WORK OBJECTIVE
$$$ SIGN-ON BONUS $$$ If hired, you will be eligible for a sign-on bonus as follows:
$20,000** for Police Officer - Certified
Additionally, applicants are eligible for the Florida Law Enforcement Recruitment Bonus Payment Program. The program administers a one-time bonus payment of $5,000 after taxes to each eligible newly employed officer within the state. The program aims to aid in the recruitment of law enforcement officers within the state and attract out-of-state officers to Florida.
***Certified Police Officers with qualifying experience and Florida Department of Law Enforcement (FDLE) certification are eligible for a higher entry rate of pay (higher Step) based on their experience. Eligible experience will be that of a state, county, or municipal police officer and FDLE certification. Starting salary cannot exceed the years of experience minus one pay grade year***

WORK OBJECTIVE
Performs a wide variety of police and law enforcement activities including police patrol, investigation, traffic regulation, and other traditional and non-traditional related law enforcement activities.

Works under the direct supervision of a Police Sergeant, with additional supportive supervision from the command staff of the police department.

MINIMUM QUALIFICATIONS


MINIMUM QUALIFICATIONS
  • Must be 19 years or older at the time of employment;
  • Must possess, or be able to obtain by time of hire, a valid State of Florida driver's license without record of suspension or revocation in any State;
  • Felony convictions and disqualifying criminal histories within the past seven years are not allowed;
  • U.S. citizen;
  • Must be able to read and write the English language; and,
  • Must possess or be able to obtain Certification from the Federal Emergency Management Administration, National Incident Management System IS-700 Introduction to NIMS, IS-800 National Response Plan, IS-100 Introduction to Incident Command, and IS-200 Incident Command for Single Resources within one (1) year of employment start date.


    Education and Experience:
  • A high school diploma or GED; and
  • Proof of valid FDLE Law Enforcement Certification

KNOWLEDGE, SKILLS, AND ABILITIES
Necessary Knowledge, Skills and Abilities:
  • Current State of Florida Basic Law Enforcement Certification;
  • Some knowledge of modern law enforcement principles, procedures, techniques, and equipment;
  • Working knowledge of federal laws, state statutes, and local ordinances;
  • Considerable knowledge of the rules, regulations, policies, and procedures of the Hallandale Police Department;
  • Working knowledge of First Responder and CPR techniques;
  • Some skill in operating the tools and equipment listed below(see other requirements section);
  • Ability to learn the applicable laws, ordinances, and department rules and regulations;
  • Ability to perform work requiring good physical condition;
  • Ability to communicate effectively orally and in writing;
  • Ability to establish and maintain effective working relationships with subordinates, peers and supervisors;

    Special Requirements:
  • Must possess, or be able to obtain by time of hire, a valid Florida Driver's License without record of suspension or revocation in any state; and
  • Ability to meet the Department's physical standards, if any.
Lateral Transfers:
Candidates with qualifying experience and Florida Department of Law Enforcement (FDLE) Police Officer certification may be eligible for a higher entry rate of pay based on their experience. Eligible experience will be that of a state, county, or municipal police officer and FDLE Certification. Starting salary cannot exceed the years of experience minus one pay grade year.

Applicants who demonstrate they meet the minimum requirements may be subject to an extensive selection process and screening program, which may include, but not be limited to, evaluation of training and experience, background investigation; psychological evaluation; polygraph examination; medical evaluation; controlled substance screen.

Applicants are required to sign an affidavit for non-use of tobacco products in order to be considered for employment.


All minimum requirements for the Police Officer position will be discussed at the orientation/information session.

Insurance Benefits

Health Insurance
The City provides employees with health insurance benefits through Aetna Health Care Plan. The City pays 100% of the premium cost for employee and 70% for dependent(s).

Health Reimbursement Arrangement (HRA)
The City provides Police employees with a Health Reimbursement Arrangement account to help cover the cost of the annual health insurance deductible. The monies are not taxable, are pre-funded by the City and can be used to pay any qualified in-network medical deductible or prescription copays that are incurred under the medical plan. Depending on the health insurance plan election you make, the City contributes either $2,000, $3,000 or $4,000 to your HRA account on a Fiscal Year basis. The HRA funds are not rolled over from year to year and cannot be used for dental or vision.

Dental Insurance
The City provides employees with dental insurance through Aetna Dental, of which two options (Dental DMO or Dental PPO) are offered. The City pays $5.00 per month towards dental coverage premium.

Vision Program
Vision coverage on routine eye exams, eyeglasses and contact lenses is available through Aetna Health Care. The City pays 100% coverage for employee only. See plan information for details regarding the vision care program.

Life Insurance / Accidental Death and Dismemberment Insurance
The City provides all full-time employees with $50,000 in term life insurance. There is no cost to employees for this benefit.

Supplemental Life Insurance / Supplemental AD&D Insurance
Employees may purchase supplemental term life insurance up to $500,000 on an individual-choice basis with premiums based on age. See information packet for details.

Discounted Supplemental Insurances
Several supplemental insurances are offered through AFLAC at discounted rates for City employees. Plans include: Accident; Cancer; Critical Care; Hospital Confinement Protection; and Short-term Disability.

