LOCATION: In-Person, Fairfax, Virginia
The Program Director Adult Only Households is responsible for the oversight, coordination, and implementation of AOH Outreach and Housing services in Region 4, including the Hypothermia Program, Medical Outreach, and Street Outreach initiatives. This role ensures that services are delivered in alignment with federal, state, and local guidelines, including Continuum of Care (CoC), HUD, and community standards, to effectively serve individuals experiencing homelessness. The Program Director is a member of the Preventing and Ending Homelessness and Leadership teams. Providing overall supervision and direction of all programs serving single adults experiencing homelessness, the Program Director serves as an advisor, coordinator, collaborator, hands-on training developer and trainer as required by the project requirements.

Key Responsibilities:
- Program Oversight & Management.
- Provide leadership and daily oversight of Hypothermia shelter operations, Medical Outreach services, and Street Outreach teams.
- Ensure all programs operate in compliance with HUD, Continuum of Care (CoC), and local jurisdiction requirements.
- Develop and implement program policies, procedures, and best practices.
- Monitor program performance outcomes, ensuring data-driven decision-making and continuous quality improvement.
- Utilize HMIS to provide a record of all guest transactions in the Hypothermia Prevention Program. Ensure that accurate information is available at all times, meeting legal and organization requirements. Additionally, report updates and detail of relevant guest information to benefit other staff.
- Prepare and manage annual budget and monitor cost per dollar raised for the Hypothermia Prevention Program.
- Track grant requirements and deliverables to ensure compliance with funding guidelines.
- Prepares proposals, reports, and statistics for submission to funding sources.
- Provide Coaching, performance management, and professional development to case manager supervisor/hypothermia coordinator, case managers and interns.
- Maintain a safe, supportive, and trauma-informed environment for clients.
- Respond to crises and conflicts and ensure appropriate interventions.
- Travels between Hypothermia Prevention Program hosting venues, outreach locations and makes home visits to meet program participants as well as works an adjusted work schedule including evenings and weekends as necessary.
- Represent FACETS in community meetings, coordinated entry system meetings and other collaborative forums; build and maintain relationships with housing providers, community partners and stakeholders.
- Ensure accurate and timely documentation in the HMIS Homeless Management and Information Systems (HMIS).
- Ensure compliance with Fairfax County Office to Prevent and End Homelessness (OPEH) grant requirements, FACETS Program policies, and HUD regulations.
- Prepares proposals, reports, and statistics for submission to funding sources.
- Represents FACETS in the community, in accord with Agency Mission, Vision and Code of Ethics.
- Performs other duties as assigned.
Hypothermia Program:
- Coordinate seasonal hypothermia shelter operations, including staffing, site management, and logistics.
- Ensure participant safety, dignity, and adherence to shelter standards.
- Collaborate with community partners, volunteers, and faith-based organizations supporting shelter operations.
- Develops and builds partnerships with faith communities as hosting venues for the Hypothermia Prevention Program.
- Establishes solid relationships with zoning authorities, DPWES and fire department and coordinate all services with the local police department.
- Recruits, recommends for hires Hypothermia Prevention program staff and supervises Hypothermia Coordinator.
- Supports Hypothermia Coordinator with training Hypothermia Prevention Program staff as well as faith community volunteers and interns.
- Supports and directs Hypothermia Prevention Program operation by ensuring that the program calendar has shelter locations, meals and other associated supplies, and all other planning necessary to operate the program.
- Based on the needs of the program leads monthly Hypothermia Prevention Program Point-of-Contact meetings and provides training for volunteers serving the Hypothermia Prevention Program.
- Monitors Hypothermia Prevention Program staff schedule and manages timesheets on a daily basis to ensure that staffing remains within budget and to prevent and/or minimize overtime costs.
- Rotates weekly on-call duties for the Hypothermia Prevention Program with the Case Manager Supervisor/Hypothermia Coordinator.
Medical Outreach:
- Oversee outreach efforts that address the medical and behavioral health needs of individuals experiencing homelessness.
- Coordinate with healthcare providers, mobile health units, and community clinics to connect clients to medical care.
- Support staff in identifying high-risk individuals and facilitating access to urgent and ongoing healthcare services.
- Ensure proper documentation of medical outreach encounters in accordance with agency and partner requirements.
- Promote health education, harm reduction strategies, and linkage to ongoing care and benefits.
- Work closely with The Lamb Center to ensure that clients have access to services.
Street Outreach:
- Supervise 4-5 outreach staff engaging unsheltered individuals in the community.
- Ensure consistent use of trauma-informed, housing-first, and person-centered approaches.
- Coordinate encampment engagement, assessments, and connections to housing and supportive services.
- Plan and execute the annual Point-in-Time Homeless Count in coordination with local Continuums of Care (CoCs) to identify individuals experiencing homelessness.
Staff Supervision & Development:
- Supervise, train, and evaluate program staff, including case manager supervisor/hypothermia coordinator, case managers, outreach workers, and shelter staff.
- Provide coaching, performance management, and professional development opportunities.
- Ensure staff adherence to agency policies, safety protocols, and ethical standards.
Compliance & Reporting:
- Ensure accurate and timely data entry into HMIS and other required systems.
- Prepare reports for funders and stakeholders, including HUD and local government entities.
- Maintain compliance with grant requirements and participate in audits and monitoring activities.
Community Collaboration:
- Build and maintain relationships with local government agencies, healthcare providers, law enforcement, and community partners.
- Represent the organization in regional meetings, case conferencing, and Continuum of Care activities.
- Coordinate referrals and resource navigation across systems of care.
Required Skills & Abilities:
- Bachelor’s degree in Social Work, Human Services, Public Administration or a related field (Master’s preferred).
- Minimum of 3–5 years of experience in homeless services, housing programs, or related field with knowledge of current methods/approaches to address needs.
- Two years of supervisory and/or program management experience.
- Knowledge or understanding of tenant’s rights and responsibilities as well as “strengths based” case management preferred.
- Ability to manage multiple tasks in a fast paced environment.
- Ability to schedule and manage workload sufficiently to meet deadlines.
- Experience with HMIS or other databases maintaining case records and to facilitate data collection.
- Excellent data entry and data quality skills.
- Ability to communicate clearly and concisely, both orally and in writing.
- Public speaking experience and strong public speaking skills.
- Strong organizational, documentation, written and verbal communication skills.
- Proficient with Microsoft Office Suite or related software, including Microsoft Excel, or related software.
- Availability to work evenings, weekends, holidays, and staggered shifts as needed to support shelter operations.
- Ability to lift items weighing 50 pounds.
- Must possess a valid driver’s license, reliable transportation, good driving record, and personal car insurance.
- Must be able to drive 15 passenger van.
- Must pass criminal background and Child Protective Services background checks.
Working Conditions:
- Expected to work evenings, weekends, and on-call availability, especially during hypothermia season.
- Regular fieldwork, including site visits, outreach in the community, and partner meetings.
Physical Requirements:
- Ability to be in-person and travel to locations not meant for human habitation.
- Ability to sit for prolonged periods while working at a desk and using a computer.
- Ability to work in a variety of environments, including office settings, community locations, and occasional outdoor environments.
- Must be able to lift and carry at least 50 pounds when necessary.
- Must be able to attend occasional meetings at other FACETS office locations within Fairfax County, including three (3) annual organization-wide fundraising events each year.
Salary Range: $70,000-$80,000 annually. FACETS offers a competitive salary commensurate with qualification/experience.
