Job Description and Duties

This position is entitled to a $250.00 pay differential per month based on Bargaining Unit and/or work location.

The San Francisco Bay Regional Water Quality Control Board has an opening for a permanent, full-time Senior Water Resource Control Engineer in the Toxics Cleanup Division. This is an opportunity to do meaningful and challenging work to protect the water quality resources in the San Francisco Bay Region. Our office follows a hybrid work schedule, with staff working in-person four days per week and telework available one day per week, subject to operational needs. The position location is 1515 Clay Street, Suite 1400, Oakland, CA 94612.

Duties:

Under the direction of a Supervising Engineering Geologist, the incumbent will supervise, lead, and manage section staff who manage cases and projects in the Site Cleanup Program and Underground Storage Tank Program related to investigation and cleanup of toxics pollutants in the environment and support management of the programs. Specific duties include assigning, monitoring, and reviewing staff’s work to ensure consistency with Water Board policies and practices. Using engineering judgment to review, direct, and guide staff’s work; communicate feedback and manage program performance to restore and protect water quality, beneficial uses, and human health consistent with division and program priorities. Ensuring that staff manage investigation and cleanup projects by scoping, planning, tracking, and communicating with external stakeholders. Establishing and tracking section goals, reviewing staff workplans and development plans, and managing staff performance. Communicating orally and in writing. Working collaboratively in groups internally and with external stakeholders to develop technical, regulatory, and procedural recommendations for projects and issues.

Working Conditions

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge and experience with investigation, mitigation, and remediation technologies for polluted sites, including engineered vapor intrusion mitigation systems.
• Knowledge and experience with California and federal water quality laws, regulations, policies, plans, and guidance, especially as related to the investigation and cleanup of contaminated soil, groundwater, and soil vapor sites.
• Knowledge and experience with risk assessment and management principles, such as the basis and use of the San Francisco Bay Regional Water Quality Control Board’s Environmental Screening Levels.
• Project management knowledge and experience. 
• Oral and written communication knowledge and experience. 
• Collaboration knowledge and experience working in teams; leading teams; managing group discussions; and integrating multiple different ideas and views to make a recommendation or to facilitate a decision. 
• Knowledge and experience negotiating to achieve positive outcomes and resolve conflict.
• Knowledge and experience coordinating with community stakeholders.
