Position Summary Under the direction of the Property Supervisor, the Community Manager II is responsible for the overall operation of the property, including managing staff, vendors, residents, and regulatory compliance, while ensuring fiscal responsibility and a supportive community environment. Essential Duties and Responsibilities Physical Asset and Maintenance/Janitorial Management Supervise maintenance and janitorial staff, including temporary or contract personnel. Supervise all vendors, contractors, and service providers, ensuring quality and compliance. Establish schedules for emergency and routine maintenance and conduct inspections. Ensure completion of preventive maintenance checklists and conduct informal property inspections. Inspect common areas monthly and units bi-annually, following up with housekeeping letters and work orders. Oversee vacant apartment turnover, ensuring procedures meet standards and budgetary goals. Review work orders daily, ensuring timely completion and compliance with policies. Prepare capital replacement lists, inventory reports, and negotiate vendor agreements. Ensure adherence to municipal and fire codes, and prepare safety inspection reports. Marketing and Leasing Maintain full occupancy and develop advertising and marketing programs. Assign units from the waiting list per policy and maintain compliance. Review rental applications and leases for accuracy and policy conformance. Supervise vacant unit turnover and conduct applicant interviews, verifying income and collecting rent. Walk vacant apartments and the entire property daily to maintain conditions. Supervise move-in and move-out procedures, conduct tours, and prepare market surveys. Prepare weekly, monthly, and management overview reports and maintain accurate resident lists. Resident Management Participate in community activities and regulatory meetings to enhance community image. Promote harmonious relations among residents, staff, vendors, and the larger community. Maintain culturally sensitive, Fair Housing compliant relationships with residents. Respond to resident requests and complaints in a timely manner. Manage evictions in compliance with court orders. Convene and chair resident meetings, coordinate social services, and handle resident feedback. Support resident organizations and represent the property to social agencies. Financial Reporting and Control Manage day-to-day financial operations and maintain records. Collect and deposit rents, process YARDI accounting entries, and handle delinquent accounts. Reconcile lease information with rent rolls and review income/expense statements. Prepare draft annual site budget and maintain compliance with the fiscal plan. Submit vacancy, delinquency, and budget variance reports on time. Report incidents and incidents potentially resulting in insurance claims within 24 hours. Regulatory Requirements Complete resident files and income recertifications accurately and on time. Maintain resident documentation and comply with partner requirements. Submit required reports promptly to the Property Supervisor. Administration Manage day-to-day office administration, including telephone, mail, and resident inquiries. Maintain clean, organized office and proper file storage. Ensure consistent application of property rules and document violations. Respond to emergencies promptly and assign appropriate staff. Post required licenses, permits, and notices; attend trade meetings as directed. Personnel Management Interview, hire, train, evaluate, motivate, discipline, and terminate staff under Property Supervisor direction. Conduct annual evaluations, recommend promotions and adjustments, and ensure staff development. Submit timesheets and report workers’ compensation incidents. Ensure staff adherence to fair housing laws and maintain professional relationships. Housing Program Maintain housing program services and activities per governing documents and regulatory agencies. Other Community Management Tasks Assist with after-hours emergencies, schedule fire alarm inspections, and conduct safety meetings. Perform additional tasks as assigned by Property Supervisor to ensure viable operation. Night Manager Responsibilities Provide after-hours management presence, securing common areas and responding to emergencies. Handle janitorial duties, light maintenance, and emergency coordination during night shift. Document incidents, maintain oversight of property, and ensure compliance with house rules. Attend required staff and resident meetings, and adhere to unit inspection requirements. Qualifications High school diploma or GED, or 1-3 months related experience, or equivalent combination of education and experience. Two years’ experience in affordable housing management, including one year of staff, maintenance, and project management, and reporting. Oversee a minimum of 70 units. Preferred Skills and Abilities Willingness to troubleshoot preventive plumbing, electrical, landscaping, and maintenance issues. Positive, energetic, assertive role model with strong communication and customer service skills. Strong attention to detail, proficiency in Word, Excel, and YARDI software. Ability to manage multiple projects, shift priorities, and work in a fast‑paced environment. Second language proficiency is a plus. Certificates, Licenses, and Registrations ARM certification preferred. Experience with HUD and/or CTCAC properties required. Must obtain TCS and COS certification within 12 months of hire. Physical, Sensory, and Cognitive Demands Approximately 40% sitting, 30% standing, 30% walking; frequent lifting of items up to 50 lbs and occasional environmental tasks such as stair climbing and hazard assessment.
