SAO Instructional Designer

Position Overview

Under broad supervision, analyzes customer business needs and participates in the planning, design, and implementation of new or enhanced systems. May act as a team or project leader.

The Instructional Designer is responsible for developing innovative instructional programs and materials that align with organizational goals and learner needs for the State Accounting Office (SAO). This role requires a blend of instructional design expertise, creativity, and strong communication skills to create engaging and effective learning experiences.

Work Location & Schedule
  • Preferred: Local candidates with onsite availability Tuesdays and Wednesdays
  • Hybrid collaboration may be required based on project or agency needs
Key Responsibilities

Training Needs Analysis & Program Development
  • Conduct Training Needs Assessments and Audience Analyses
  • Identify:
    • Learning objectives
    • Performance gaps
    • Target learners
    • Delivery methods/channels
  • Design and develop innovative instructional programs aligned with organizational goals
Instructional Content Development
  • Create and maintain 508-compliant instructional materials, including:
    • Course summary sheets
    • Learning objectives
    • Course outlines
    • Storyboards
    • Video scripts
    • Job aids
    • Quick reference guides
    • Supporting training documentation
  • Develop online and interactive learning materials such as:
    • eLearning courses
    • Instructor-led training (virtual and in-person)
    • Microlearning modules
    • Videos
    • Printable job aids
eLearning & Multimedia Development
  • Develop SCORM-compliant:
    • Webinars
    • Microlearning content
    • Full-length eLearning courses
  • Utilize eLearning authoring tools including:
    • Articulate Storyline
    • Adobe Captivate
    • Camtasia
Assessment & Learning Evaluation
  • Develop and administer:
    • Quizzes
    • Tests
    • Simulations
    • Practical exercises
  • Analyze assessment data to:
    • Measure learner progress
    • Evaluate training effectiveness
    • Identify improvement opportunities
    • Recommend enhancements to learning outcomes
Project Tracking & Stakeholder Collaboration
  • Track instructional design project progress and milestones
  • Utilize project management tools to monitor:
    • Timelines
    • Deliverables
    • Resource allocation
  • Provide regular project updates to stakeholders
  • Collaborate with:
    • Subject Matter Experts (SMEs)
    • Leadership teams
    • Learners
  • Ensure training materials remain accurate, relevant, and aligned with organizational goals
Continuous Improvement
  • Review and update existing curriculum periodically
  • Stay current with:
    • Industry trends
    • Instructional design methodologies
    • Adult learning theory
  • Perform additional duties as assigned by management
Required Qualifications
  • 3-5 years of experience in:
    • Instructional Design
    • Education
    • Training & Development
    • Related field
  • Proficiency with:
    • Microsoft Word
    • PowerPoint
    • Excel
  • Experience with:
    • Articulate Storyline
    • Adobe Captivate
    • Camtasia
    • Learning Management Systems (LMS)
    • SCORM-compliant course development
  • Strong understanding of:
    • 508 compliance/accessibility standards
    • ADDIE methodology
    • SAM methodology
    • Kirkpatrick assessment models
    • Adult learning principles
  • Excellent:
    • Communication skills
    • Collaboration skills
    • Organizational abilities
  • Ability to work in hybrid/team-based environments
