Senior Compliance Specialist - LIHTC/HUD

Senior Compliance Specialist responsibilities: Ensuring overall agency compliance with the regulations, rules, policies, and procedures that govern our properties, including LIHTC, HUD, MHP, HOME, Rural Developments, and Section 8. Monitoring and auditing current and future resident files Assisting with the coordination and timely filing of compliance reports Reviewing HUD vouchers to ensure correct and timely transmission. The Senior Compliance Specialist reports to the Compliance Manager and works with the property management team to provide superior customer service to owners, lenders, auditors, and governmental agencies.

RESPONSIBILITIES

Initial / Annual Certifications, Interim Certification, and Gross Rent Changes: The Senior Compliance Specialist assists with the application process and helps determine eligibility for all affordable housing programs. Verifies income, assets, medical or unusual expenses, and assisted dwelling information. Oversees the Yardi Voyager, RentCafe, and RightSource data entry to generate rent, utility allowance, and security deposit calculations. The Senior Compliance Specialist assists with the day‑to‑day responsibilities of the Compliance Specialists to review annual certifications and interims. Follows up by preparing reports of findings, identifying corrective action plans, and assisting in making corrections or clarifications to the file and gross rent changes consistent with the Quality Management Group File Audit Policy. Monitors audit preparations at all properties, including reviewing documents and letters in response to HUD, LIHTC, RD, and regulatory audits, including affirmative fair housing marketing plans, management plans, and all other documents. Monitors the training of Compliance Specialists on processing HAPs, excess income reporting, (when applicable) repayment agreements, and TRACs submissions. The Senior Compliance Specialist reviews these reports/submittals monthly to ensure accuracy and timeliness. The Senior Compliance Specialist ensures that Community, Assistant, Compliance Specialists, and Regional Managers obtain a WASS ID and EIV access/training from National Affordable Housing Compliance, LLC. The Senior Compliance Specialist runs EIV reports monthly and ensures that the Community Managers run EIV reports monthly. The Senior Compliance Specialist monitors that all property site staff comply with Quality Management Group EIV policy. The Senior Compliance Specialist ensures that the Community Managers monitor repayment agreements. The Senior Compliance Specialist ensures an EIV reference book containing all necessary documents at each property. Audit Reviews The Senior Compliance Specialist assists with reviewing the Applicants/Residents files before they are submitted to the auditor for review annually. Monitors the overall lease/documentation process for lease‑ups or acquired properties for Quality Management Group. Investor/Governmental Agencies/all other 3 rd party Reviews Under the direction of the Compliance Manager, the Senior Compliance Specialist or assigned staff will be available for all review by ownership, agencies, etc. The Senior Compliance Specialist will work with the Community Manager, RM, Director of Operations, and VP of Operations to ensure that the site is prepared for inspection. The Senior Compliance Specialist works with the Regional Property Manager, Community Managers, Compliance, and Accounting Departments to ensure all inspection responses are compiled and submitted on time for the Compliance Manager's review. Ensures professional and sufficient communication documentation is maintained with owners, lenders, regulatory agencies, limited partners, and other investors. Compliance and Property Management Software The Senior Compliance Specialist uses Yardi Voyager, RentCafe, and RightSourc to monitor rents to ensure that State Agency reports are adequately generated and that rental rates are correctly charged. The Senior Compliance Specialist Monitors Community Managers using Yardi Voyager and RightSource to maintain all resident‑related activities and prepare HAP vouchers, repayment agreements, and Special Claims. Maintain communication with staff accountants when there are discrepancies with HAP payments. The Senior Compliance Specialist works with the Compliance Staff to update property information systems such as income limits, rent limits, utility allowances, and AMI changes in Yardi Voyager. The Senior Compliance Specialist works with the Community Manager and other staff to prepare all compliance‑related forms and documents as directed by the Compliance Manager and the Vice President of Operations/Compliance. The Senior Compliance Specialist arranges work practices to reconcile and maintain on‑site file records and software system records to comply with regulatory requirements. The Senior Compliance Specialist is responsible for an assigned list of property annual compliance audits. Documents The Senior Compliance Specialist assists with the AFHMP and Tenant Selection plans that are prepared for each site, and the current copy is displayed in the office. The Senior Compliance Specialist also ensures that a current, accurate maximum rent plan is provided for each property and that Yardi Voyager is updated with the most recent income and rent limits. The Senior Compliance Specialist provides regulatory program research to help resolve conflicts and management with information to establish fair and sustainable compliance policies. Process Annual OCAF (Owner Certification Adjustment Factor) and TCAC fillings after the Compliance Manager and VP of Operations/Compliance review. Prepare the Contract Administrator's request before the annual Management and Occupancy Reviews (MOR). Assists with 3 rd Party vendor in obtaining Rent Comparability Study when needed for Contract Renewal. Process required documentation to HUD for new Owner/Management change. Prepare and submit to the Compliance Manager and VP of Operations/Compliance for review all e2530, HUD 9839, MEP, and AFHMP when updates are available. Keep abreast of changes in landlord‑tenant law, HUD, TCAC, and applicable Regulatory Agencies, and guide site staff and property supervisors accordingly. Review and ensure waiting lists, interest list compliance, and applicant files for assigned programs; coordinate waiting list and interest list updates and purge. Reporting The Senior Compliance Specialist, as requested, provides monthly/quarterly or annual reports to detail the overall compliance performance of each property. The report will provide details on certifications, site visits, training needs, inspections, audits, compliance documents, plans, forms, RA's, etc. The Senior Compliance Specialist will provide monthly annual certification reports, including the status of annual and interim income certifications. These monthly annual certification reports will be sent to the Compliance Manager and VP of Operations/Compliance. The Senior Compliance Specialist assists in preparing the End of Year demographic report and all State annual reporting to Tax Credit, HUD, and RD programs. The Senior Compliance Specialist assists with preparing the annual Certificate of Compliance and attached Certification of Compliance with the property owner's signature. The Senior Compliance Specialist oversees the HOME annual reports using Yardi Voyager that contains ownership signatures and submits them to the County HOME agency. Assist the Compliance Manager and VP of Operations/Compliance with special projects as needed. General Must be able to work some weekends and extended hours. Occasional travel is required. Must be able to work with and understand Regulatory Agreements and other documents that pertain to compliance within the organization. Must be an organized, detail‑oriented self‑starter, and can effectively deal with and prioritize various tasks. Good communication and interpersonal skills. Demonstrate initiative, professionalism, integrity, and confidentiality in all performance areas. Maintain a work pace appropriate to the given workload. Comprehend and follow instructions. Must be able to provide middle‑management support to a team effectively. Other duties Must attend Company-sponsored events that relate to the development of the team, which, from time to time, may include travel and overnight stays at locations away from the employee’s home. Other duties as requested.

