DESCRIPTION OF WORK

This position plays an important role in managing and evaluating budget and fiscal activity for the Intellectual Disabilities - State Centers Program. It supports major funding decisions and helps maintain accurate financial operations across the agency. As a Fiscal Management Specialist 2, you will perform the following duties:

• Budget Preparation: Assist in preparing large statewide budget requests and related financial materials
• Carryforward Planning: Develop the carryforward budget request for assigned program areas
• Financial Analysis: Review fund use, monitor expenditures, and prepare reports that support budget decisions
• Communication Support: Communicate with state centers about fiscal payments and adjustments, and provide updates to management on State Centers activities
• Report Development: Compile and deliver routine budget reports and summaries within required timelines
• Budget Monitoring: Analyze monthly budget and accounting reports to support expenditure control efforts

Work Schedule and Additional Information:

• Full-time employment
• Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
• Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

• One year as a Fiscal Management Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
• One year of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
• An equivalent combination of experience and training.

• This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment.
