Overview Fleet Data Centers designs, builds and operates mega-scale data center campuses. Fleet provides its customers flexibility and predictability to meet their upside demand forecasts, addressing a key need in the market as traditional leased models are struggling to keep pace with the demand for new Cloud and AI infrastructure. Fleet is led by a team of industry veterans that have already made a lasting imprint on the evolution of global digital infrastructure and are committed and uniquely capable of upleveling data center development scale and operations in the face of rising demand. Fleet is well positioned to bring in-house design, engineering and operational capabilities to collaborate with customers on tailored solutions for campuses of 500MW+. This unique model enables Fleet to provide the world’s largest and most sophisticated customers a seamless extension of their own data center fleets with constant access to design innovation. Role Summary Reports to: VP, Construction Experience: 15+ years (7+ owner-side) Position Overview The Quality Control Director is the senior owner-side leader accountable for construction quality across Fleet’s data center portfolio, leading an independent quality function that reports outside the construction delivery line. This independence is deliberate and structural: it ensures quality is verified objectively, never subordinated to schedule or cost, and never marking its own homework. The Quality Control Director sets Fleet’s quality standards, systems, and inspection framework, and leads the Site Quality Managers (one per building) on a solid line. The quality function partners closely with the Commissioning (Cx) organization — a separate matrix pillar — to give leadership integrated assurance that each asset is both built right (QA/QC) and performs right (commissioning), while preserving independent verification on each side. Reporting & Structure Independent function: Reports to the VP, Construction as a peer to the Director of Construction, Preconstruction Director, and Project Controls Director — deliberately outside the construction delivery line to preserve objectivity. Site Quality Managers (solid line): Leads the Site Quality Managers (one per building), who are dedicated to quality and report to the Quality Control Director rather than to site construction leadership. Commissioning partnership: Partners with the Commissioning organization (separate matrix pillar) at turnover; the two functions coordinate closely but report through different lines to preserve independent verification. Key Responsibilities Quality Standards & Governance Quality Management System: Establish and own Fleet’s construction quality management system — quality plans, inspection and test plans, standards, checklists, and acceptance criteria — across all campuses and disciplines (CSA, MEP, power). Program Consistency: Ensure a consistent, repeatable quality program at every campus, scaled as the portfolio grows from a single campus to concurrent campuses. Standards Evolution: Drive continuous improvement of Fleet standards using defect trends, root-cause analysis, and lessons learned, in partnership with in-house design/engineering and preconstruction. Portfolio Quality Assurance Independent Verification: Own independent, owner-side verification that construction conforms to design documents, specifications, and codes across the portfolio. Nonconformance & Corrective Action: Own the NCR and corrective-action framework; track systemic quality issues to root-cause resolution and prevent recurrence across campuses. Turnover & Reliability Assurance: Ensure QA/QC completion and documentation support clean turnover, partnering with Commissioning so installation conformance and functional performance together deliver Fleet’s high-availability, mission-critical resiliency requirements. Leadership, Reporting & Partnership Lead the Quality Organization: Lead, develop, and grow the Site Quality Managers and the quality bench as the portfolio scales. Quality Reporting: Provide leadership with portfolio-level quality metrics, trends, risks, and assurance status as an independent view alongside construction, controls, and commissioning. Partnership & Independence: Build a partnership-oriented quality culture with construction, preconstruction, commissioning, and trade partners while safeguarding the independence and objectivity of the quality function. Basic Qualifications Bachelor’s degree in Construction Management, Engineering, or a related technical field, OR equivalent practical quality leadership experience. 15+ years of construction quality experience on large-scale, mission-critical, or hyperscale projects, including significant time leading a quality function across multiple sites or a program; owner-side experience preferred, though a strong general contractor or program-level quality leadership background is also considered. Demonstrated ownership of a construction quality management system, inspection/test frameworks, and nonconformance/corrective-action programs across CSA and MEP/power scopes. Proven ability to lead distributed site-based quality staff and to maintain an independent quality voice in a matrixed organization. Advanced proficiency with Procore (or equivalent), quality/inspection systems, reporting/BI tools, and Microsoft Office Suite. Preferred Qualifications Experience on data center, utility-scale power, or mission-critical facilities. Relevant quality credentials (e.g., CQM, CWI, Six Sigma, or equivalent) are a plus. Experience standing up or maturing an independent quality function. Strong communication skills and a partnership-oriented, problem-solving approach. Recommended Contractor & Third-Party Support (Preconstruction) A three-person owner-side preconstruction team (one Director, two site-assigned Managers) cannot self-perform everything a 400MW campus requires. The support below extends the team’s capacity with specialized expertise and independent validation, while the owner team retains strategy, budget, decisions, and accountability. These parties become Consulted/Responsible players against the owner’s Accountable roles in the site RACI. Tier 1 — Engage first (essential) Owner’s independent cost estimator / benchmarking firm. Provides third-party check estimates at each design milestone to validate the GC/CM’s numbers and keep the owner team honest against market. The single biggest force multiplier for a small owner precon team. GC/CM preconstruction services (early contractor involvement). Engage the construction manager early under a preconstruction services agreement for constructability, trade-market pricing, bid packaging, and schedule — the standard way owners extend precon capacity without adding headcount. Owner’s Engineer / design manager support (MEP and power). Independent technical peer review of the A/E’s mission-critical and high-voltage design, offloading deep review from the owner team. Tier 2 — Scope-specific, high value on power and schedule Utility interconnection / power delivery advisor. Manages the interconnection application, utility negotiations, and energization schedule — protecting the campus critical path. Owner’s procurement / OFCI expediting agent. Dedicated expediting for long-lead equipment (transformers, switchgear, generators, chillers, BESS) whose lead times govern the schedule. Commissioning Authority (CxA), engaged in preconstruction. Builds the commissioning basis into design and procurement rather than discovering gaps in the field. Scheduling consultant (P6). Builds and maintains the integrated preconstruction-to-construction master schedule where the controls group is not yet staffed for it. Tier 3 — Specialized / as-needed consultants Geotechnical, environmental, and survey services. Entitlements and permitting expeditor. Legal / contracts counsel for delivery-method and EPC structuring. Risk and insurance advisor. Sustainability / energy consultant. Operating principle The owner preconstruction team owns strategy, budget, decisions, and accountability; contractors and consultants provide capacity, specialized expertise, and independent validation. This division keeps the three-person structure viable at 400MW and scales cleanly as concurrent campuses are added.