QUALIFICATIONS

HSD or equivalent combination of education/training/experience. Minimum five years of experience working with an affordable housing development and management company as a Compliance Specialist, Property Supervisor, or Project Manager. Experience reporting to and working with agencies such as HUD, TCAC, CalHFA, HOME, USRDA, and HCD.

Associate’s or Bachelor’s degree in a related field

REQUIRED EXPERIENCE

Must have at least five years of experience with the affordable income qualification requirements and processes for Tax Credit, Rural Developments, HOME, HCD, Mixed Use, and Section 8. Affordable housing designations (FHC, SHCM, HCCP, RHS, CPO, or COS) preferred. Must be highly detail oriented. Must have working knowledge of Windows and Office 2000 software: Excel, Word, and Outlook. Yardi experience is a plus. Must possess excellent math skills.

Experience with affordable housing programs, including: LIHTC (Tax Credit) HUD HOME Rural Development (RD) HCD Section 8 Mixed-Use properties Experience working with regulatory agencies such as: HUD TCAC CalHFA HOME Agencies USDA Rural Development HCD Strong knowledge of affordable housing income qualification requirements and certification processes. Working knowledge of: Microsoft Excel Microsoft Word Outlook Excellent math and analytical skills. Strong attention to detail and organizational skills. Preferred Certifications Housing Credit Certified Professional (HCCP) Specialist in Housing Credit Management (SHCM) Rural Housing Specialist (RHS) Certified Professional of Occupancy (CPO) Certified Occupancy Specialist (COS)Blended Occupancy Specialist (layered programs) Skills and Abilities Ability to interpret Regulatory Agreements and affordable housing program requirements. Strong communication and interpersonal skills. Ability to prioritize multiple deadlines and projects. Demonstrated professionalism, integrity, and confidentiality. Ability to provide support and guidance to Compliance Specialists and site teams. Ability to work occasional evenings, weekends, and travel as needed. Summary The Senior Compliance Specialist is responsible for ensuring that all affordable housing properties remain compliant with federal, state, and local regulations, including LIHTC, HUD, HOME, Rural Development, HCD, and Section 8 programs . This position serves as a subject matter expert and provides support to property management teams by reviewing certifications, monitoring compliance activities, coordinating audits, preparing regulatory reports, and ensuring accurate program administration. The role includes oversight of annual and interim certifications, file audits, EIV compliance, HUD voucher processing, rent and income limit updates, waiting list compliance, and preparation of regulatory documents. The Senior Compliance Specialist also assists with agency reviews, investor audits, management and occupancy reviews (MORs), and compliance reporting while helping train and support Compliance Specialists and onsite staff. Successful candidates should have extensive affordable housing compliance experience, strong knowledge of regulatory requirements, excellent organizational and analytical skills, and the ability to work collaboratively with owners, investors, regulatory agencies, and property management teams to maintain compliance and support operational success. #J-18808-Ljbffr Kids for the Future
