Job Description The Spent Fuel Handling Recapitalization (SFHP) Department was formed to deliver the Naval Spent Fuel Handling Facility which will recapitalize the spent fuel processing capabilities of the Expended Core Facility (ECF) in Idaho. The manager of the Project Management and Integration (PMI), Subdivision in the SFHP Department is a key member of the Department Manager's senior leadership team and is responsible for partnering with the Capital Project Directorate Subdivision Managers to provide strategic direction and support for all projects that will recapitalize ECF, which are the SFHP, the Naval Examination Acquisition Project (NEAP) which will recapitalize the expended core examination capabilities, and the Interim Irradiations Examination Recapitalization (IIER) which recapitalizes capabilities supporting irradiations testing at the Advanced Test Reactor. The PMI Sub-division is a multi-site organization consisting of one unit based at NRF and two units based at Bettis with personnel at Liberty Street and KAPL. Specific duties include development and maintenance of the project management systems and processes used by SFHP, NEAP and IIER to manage ongoing and future major projects. The PMI Manager has a leadership role across Capital Projects to integrate efforts and drive decisions, deliver and enhance tools for work planning, performance monitoring, managing risks, coordinating the delivery of planning and budgetary work products to Naval Reactors, and managing Department and Project level communications. Additional responsibilities include engaging with the Reactor Servicing and Technology Directorate Management Offices (DMO) as well as other DMOs on strategic and tactical decision making and projects to improve productivity and effectiveness throughout NNL. The manager should demonstrate a strong commitment to the Team 1 philosophy and the NNL leadership values and behaviors. The manager should exercise leadership qualities to develop and leverage the Project Management culture and the skills of all SFHP Department employees in the accomplishment of NNL’s mission and goals. The manager should initiate and drive the execution of actions that further the productivity of SFHP personnel. The manager is expected to administer and interpret CP-specific policies and procedures affecting SFHP, NEAP, and IIER through collaboration with members of senior management. The selected candidate is expected to gain valuable experience and development in this position that could serve them well in future positions. Required Combination of Knowledge and Skill Bachelors degree from an accredited college or university in a related technical, engineering or science field and previous management experience; or Bachelors degree from an accredited college or university and a minimum of 4 years of relevant experience and previous management experience. Preferred Skills High performing leader with a desire to continue developing their career through this assignment. Bachelors degree in engineering or science from an accredited college or university. A minimum of 5 years of project management experience in a large design and/or construction project (e.g., A1B, S1B, SFHP, NEAP, S8G-ROH, commercial or nuclear industry project) Clear communication skills including making presentations to senior and executive management on project status Experience that would enable quick learning of the large project recapitalization business (e.g. experience with DOE Order 413.3B, NNL Financial and Budgeting Systems, Sub-Contracting, as well fuel handling systems, core examinations and irradiations processes, etc.) Project Management Knowledge and Professional Development and Certifications. (e.g. Project Management Professional (PMP) and/or NNL Project Management Certification Program) Ability to partner with senior managers and drive the organization towards a strategic vision. Pay Range $159,200.00 - $253,800.00 annually. Salary information provided is a general guideline only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations.
