Senior Advisor Information Technology and Business Operations Location: Los Angeles, CA, 90017 Position Type: Full Time Salary Range: $139,215.00 (Min.) – $184,460.00 (Mid.) – $229,704.00 (Max.) Job Summary The Senior Advisor Information Technology and Business Operations advises the organization on complex strategic initiatives impacting the enterprise business units. This position is responsible for advising the C‑suite and business stakeholders on enterprise Information Technology (IT) strategy, organizational transformation, financial budgeting and savings, technology change, regulatory compliance, cross‑business unit performance and process improvement. The Senior Advisor is responsible for driving enterprise‑wide operational improvement, organizational effectiveness, and cross‑functional transformation initiatives across L.A. Care Health Plan. This position helps set the operational performance improvement methodology and operating standards (e.g., KPI/Metrics) for the IT and Business Operations. This position will establish the foundation for an IT and Business Operations performance improvement function within the Office of Chief Operating and Systems Integration Officer (COSIO). Duties Provides expert advice to various business units on relevant topics within the organizational standards, national and state‑wide compliance. Leads in discovery of operational issues across enterprise, meets and confers with business unit leads to document current state, identify gaps and necessary fixes, presents remediation plans to leadership, documents future state, leads implementation of identified fixes, and monitors future state once implemented. Contributes to the development of the IT and Business Operations foundations—methodology design, tools standardization, and knowledge management. Evaluates effectiveness of program implementation and provides guidance to recommend process improvement. Meets with key business units and functional areas on remediation plans and addresses questions with stakeholders. Communicates strategic planning outcomes and agreed‑upon priorities across the organization, including ongoing progress of priorities. Directs development of reports, data analysis, and provides presentations on status of responsibilities. Defines problem‑solving framework and analytical approach for IT and business performance improvement plans. Synthesizes large volumes of quantitative and qualitative data into executive communications—roadmaps, strategic plans, dashboard frameworks, and briefing documents. Leads efforts to mitigate risk—regulatory or competitive—through innovative business ideas and solutions. Proactively identifies emerging organizational risks or capability gaps and briefs senior leadership with actionable recommendations before issues accelerate. Shares solution roadmaps and enterprise‑level strategies to drive efficiencies across the organization and with customers. Collaborates with management to develop annual budgets for respective business areas. Supports programs that meet compliance needs. Assists with implementation of external IT and business benchmarking recommendations, resulting in a portfolio of improvement opportunities by domain, optimized IT budgets, metrics, and fine‑tuning of organizational design. Oversees implementation of strategic recommendations, tracks milestones, removes obstacles, and sustains executive accountability. Leads, coaches, and develops staff; defines project roles, delegates appropriately, provides structured feedback, and serves as a model for organizational excellence. Participates in the team hiring process. Performs other duties as assigned. Education Required Bachelor's Degree in a related field. In lieu of a degree, equivalent education and/or experience may be considered. Education Preferred Master's Degree in Public Health or a related field. Experience Required: At least 7 years of progressive consulting or health plan strategy experience, a command of IT and managed care operations, and executive presence to influence without authority across a matrixed enterprise. At least 5 years of experience in managed care, government-sponsored health programs (Medi-Cal, Medicare Advantage, Covered California), or a large health plan. Experience owning and executing enterprise-scale, executive-sponsored engagements independently. Experience developing and supporting presentations to leadership committees, Board of Directors, or equivalent governance bodies. Experience in strategic problem structuring and synthesis under ambiguity. Experience in enterprise change management and ability to influence without authority. Preferred: Experience at a top-tier management consulting firm or equivalent internal IT/strategy function at a large health plan or integrated delivery system. Experience conducting benchmarking and cost assessments for organizations. Experience serving in a high‑visibility role operating in a fast-paced, matrixed environment with shifting organizational priorities; self‑direction and resilience are essential. Skills Required: Proven ability to advise C‑suite and business unit stakeholders; strong ability to clearly and effectively convey information. Strong analytical skills, ability to analyze complex situations, data, and information to identify issues and develop effective solutions. Creative thinker with strong strategic planning skills. Solid understanding of complex contractual terms and conditions; extensive, specialized knowledge in their field. Familiarity with enterprise project governance, Agile, SDLC, and portfolio management methodologies. Executive presence and board-level communication. Ability to adjust to changing trends, industries, and client needs. Demonstrated ability in building and maintaining strong, trusting relationships with stakeholders. Ability to operate independently. Ability to evaluate new tools, support solution development, and stay ahead of industry advancements. Strategic planning skills in technology and operations. Systems-level thinking across health services, finance, and operational domains. Excellent verbal, written communication and presentation skills. Strong analytic skills, ability to provide direction to data analytic staff overseeing performance dashboards using Tableau or Power BI. Excellent organizational skills. Proficiency with Microsoft Office applications (Word, Excel, PowerPoint). Preferred: Familiarity with Department of Managed Health Care (DMHC) regulatory requirements, and Centers for Medicare and Medicaid Services (CMS) compliance frameworks. Physical Requirements Light.
