Program Manager III

CAE Program ManagerPlans, organizes, staffs, manages, and controls an assigned program area (C-17 TS Device and Courseware Modifications and change management) from management of proposals through program lifecycles. This position specializes in leading and managing all device and courseware modification programs (Engineering Change Proposal [ECP], Contract Change Proposal [CCP], Rapid Response Efforts). Responsible for overall program performance including schedule performance, cost performance, and customer affinity.Essential Duties and ResponsibilitiesReasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Directs all phases of the program, from requirements analysis and initial planning through all phases, leading to successful product delivery and assuring a timely closeout of completed programs—ensuring that all obligations are satisfied and program documentation is properly recorded.Supports program bid and proposal activities; ensure that bids and proposal documentation meet the requirements of the request for proposalDevelops and implements plans and schedules to execute contracts/subcontracts; allocates and controls contract budgets for labor, material, travel, and purchased services; reports program status to senior management monthlyDevelops and maintains the program integrated master schedule including the internal and external milestones and phases as established by the respective program teamsEstablishes and monitors adherence to program master plans and schedules, identifies program problems, obtains solutions, directs allocation of resourcesDevelops and implements corrective action plans when deviations from budgets and/or schedule are evident; seeks senior management assistance in resolving schedule and budget problems as they ariseFormally identifies, assesses, monitors, and mitigates risk throughout the program lifecycle; serves as primary the primary interface with the customer on all matters involving modification projects contract executionActively seek new business and growth opportunities in coordination with business developmentMaintain program financial forecasts, report progress to financial objectivesServe as primary the primary interface with the customer on all C-17 modification matters. Partner with other C-17 TS program leaders to ensure consistent, mutually supportive efforts that put the program in a position to meet customer requirements and meet internal performance goals/metrics.Ability to clearly communicate program status, issues, risks, opportunities and plans to internal senior managementEnsure coordination across multiple programs and/or projects and with other product line leadsQualifications and Education RequirementsBachelor's degree, Masters Degree preferredPMP Certification preferredMinimum 10 years program management related experienceSuccessful track record in managing complex aerospace/defense programs as a prime or subcontractor to a domestic or foreign military organization preferredMust be a dynamic and energetic leader that involves other team members in the decision making and change processExperience with earned value cost accounting and reporting; experience with metrics for assessing and reporting program progress, productivity, and variance analysisThe position requires coordinating and working with cross-functional teamsStrong communication skills to advise team members and senior management on status and/or actionsMicrosoft Office Suite skills, including PowerPointActive Secret security clearance preferred, Secret clearance issuance within a reasonable time after commencement of employment is required – DoDHigh-energy and self-driven individual that can "make things happen" without a large support organization to depend on daily and knows how to manage his/her time wiselyA personality style that is team oriented and has the success of the customer, program, organization, and business as his/her main objectiveDue to U.S. Government contract requirements, only U.S. citizens are eligible for this role.Security ResponsibilitiesMust comply with all company security and data protection / usage policies and procedures.
