The World Bank Group (WBG) Treasury
WBG Treasury is the Vice Presidency (VPU), reporting to the Managing Director and World Bank Group Chief Financial Officer, performing treasury functions for the IBRD, IDA and IFC and, to varying degrees, other members of the World Bank Group and other public and private sector entities. Its activities are organized and grouped into the following divisions: Capital Markets; Asset Management; Client Solutions & Structuring; Treasury Operations; Treasury Partnerships & Advisory; and Treasury Risk, Compliance & Controls. Treasury has been a large and significant participant in the international financial markets for over eighty years and has achieved a global reputation as a prudent and innovative borrower, investor, and risk manager. Treasury is responsible for: (i) managing approximately $300 billion in assets for the World Bank Group and other official sector investors; (ii) leading IBRD's, IDA's and IFC's triple-A rated financing programs in international and domestic bond and derivative markets; (iii) conducting asset and liability management for IBRD's, IDA's and IFC's balance sheets; (iv) overseeing the development and outreach related to the financing and hedging products the WBG provides for its developing-country clients; and (v) collaborating with the World Bank member countries to help build their financial markets related capacity through advisory services. Staff in Treasury regularly interact and work with other Departments across the Bank and IFC finance, operations, investment teams.

The WBG Asset Management Department

The Asset Management Department manages over $300 billion in liquid asset portfolios for World Bank Group entities - IBRD, IDA, IFC, and MIGA - as well as public sector asset managers, Reserve Advisory & Management Partnership (RAMP) clients, trust funds, and Financial Intermediary Funds. It also leads global strategic capital markets development initiatives. The department consists of the following five teams:


Client Asset Management (TREAM) - Manages over $100 billion in assets, including liquidity and fixed-income portfolios for Trust Funds, RAMP clients, and other institutions. The team develops investment strategies, provides advisory services, and integrates ESG considerations into investment processes.

Securitized Products (TRELM) - Manages and trades structured fixed-income assets, including asset-backed and mortgage-backed securities, to enhance returns and diversify risk across WBG and client portfolios.

Cash and Liquidity Management (TRECL) - Oversees liquidity across currencies and entities, ensuring the WBG can meet financial obligations while supporting its AAA credit rating and minimizing funding costs.

Liquid Assets Management (TREIL) - Invests funds supporting WBG lending activities, focusing on capital preservation, liquidity, and prudent risk-adjusted returns through high-quality investments.

Capital Markets Development (TRECD) - Supports the development of local capital markets through advisory services, market infrastructure improvements, regulatory reforms, and local currency financing initiatives.

Duties and Accountabilities:

The Manager of Client Asset Management seeks a dynamic professional with strong technical expertise, a strong capacity for innovation and results delivery, and the highest ethical standards. The Investment Analyst will join the US Fixed Income team (USFI) and report to the USFI Team Lead in Washington, DC. USFI team is part of the global asset management operations overseen by the Manager of TREAM in Washington, DC. The Investment Analyst will perform the following roles, in addition to contributing to other Treasury initiatives as needed.


1. Investment Strategy and Portfolio Management: Independently manage short duration US Treasury benchmarked portfolios (0-X) in alignment with the team's overall investment strategy, organizational objectives, risk appetite, and benchmark structures. Working under the guidance of senior portfolio managers, the role contributes to portfolio construction and positioning decisions, with growing accountability for individual portfolio outcomes over time

2. Market Analysis and Investment Decision-Making: Conduct research and analysis on macroeconomics, monetary policy, and interest-rate markets under the direction of senior team members to support portfolio positioning decisions. Track and summarize market developments on a regular basis, and prepare structured research notes and briefing materials to team-wide discussions on investment strategy and asset allocation.

3. Tactical Positioning and Rates Markets: Assist in the preparation of materials related to duration, yield curve positioning, sector allocation, and other investment considerations. Compile and synthesize macro research into draft portfolio recommendation documents for review by senior team members.

4. Investment Universe and Counterparty Management: Provide support in the research and preliminary assessment of new eligible asset classes, instruments, and counterparties. Carry out data gathering and background analysis to assist in counterparty due diligence processes, and documentation is prepared to help ensure that proposed expansions are assessed against internal policies, risk limits, and governance frameworks.

5. Quantitative Innovation and Analytical Development: Apply quantitative models and analytical tools under the guidance of senior team members to support portfolio performance monitoring and data analysis tasks. Provide assistance in the development and testing of new analytical methodologies and tools prior to deployment, and maintain data quality to ensure the integrity of analytical outputs.

6. Risk Management and Performance Monitoring: Compile and maintain data on interest rate, credit, liquidity, and counterparty risks across assigned portfolios to support risk monitoring activities. Prepare risk reports to assist senior portfolio managers in ensuring that exposures remain within approved limits, and identify anomalies or potential emerging risks in the data are flagged in a timely manner.

7. Portfolio Review and Governance: Assist in the preparation of analytical materials for portfolio reviews, senior management briefings, and investment committee submissions. Support reporting functions to ensure fiduciary transparency and high standards of reporting integrity across all assigned outputs, and participate in governance forums as required.

8. Market Execution and Counterparty Relationships: Execute transactions across assigned portfolios with precision and sound market judgment. Support the development and maintenance of relationships with dealers and market counterparties, contributing to best execution practices and the continuous gathering of market intelligence.

9. Stakeholder Engagement and Client Advisory: Provide assistance in the preparation of formal reports and briefing materials through which portfolio strategy and performance are communicated to internal and external stakeholders.


10. Knowledge Sharing and Capacity Building: Contribute to RAMP (Reserves Advisory and Management Partnership) missions, workshops, internships, and ad-hoc technical queries for client institutions under the guidance of senior staff. Support knowledge transfer activities on portfolio management and investment governance to build institutional capacity among client institutions, and deliver advisory outputs consistent with the team's quality standards.

11. Cross-cutting Contributions: Contribute to Treasury-wide initiatives, including process improvements and strategic projects. Share expertise across departmental forums and working groups to support the continuous evolution of the team's capabilities and the broader Treasury function.

Selection Criteria

1. Master's degree in Business, Finance, Economics, Mathematics, Statistics, or related field with at least 3 years of relevant experience in asset management and/or portfolio management. Progress towards or completion of CFA is a plus.

2. Fundamental knowledge of fixed income markets, macroeconomics, and credit risk analysis. Understanding of other asset classes is desirable.

3. Familiarity with fixed income models and demonstrated experience implementing them.

4. Experience with systems supporting trading activities including processes and controls surrounding the asset management business, desirable.

5. Strong analytical programming skills in Python, R or Julia, and previous experience working with Git.

6. Ability to work with relational and non-relational databases, and experience with visualization software (Power BI, Tableau).

7. Excellent communication skills - both verbal and written. Experience giving presentations and communicating and interacting with a broad range of audiences is highly desirable.

8. Demonstrated ability to collaborate across multidisciplinary teams in order to foster strategic business partnerships.

9. Proven capacity to multi-task, deliver results and respond quickly and effectively to requests.

10. A quick learning ability with strong initiative and drive, as well as attention to detail.

11. Excellent team player with strong interpersonal skills, and commitment to work in a team-oriented, multi-cultural environment with the highest ethical standards.

12. Familiarity with other languages is a plus.

13. A high degree of self-motivation and drive to high performance.
