Fiscal Analyst 1

The Washington State Liquor and Cannabis Board (WSLCB) Finance Division is announcing an exciting opportunity for a Fiscal Analyst 1 position in Olympia, WA. This position reports to the Beer and Wine Tax Unit Supervisor in the WSLCB's Finance Division and performs professional entry-level financial review and analysis of accounting, auditing and fiscal data in accordance with Generally Accepted Accounting Principles (GAAP), governmental auditing standards, statutes or regulations.

In this role, you will also provide clear and effective communication to external customers regarding reporting compliance with tax collection and payment laws, rules, policies and procedures. In addition, you will serve as the first level responder to the main contact telephone number for the Beer and Wine Tax Unit and respond to incoming telephone calls and emails for reporting and general questions.

Some of the duties you will perform are:

  • Process financial data according to accounting performance standards
  • Enter monthly, quarterly, and annual reports into Tax and Fee Systems
  • Verify accuracy of all Tax and Fee System data input
  • Process incoming and returned mail for Tax and Fee Units
  • Assist licensees with Online Reporting and Payment Systems and follow-up with licensees for education and corrective action
  • First-level responder to Beer and Wine Tax Unit telephone calls and emails
  • Track late and missing tax reports and prepare written notices to inform licensees of compliance requirement
  • Answer general questions from internal and external customers
  • Batch and scan reports in preparation of indexing to the Enterprise Content Management System
  • Prepare monthly calendar of responsibilities and due dates, distribute to Beer and Wine Tax Unit staff
  • Send notice to WSLCB Enforcement and Education Division for administrative action
  • Monitor, track and test Tax and Fee System enhancements

Required Qualifications:

Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.

Option 1: Four (4) years of professional experience in an area related to financial, fiscal, accounting, auditing, budgeting, or payroll including 18 quarter or 12 semester hours in college-level accounting, auditing, finance, economics, or budgeting credits or a commitment to attain the required credit hours in 18 months.

Option 2: An associate's degree in a financial-related field or business administration, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting or a commitment to attain the required credit hours in 18 months and two (2) years of relevant professional experience in an area related to financial, fiscal, accounting, auditing, budgeting or payroll, etc.

Option 3: A bachelor's degree or above in a financial-related field or business administration, which includes 18 quarter or 12 semester hours in accounting, auditing, finance, economics, or budgeting or a commitment to attain the required credit hours in 18 months.

The following certifications may substitute for one year of professional experience:

  • Certification as a Public Accountant
  • Internal Auditor
  • Certified Governmental Financial Manager
  • Management Accountant

Preferred/Desired Qualifications:

Knowledge and understanding of tax laws, rules, policies or procedures

Experience with online reporting and payment systems

Experience with the Agency Financial Reporting System (AFRS), Financial Toolbox and Enterprise Reporting

Knowledge of the State Administrative and Accounting Manual (SAAM)
