Job Title: Case Manager, Home Study & Post Release Services Department/Program: ORR Reports to: Program Director or Case Management Supervisor Work location: Salem Job Type: Full Time FLSA status: (non exempt/hourly) Salary: $26.94/hr – $28.59/hr Job Summary The Case Manager is responsible for providing case management and supportive services to unaccompanied immigrant children released from federal custody. Duties and Responsibilities Conduct home visits and phone contacts to assess safety and appropriateness of the child’s placement with the sponsor and connect the child to community services to address risk factors. Perform ongoing case management with a focus on screening and making appropriate referrals for placement issues, safety, education, health, mental health, legal/immigration proceedings, substance abuse, independent living, juvenile/criminal justice and child enrichment. Provide crisis intervention services directly or connect families to services to ensure the minor’s safety and well‑being in a crisis. Submit detailed and thorough documentation in accordance with agency and ORR requirements. Utilize social work best practices for thorough assessments of client progress and services provided. Carry a case load varying by program need: Staff‑to‑case ratios will establish caseloads of 1:25 but may, with ORR’s permission, have a case load not to exceed 1:40. Complete Notice of Concerns (NOCs) per federal policy requirements. Maintain case file documentation in accordance with ORR requirements and conduct internal chart reviews to monitor documentation compliance. Participate in team meetings, staff in‑service training and department meetings. Complete timely and accurate timesheets and other personnel/administrative records as required. Be aware of the Morrison Compliance Program, including the Compliance Officer, Compliance Standards of Conduct, and Employee Compliance Hotline. Understand the Standards of Conduct and sign the attestation document. Complete all assigned compliance, HIPAA, client privacy, and fraud, waste, and abuse training. Know how to report any client privacy or fraud, waste, or abuse concerns. Demonstrate a commitment to developing a thorough knowledge and application of the Sanctuary model and other organizational policies & practices. Participate in staff development, in‑services, and training related to workplace effectiveness; model professional behaviors and implement improvements to business practices with awareness of their impact in a trauma‑informed behavioral healthcare organization. Other duties as assigned to ensure successful operation of the program/department. Competencies Communicate clearly and effectively, orally and in writing in English. Maintain effective working relationships with agency employees at all levels and the general public. Define and resolve moderately complex problems. Provide trauma‑informed responsive‑appropriate care. Hold each other and yourself accountable to all individuals within Morrison, our clients, and our community stakeholders. Education and Work Experience Bachelor’s Degree in Social Work (BSW) or an equivalent degree in education, psychology, sociology, or other behavioral science. Bi‑lingual in Spanish and English, written, read and verbal; must clear a language proficiency test. Experience working with immigrant populations. Attained age 21 years or older before first day of employment in the position (ORR). We consider education, training, experience, and demonstrated skills. Exceptions to the minimum qualifications require ORR’s explicit written approval prior to hire and may require supervision plans and additional training. Preferred Position Qualifications Knowledgeable about family preservation, kinship care, and/or general child welfare. Experience writing professional, thorough assessment reports. ORR experience. Knowledge of Federal, State, and agency regulations. Knowledge of adolescent developmental issues, trauma, abuse and neglect, substance abuse and dependence, delinquency, peer influence, and related group and individual interventions. Other Requirements Able to work shift hours and days as assigned; position may require work outside of usual hours on occasion. Regular travel via airplane and/or car to visit sponsors and clients in their homes. Hold a valid driver’s license and maintain a minimum auto insurance policy for driving a personal vehicle. Pass a criminal history background check through Morrison and a suitability determination investigation through the U.S. Office of Personnel Management. Working Conditions Environment: Work is performed in clinical offices, community settings, including Morrison Residential, administration buildings, public locations, and social service sites. Breaks and meals may be interrupted. Universal Precautions and remaining alert to the environment are critical to address potential violence, disease exposure, biohazards, noise, and contaminants. Mental demands: Work is diverse and may involve addressing new and unique circumstances. The job might be unpredictable and disrupt planned tasks, requiring flexible time management. Physical demands: Ability to remain calm and emotionally available when serving youth, adults, and families who have experienced trauma. Proficient with office equipment and physical movement. Ability to perform physical interventions if needed in accordance with program and training. Physical dexterity for reaching, stooping, and repetitive wrist and hand motions.
