Property Specialist

The Property Specialist II supports NASA efforts and will report to the Property Manager. This position is 100% on‑site. Job Description: Artifact, Government Property Specialist II A seasoned Property Specialist/collection curator and exhibit and event tech with five years of relevant experience (preferred) to manage and care for NASA artifacts and exhibits such as moon rocks, space suits and outreach displays in support of the NASA Communication Services (NCS) Contract at Marshall Space Flight Center in Huntsville, Alabama. Position Outline – The candidate will use experience and judgement to plan, account for, control, care for, maintain and manage both Government furnished, and Contractor acquired government property in accordance with the Federal Acquisition Regulations, FAR 52.245‑1 and the NASA FAR Supplement 1852.245‑71. NSC property includes but is not limited to exhibits, space hardware, artifacts, artwork, models, electronics, shop tools, machinery, furniture, and materials. The successful candidate may also be asked occasionally to deploy those items at community events and conduct outreach, educating the public about NASA’s mission. The candidate will assist with warehouse activities which may include locating inventory, assembly and disassembly of visual effects and artifacts, following procedures to properly document inventory in and out of the facility. Must be able to work in an active warehouse around machinery and chemicals/paints. Primary/Major Duties and Responsibilities (Essential Functions) Perform property self‑assessments and ensure the Property Management System remains in an approved status. Manage operations related to Government Property administration covering the FAR property outcomes. Conduct daily shipping, receiving and associated paperwork. Care, control, storage and maintenance of artifacts. Plan maintenance, repair and damage mitigation for the collection. Document and track property out on loan. Develop metrics related to internal control goals and objectives for program, project, and event audits. Implement program control documents to ensure Property Custodians and end users have the property knowledge needed to operate government property. Prepare Property Survey Reports and develop, implement and monitor corrective actions. Develop, maintain and implement property procedures covering the property outcomes. Ensure adherence to applicable regulations, policies, and procedures. Generate routine and/or ad‑hoc reports for management and customers. Interface directly with management, customers and the public. Perform outreach tasks at public or community events. Move items on and off shelves and set up and tear down items at events. Travel may occasionally be required. Required Education and Experience Bachelor’s degree in an appropriate area of specialization from an accredited college or university. Five (5) years of relevant experience. Proficient In Oral and written communication skills. Working knowledge of Microsoft Excel. Advanced problem‑solving abilities. Ability to work independently and on a team. Understanding and applying FAR 52.245‑1 and NFS 1852.245‑71 requirements. Preferred NPMA Property certification such as CPPS, CPPA, or CPPM. Preferred knowledge of industry leading standards such as ASTM E53. Knowledge of auditing techniques. Knowledge of best practices for care, management, storage and transport of heritage artifacts. Experience with Adobe Suite and operation of large shop tools desired but not required. Experience in setup, tear down, assembly and construction of exhibits desired but not required. Ability to understand verbal and written directions for care of physical displays. Physical Requirements Must be able to lift more than 20 pounds and stand for long periods of time. Employees must possess the ability to work in an office environment or a warehouse. If required, employees must be able to operate a motor vehicle. Must have hearing and speech to communicate in person, before groups and over the telephone. Standing in work areas and walking between work areas may be required. This position may require an employee to bend, stoop, kneel, crouch, crawl, climb or balance, reach, push, and pull.
