Training Specialist / Instructional Designer Info Gain Consulting (IGC) is seeking a Training Specialist / Instructional Designer to lead development, delivery support, and effectiveness evaluation of training for OSINT capabilities and advanced technology pilots supporting a federal law-enforcement and intelligence customer. You will convert Government-authorized workflows, configuration concepts, and subject-matter input into role-based, accessible learning products for analysts, supervisors, program managers, and compliance reviewers. This instructional-design role emphasizes Section 508 accessibility, auditable participation and feedback records, and clear workflow instruction. You will support Government-directed delivery; the Government authorizes audiences, access, schedules, and operational use. Key responsibilities Conduct training-needs assessments to identify audiences, required proficiency, workflow gaps, and delivery priorities. Define audience tiers, learning objectives, instructional strategies, delivery methods, and evaluation measures. Develop and maintain the Training Plan, including curriculum, cadence, materials plan, participation tracking, and effectiveness measures. Design role-based curricula that teach the actual analyst, supervisor, program-management, and compliance workflows for each capability. Develop slide decks, facilitator guides, job aids, quick-reference guides, and self-paced learning products. Translate technical, intelligence, privacy, civil-liberties, CUI, and governance content into understandable instruction. Support Government-directed instructor-led, virtual, self-paced, and at-the-elbow delivery and coordinate logistics. Create properly marked, version-controlled, and Section 508-accessible training products. Track participation and completion and maintain auditable records of who completed which training and when. Collect learner feedback and prepare quarterly Training Effectiveness Summaries with improvement recommendations. Required qualifications Bachelor’s degree in instructional design, education, adult learning, organizational development, communications, technical writing, information systems, or a related field; four additional years of directly relevant experience may substitute for the degree. At least 5 years designing and developing instructor-led, virtual, self-paced, technical, operational, or compliance training. Demonstrated experience conducting needs assessments, writing measurable learning objectives, and developing role-based learning products. Demonstrated ability to convert complex technical or policy material into clear slide decks, job aids, and workflow instruction. Working knowledge of Section 508 accessibility requirements for documents, presentations, and digital learning content. Experience supporting training delivery, participation tracking, feedback collection, and effectiveness reporting. Advanced proficiency with Microsoft PowerPoint and Word and working proficiency with Excel, Teams, and SharePoint. Strong facilitation, writing, editing, and stakeholder-coordination skills. Preferred qualifications Experience supporting DHS, law-enforcement, intelligence, cybersecurity, compliance, or other secure mission environments. Experience designing separate learning paths for analysts, supervisors, program managers, and compliance personnel. Familiarity with OSINT or publicly available information, privacy and civil-liberties safeguards, CUI handling, or AI governance. APTD, CPTD, instructional-design, facilitation, Section 508, or comparable credential. Experience with learning-management systems, e-learning authoring tools, or accessible multimedia. Work arrangement This position reports to the Deputy Program Manager. On-site performance depends on completion of applicable Government suitability, credentialing, workstation, facility, and access requirements. Work arrangements remain subject to Government direction and final contract requirements. On-site delivery support may be required. Security and access requirements This position requires successful completion of applicable background investigation, suitability, fingerprinting, credentialing, training, nondisclosure, and access requirements. The employee must be able to obtain and maintain any required Personal Identity Verification (PIV) credential and associated facility, system, and information access; comply with secure-facility restrictions; and properly safeguard Controlled Unclassified Information, personally identifiable information, sensitive personally identifiable information, and other protected information. Contingency statement This position is contingent upon contract award, funding, final staffing approval, successful completion of applicable suitability and credentialing requirements, and confirmation of the anticipated start date.
