With technical centers throughout the country KMEA's award‑winning services include Major Program Management, Environmental Remediation, Environmental Engineering & Consulting Services, Energy, Engineering (A/E), Sustainability, Staff Augmentation and Third‑party Inspection Services. Our firm is committed to delivering innovative and sustainable solutions in support of mission‑critical programs for the Department of Defense (DoD) and other federal agencies. We are seeking a highly qualified and experienced DoD Senior Project Manager to lead client services and serve as a key operational liaison for a $1B, 10‑year Indefinite Delivery/Indefinite Quantity (IDIQ) Architect‑Engineer (A/E) Services Contract. The successful candidate will act as a primary client interface with the Department of Defense and serve as the Coordinator of Joint Venture (JV) Operations, managing collaboration between our firm, a protégé partner firm, and a network of A/E subconsultants. This leadership role requires exceptional project delivery expertise, team coordination, and client relationship management capabilities. The candidate will also provide direct supervision and mentorship to a multidisciplinary team of engineers, construction managers, and technical professionals. The successful candidate will manage complex projects and supervise task order managers on smaller projects. The position also includes business development—primarily filling the existing IDIQ but also seeking new opportunities with the Air Force and other potential clients. This hybrid position is based in San Antonio, with an expectation of working in the office two days per week. While projects are located nationwide, travel is anticipated to be approximately 25 percent of the time. Main Responsibilities Serve lead the successful execution of complex projects under a nationwide DoD Architect‑Engineer (A/E) IDIQ contract, ensuring delivery on time, within scope, and within budget. Serve as the primary client service lead, managing relationships with government clients and ensuring high levels of client satisfaction and performance excellence. Coordinate all aspects of joint venture (JV) operations, including collaboration with a protégé firm and multiple A/E subconsultants to maximize value and technical resources. Supervise and mentor a multidisciplinary team of engineers and construction management professionals, providing both technical and managerial guidance. Lead the development of competitive task order proposals, including pricing strategy, resource alignment, and execution planning. Oversee task order execution, including scope definition, resource allocation, budgeting, scheduling, and quality assurance across multiple concurrent efforts. Monitor and report project performance using appropriate tools and risk management practices; elevate issues to senior leadership as necessary. Ensure compliance with applicable federal regulations (including FAR and DoD standards), contract requirements, and company policies—particularly regarding safety, performance, and documentation. Facilitate ongoing communication and coordination among internal teams, clients, subcontractors, and senior leadership to ensure transparency and alignment. Support strategic growth by identifying new task order opportunities, strengthening client relationships, and positioning the team for future work. Required Qualifications Bachelor's degree in Engineering, Architecture, or a related technical field. Active Professional Engineer (PE) license and/or Registered Architect (RA) certification in at least one U.S. state. Minimum of 10 years of experience managing large‑scale A/E or design‑build contracts, preferably within the Department of Defense (DoD) or federal contracting environment. Proven track record of leading complex IDIQ or multi‑task order contracts, ideally valued at $500M or more. Strong expertise in project delivery, resource and budget management, quality control, and team leadership. Experience managing joint venture operations, mentor‑protégé partnerships, and coordinating with multiple subcontractors. Excellent interpersonal, verbal, and written communication skills, with demonstrated ability to engage with clients and cross‑functional teams effectively. Solid understanding of federal contracting regulations, including FAR, DFARS, UFC, and other DoD standards. Highly organized, proactive, and capable of working independently with minimal supervision. Proficiency in Microsoft Office Suite, particularly Word and Excel. Willingness and ability to travel periodically as required by project needs. Must be able to pass pre‑employment drug test, MVR check and federal government background check. Must be eligible to work legally in the US. Preferred Qualifications Master's degree in Engineering, Architecture, Construction Management, or a related technical discipline. Project Management Professional (PMP) certification or equivalent project management credential. Experience leading programs that incorporate sustainability, resilience, or energy performance objectives. Prior military service or direct experience working with NAVFAC, USACE, AFCEC, or other DoD engineering organizations. Active duty or Reserve tour at AFCEC or USACE is highly desirable. Current or past membership in the Society of American Military Engineers (SAME) is a plus.