Hospital Indemnity Plan
A voluntary Hospital Indemnity Plan is offered through Aetna Health Care Plan that pays you benefits when you are confined to a hospital, whether for planned or unplanned reasons, as well as for other medical services.

Retirement/Savings Accounts

Defined Benefit Pension Plan
Participation in the City's Police/Fire Pension Plan is mandatory for Police Officers. The employee is required to contribute 11.5% of earnings. The Police/Fire Pension is a defined benefit plan, administered by a third-party service. See plan summary for details.

Voluntary 401(a) Match Plan
The City offers a voluntary 401(a) City-matching program, in which the City will contribute up to a 3% salary match on a bi-weekly basis into a 401(a) Defined Contribution account. The City will contribute a match of 1%, 2%, or 3% based on the employee selection. Vesting is 100% upon plan enrollment.

Deferred Compensation Plan (457 Plan)
The City makes available a deferred compensation plan (MissionSquare 457 plan), for which the employee may voluntarily contribute to on a pre-tax basis. No employer contributions are made.

Roth IRA Savings Plan (Roth IRA)
The City makes available a Roth IRA savings plan, through which the employee may voluntarily make after-tax contributions through payroll deductions. No employer contributions are made.

Paid Leave

Vacation
Police employees who have been continuously in the employ of the City for at least one (1) year shall be entitled to annual vacation as outlined in the table below:
- 1 through 7 years continuous service - 204 hours per year divided by 12 and credited monthly;
- 8 through 9 years continuous service - 228 hours per year divided by 12 and credited monthly;
- 10 through 14 years continuous service- 236 hours per year divided by 12 and credited monthly
- 15 through 19 years continuous service- 244 hours per year divided by 12 and credited monthly;
- 20 continuous years of service - 268 hours per year divided by 12 and credited monthly.

This vacation leave is non-cumulative. However, a maximum of eighty (80) hours may be carried over into the following calendar year.


Sick Leave / Family Sick Leave
Full-time employees accrue 96 hours (8 hours/month) of sick leave per year. An employee may elect to use up to 4 days per year of accrued sick time for illness in his/her immediate family.

Paid Parental Leave
Employees may receive up to twelve (12) weeks of paid parental leave following the birth of an employee's child or the placement of a child with an employee in connection with adoption or foster care

Other Benefits

Take Home Vehicle Program
Take home vehicle provided to officers who have successfully completed probation and reside in the tri-County area.

Additional Salary Incentives
Additional salary earnings are available to all full-time Police Officers and is based upon the special duty assignment that the Officer is given. The additional annual compensation varies based on the assignment. Additional salary incentives include, but are not limited to: K-9, State Incentive Pay (education/training), Investigators, Motorcycle Unit, Strategic Intelligence Unit and/or Field Training Officer. Officers may also take advantage of off-duty details (see union representative for details).

Flexible Spending Account
The City offers two Flexible Spending Accounts through Benefits Outsource Inc., which provide pre-tax savings for employees. One plan covers dependent care and the other provides for medical reimbursement. Employees may set-up a flexible spending account during the annual Open Enrollment period only.

Education Reimbursement Program
The Education Reimbursement Program reimburses eligible employees for successful completion of approved courses leading to an Associate, Bachelor or a Graduate degree, including a Doctor of Philosophy degree or a Juris Doctorate degree that is directly related to the employee's position. Eligibility begins after one year of employment and is dependent on budgeted funds.

Employee Assistance Program
The City offers an Employee Assistance Program to all City employees who may need free, confidential and professional counseling to help resolve personal or family problems.

Credit Union
All City employees may participate in the We Florida Financial Credit Union. In addition to savings and checking accounts, the Credit Union offers different types of loans, investment choices and recreational opportunities.

Sick Leave Buy-Back
Police employees that do not use any sick leave hours during the fiscal year may elect to sell back, at the premium rate, up to sixty (60) hours of earned sick leave, non-pensionable, provided they have at least one hundred forty-four (144) hours of sick leave remaining in the bank after calculation of the payment at the end of the fiscal year.

Employees that utilize any sick leave during the fiscal year may elect to sell back, at the premium nonpensionable rate, half of the sick time earned in the fiscal year minus the sick time hours used (calculated as hours earned minus hours used, then total multiplied by 50%), not to exceed forty-eight (48) hours of sick leave accrued in that fiscal year provided they have at least one hundred forty-four (144) hours of sick leave remaining in the bank after calculation of the payment at the end of the fiscal year. The payment shall be made in the last paycheck in November of the succeeding fiscal year.


Self-Care Days
Employees may use up to 4 Sick Days per Fiscal Year as Self Care Days. The Self Care Days' time-off will need to be requested and scheduled in advance, through Kronos, the City's timekeeping system, and must be approved by the respective Department. The Self Care Days' time-off will not impact the employee's ability to participate in the annual Sick Leave Buy Back program and will not count against the maximum hours they may sell back. Employees may not accumulate or carry-over Self Care Days from one Fiscal Year to another.
