to hire engineers, architects, and contractors for approximately 20 City departments to execute the City's five-year $11B Capital Improvement Program and $500M GO Bond Program. Procurements are completed utilizing Requests for Qualifications for Professional Services, 1 and 2-Step Job Order Contract and Construction Manager at Risk Services, and Design-Bid-Build Invitations for Bidders. This position will review client department procurement plans and meet monthly with department divisions to keep procurements on track.

The successful candidate will interact professionally and build effective relationships with City staff at all levels of the organization; take initiative and work independently; manage a complex workload and job responsibilities in a balanced, efficient, effective manner; and demonstrate superior customer service, integrity, efficiency, commitment to innovation, and fiscal responsibility.

Responsibilities include and are not limited to:

• Managing the Design and Construction procurement activities of the City under direction from the Special Projects Administrator, including supervising Contract Specialist Is and IIs.
• Establishing priorities, assigning workload, and assisting with sensitive and complex procurements.
• Interpreting and reviewing contracts for accuracy and changes prior to execution.
• Reviewing work product of assigned staff.
• Recruiting and training new and existing staff.
• Ensuring Citywide and client department contracts are renewed or executed by established deadlines.
• Responding to bid protests in conjunction with Law and City Engineer.
• Attending meetings when Special Projects Administrator is not available or when delegated.

IDEAL CANDIDATE

Knowledge of:

• City policy and procedures related to procurement, in particular A.R. 3.25.
• Laws, ordinances, and regulations governing procurement, in particular A.R.S Title 34.
• Federal procurement guidelines such as FAA, FTA, FHWA, HUD, CDBG, CFR 200.
• The engineering/architectural and construction Industry.
• Project management principles and best practices.

Ability to:

• Handle highly complex or high profile procurements and procurement issues.
• Write and/or review Requests for Qualifications, Requests for Proposals, and Information for Bidders.
• Correctly interpret and explain complex law and contract terms, and follow policies and procedures.
• Perform supervisory responsibilities over others.
• Manage multiple projects at once and meet deadlines.
• Use data to improve processes and outcomes.

SALARY

Pay Range: $90,916.80 - $127,920.00 annually.

Hiring Range: $90,916.80 - $116,022.40 annually.

• Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Internal Only: Please understand that this is pay grade 066. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

• Promotions occur when the last two digits of the pay grade increase.
• Demotions occur when the last two digits of the pay grade decrease.
• Lateral transfers occur when there is no change to the last two digits of the pay grade.
• When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

• Four years of experience, two of which involved supervising the procurement activities of a high volume governmental procurement section including experience in contract administration and contract writing.
• Bachelor's degree in business or public administration, engineering, science or a related field.
  • Or certification as a Certified Public Purchasing Officer or Certified Purchasing Manager.
• Other combinations of experience and education that meet the minimum requirements may be substituted.
• All finalists for positions are subject to a criminal background check applicable to the department or position.
• Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

• Five years of experience administering and facilitating procurement processes (solicitation, selection, evaluation, contract award and development).
• Three years of experience handling complex/high profile procurements and procurement issues.
• One year of experience developing and training a team.
• Professional certifications that pertain to CIP procurement.

Experience with/in:

• Title 34 procurement standards.
• Supervising procurement activities.
• Contract administration and contract writing.
• Serving as a client department liaison.
• Creating and facilitating meeting presentations.
• Managing complex programs and projects with staff.
• Providing professional-level customer service.
• Conducting technical reviews.
