SPR Industrial Pretreatment Specialist I- III

POSITION SUMMARY

​​Responsible for regulating industrial users to protect SPR from pollutant passthrough and interference, protecting staff from exposure to potentially hazardous conditions, and requiring reduction or elimination of wastes from industries to support compliance with SPR’s discharge permit and biosolids requirements.


Develops and implements sector control programs, policies, and procedures. Conducts inspections, monitoring, evaluation of compliance status, and enforcement activities. Oversees activities associated with Industrial Wastewater Permits to ensure compliance with local, state, and federal regulations. Performs professional and technical work in the enforcement, documentation, and compliance of the Environmental Protection Agency's (EPA) Industrial Pretreatment program. Provides permit program oversite, permit evaluation, issuance, and management. Conducts investigations in the service area regarding pollutants of concern, including developing and implementing monitoring plans and identifying and implementing control measures. Responsible for cross-departmental collaboration and engagement with stakeholders including the business community, the Cities, and connector districts.

ESSENTIAL DUTIES & RESPONSIBILITIES

Industrial Pretreatment Specialist I

• Manages sector control programs. Conducts inspections of industrial/commercial facilities to determine compliance with industrial pretreatment regulations. May require businesses to install sector-specific control systems, make changes to methods of waste disposal, and issue notices of violation for failure to comply with the Wastewater Utility Ordinance.

• Maintains policies and procedures. Stays informed of all applicable regulations, guidance, technologies and established program procedures governing sector control programs. Creates and conducts assessments to ensure the sector control programs are operating correctly.

• Assists in the management of Industrial User Identification and Characterization program elements, including review and processing of Industrial Waste Surveys and reviewing databases to ensure the Division is informed of business activities in the service area.

• Conducts Sanitation District training regarding inspections, plan reviews, and other program implementation elements. Facilitates forums with representatives from connecting sanitation districts, responds to inquiries from commercial facilities, and provides training to outside agencies.

• Manages less complex industrial wastewater permits.

• Responds to inquiries from commercial and industrial facilities.

• Communicates with the Cities' building and community development departments to identify Industrial Pretreatment regulatory requirements for businesses.

• Updates various Pretreatment and City databases utilized to maintain current information on service area industrial users. Assesses database and data management functionality. Develops and maintains policies and procedures to ensure efficient and accurate management of both electronic and hard copy Pretreatment data.

• Verifies compliance of Industrial Users through sampling at facilities. Ensures sampling is performed in accordance with EPA methods.

• Assists other Pretreatment staff in performance of duties.

Industrial Pretreatment Specialist II

• Acts as a technical expert regarding the local Municipal Codes and Federal Industrial Pretreatment regulations. Performs technical reviews to ensure developed documents are legally and technically defensible.

• Develops Industrial Wastewater permits for Significant Industrial Users and ensures they are kept current. Reviews industrial surveys and permit applications of Industrial Users to determine permit and amendment requirements. Manages the Division's initial inspections, including identifying businesses to be inspected, determining regulatory requirements, and ensuring follow-up activities are completed.

• Manages more complex and highly technical industrial wastewater permits. Conducts permitting and inspections of major industries to determine compliance with regulations and permit requirements. Reviews records, Best Management Practices, spill prevention plans, and process documentation. Conducts detailed site inspections and takes samples.

• Establishes and strengthens partnerships with internal and external stakeholders to achieve the goals and objectives of the Industrial Pretreatment program.

• Communicates with outside agencies including State and Federal to gather information for the implementation of Industrial Pretreatment Regulations.

• Acts as a technical resource to the public on environmental issues. Responds to inquiries from private citizens, industries, commercial facilities, and municipal officials within the service area.

• Assesses and develops programs to ensure the wastewater treatment plant meets NPDES permit compliance. Ensures Environmental Protection Agency Pretreatment Program requirements are accurate and complete.

• Manages computerized compliance database to monitor adherence to permit requirements regarding discharges, reporting, sampling, and inspections. Prepares permit modifications, reports and follow-up needed for each company.

• Assesses compliance histories of permitted facilities to determine enforcement needs. Recommends legal enforcement actions by developing necessary documentation and historical data on violating companies. Prepares and issues violation notices, corrective correspondence and Director's Orders. Acts as a witness in legal proceedings as needed.

• Stays informed of all applicable regulations, guidance, technologies and established program procedures governing industrial/commercial users in the program element(s) area of responsibility.

• Conducts, or assists with, special study projects within the plant to meet SPR permit requirements.

Industrial Pretreatment Specialist III

• Acts as a resource to internal and external stakeholders regarding pretreatment program requirements, the implementing policies and procedures, and program history.

• Highly experienced technical expert with regard to the Municipal Codes and Federal Industrial Pretreatment regulations. Performs technical reviews to ensure developed documents are legally and technically defensible

• Manages highly technical or regulatorily complex permits.

• Assists in the preparation of local ordinance changes to Littleton’s and Englewood’s Councils for approval. Notifies SIUs of changes in regulations, policies and procedures.
• Reviews quarterly reports of SIUs and evaluates compliance versus EPA Significant Non-Compliance criteria.
• Prepares annual SIU surcharge amounts and provides to the Englewood and Littleton Utilities Departments for billing.

• Prepares written reports to EPA, Colorado Department of Public Health and Environment.

• Provides leadership and mentors other staff.

• Conducts highly technical investigations. Leads special study projects within the plant to meet SPR permit requirements.

• Helps set strategic direction and conduct work planning for the program to meet evolving regulatory requirements and evolving needs of SPR.

QUALIFICATIONS

Industrial Pretreatment Specialist I

Education, License, Certification, and Work Experience:

• ​​Bachelor’s degree with major/minor course work in a scientific field related to the job.​

Industrial Pretreatment Specialist II

Education, License, Certification, and Work Experience:

• ​​Bachelor’s degree in Biology, Chemistry, or Environmental Science, or
  Civil, Mechanical or Environmental Engineering, or other related program.​

• ​​Three ( 3) years’ experience in an Industrial Pretreatment Program or related environmental regulatory field.​

Industrial Pretreatment Specialist III

Education, License, Certification, and Work Experience:

• ​​Bachelor’s degree in Biology, Chemistry, or Environmental Science, or
  Civil, Mechanical or Environmental Engineering, or other related program.​

• ​​Seven (7) years’ experience in an Industrial Pretreatment Program or related environmental regulatory field including permitting and regulatory compliance evaluation.

NECESSARY SPECIAL REQUIREMENTS

In addition to above requirements: new hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: in-person interviews, reference checks, and background checks, which may include local police check, DMV check, drug screen, and fingerprint checks through CBI/FBI.

PHYSICAL REQUIREMENTS
