Senior Manager - Early Child Care Quality

• Leadership and Team Development: Oversee, manage and mentor a large team charged with the effective implementation of Texas Rising Star (TRS) and TWC early child care quality requirements. Train and supervise team to ensure they educate parents about the availability of quality child care, enhance children’s early learning, and support early learning programs working to improve the quality of child care services.
• Program Performance and Compliance: Develop and implement effective comprehensive programmatic strategies to ensure all child care programs and services comply with applicable laws, regulations, and guidelines, including those set forth by the Texas Workforce Commission.
• Policy Development and Implementation: Develop, update, and enforce policies and procedures related to Texas Rising Star (TRS), early child care quality and family engagement practices. Stay abreast of changes in relevant laws, regulations, and best practices to ensure organizational compliance and effectiveness.
• Budgeting and Data Management: Oversee the creation of early child care quality budget to ensure fiscal integrity and compliance with funding requirements. Design, implement and manage the collection and review Texas Rising Star (TRS) Program caseload related data; and coordinate data collection, analysis and data sharing findings and outcomes.
• Stakeholder Engagement: Collaborate with internal and external stakeholders, including program managers, contractors, and regulatory agencies, to communicate early child care quality, compliance requirements, improvement strategies, and address related issues. Ensure coordination of EEC programs/organizations to connect families and early education programs to an infrastructure where access to child care financial assistance, information and referrals, and family supports is coordinated, efficient, and effective.
• Communication Development & Strategy: Oversee the development and maintaining of early child care quality materials and communication methods to ensure families have accessible, accurate and timely information on TWC financial assistance and early child care programs and resource

• Bachelor’s degree in education, Government, Business, or a related field.
• Demonstrated experience in TWC Texas Rising Star (TRS) Program, TWC early childcare quality, or related roles.
• Exceptional leadership and project management skills.
• Outstanding written and verbal communication abilities.
• Proficiency in digital marketing, social media management, and content creation.
• Exceptional understanding of workforce development.
• Aptitude for collaborative teamwork within a diverse and dynamic environment.

• Bachelor’s degree in an applicable academic discipline or   related   field of study
• 5  years or more of experience   working with local government, nonprofit programs, school or in job related duties
