Overview The City of Rawlins is currently seeking applications for the position of Parks Technician I. The Green Space Technician performs work to maintain parks, green belts, cemetery and similar facilities throughout the city. They maintain courts, playgrounds, irrigation systems and landscaping. They assist with tree trimming, painting facilities, basic carpentry and plumbing as needed. They prepare the grounds for events such as Music in the Park and reunions. Qualifications include high school diploma or equivalent and a driver's license. Full‑time position starting at $35,027.20. Full benefits. General Purpose Performs a variety of entry‑level skilled and semi‑skilled duties related to the construction, installation, maintenance, upkeep and repair of parks buildings, cemetery, recreation facilities, parks grounds and general environs. Supervision Received Works under the general supervision of the Parks Superintendent or Parks Maintenance Operator III while in training or on a project‑by‑project basis. Supervision Exercised Provides close to general supervision to Parks Maintenance Operator(s), I and Part‑Time, Seasonal Workers as assigned. Essential Functions Day‑to‑Day Functions: Performs general building maintenance; constructs and maintains small buildings and storage facilities; ensures proper operation of lighting fixtures, doors, windows and plumbing; assists in framing, painting, roofing, fencing or other skilled construction and maintenance activities related to carpentry, plumbing and electrical; performs concrete and masonry work; operates, maintains and repairs courts, playgrounds, shelters, trails, turf and grounds; assures proper installation and maintenance of playground equipment; performs playground equipment safety inspections; performs some carpentry work for signs and benches; maintains parks, green belts, cemetery and similar facilities. Water System & Irrigation: Assists in the design and installation of sprinkler systems; selects line sizes, sprinkler spacing, type and control equipment; installs plastic and galvanized pipe; installs, tests and maintains systems utilizing low voltage, hydraulic or other operating features; winterizes lines and performs various seasonal operations; maintains city trail system and grooming of related environs. Pest Control: Performs spraying projects for the prevention or eradication of pests, fungus, and insects harmful to park plants, trees, shrubs and other environs; selects appropriate chemicals; maintains records of spraying activities; ensures chemicals are properly stored and used in conformity with city, state and federal regulations; operates spraying equipment. Equipment Operation: Operates various types of heavy equipment such as front‑end loader, back‑hoe, utility trailers, bob‑tail dump truck, etc.; transports materials and equipment; participates in seasonal projects such as snow removal; operates and maintains trencher; operates a variety of small and light equipment such as mowers, sod cutters, chainsaws, pruning equipment, aeration tractor and various hand tools; performs routine and regular maintenance on equipment to assure efficiency and safety. Equipment Maintenance & Upkeep: Performs small engine maintenance and repair; welds as needed to fabricate parts or make repairs; grinds and sharpens blades; may perform minor electrical maintenance; performs basic lube, oil and filter and related minor duties. Landscaping & Green Space Grooming: Operates complex lawn mowing equipment; mows and trims grass, bushes and shrubs; assists in pruning activities on trees, shrubs and plants; removes dead, diseased or injured trees; stimulates healthy plant growth through custom pruning and cutting; performs routine maintenance and servicing of motorized equipment; performs general landscape and gardening duties; plants and transplants trees, shrubs, bushes, grass, flowers etc.; applies fertilizers and pesticides using techniques, including dry and liquid chemicals. Special Events Preparation & Safety: Monitors building temperatures; may adjust thermostat settings for heating and air conditioning; changes heating system filters; performs general facility security tasks; attends special events and activities; prepares parks for special events such as Music in the Park, reunions and other events; assures rooms, offices and various city areas are locked and secure; provides access to public interest groups scheduled for use of facilities, rooms and equipment; cleans and grooms general event environment; gathers and removes trash; cleans restrooms. Cemetery Operations: Assists with internments; operates backhoe and performs preparation of grave sites; digs graves; assists vault company as needed; participates in opening and closing of graves; screens dirt for use in winter months; receives and receipts payment for opening and closing of gravesites; works with monument companies; performs upkeep and beautification of city cemetery. Performs related duties as required. Minimum Qualifications Education: Graduation from high school or equivalent. Additional education and training demonstrating aptitude to perform duties. Experience: One year of general entry‑level experience in construction and maintenance of parks, turf, or related environs, or an equivalent combination of education and experience. Knowledge, Skills, and Abilities: Knowledge of cemetery mapping, maintenance equipment (backhoe, loader, dump truck, mowers, tractor, aerators, welder, trimmers, etc.), landscape and sprinkler system design, herbicides, fungicides, insecticides and pesticides, turf and greens management; ability to operate light equipment, perform basic mechanics, electrical and plumbing operations, carpentry and masonry; effective communication verbally and in writing; ability to develop relationships with supervisors, subordinates and the public. Special Qualifications: Valid driver’s license. Pesticide Applicator Certification required within six months of hire in turf and ornamental applications. Ability to work on‑call duty and 24‑hour standby. Work Environment: Requires sustained periods of sitting, standing, climbing, carrying up to 50 pounds, hand/eye coordination for operating equipment, and local travel.
