The Town of Falmouth seeks a highly motivated professional to serve as our next Community Preservation Committee (CPC) Fund Administrator. This is a part-time, benefit-eligible position that works 25 hours per week, with some schedule flexibility.

The CPC Fund Administrator provides staff support to the Town’s nine-member Community Preservation Committee and serves as the primary administrator of the Town's Community Preservation Fund. The position ensures that public funds are awarded, monitored, and managed in accordance with applicable laws, Town Meeting authorizations, and grant agreements.

The CPC plays a vital role in preserving and enhancing Falmouth by funding projects that protect open space, preserve historic resources, create and support affordable housing, and improve outdoor recreational opportunities. Under the general direction of the Community Development Director, the CPC Fund Administrator supports the Committee in administering all aspects of its work. Responsibilities include, but are not limited to:

• Coordinating and administering the annual Community Preservation Fund application process;
• Serving as the primary liaison between the CPC, project applicants and representatives, consultants, Town departments, and members of the public;
• Assisting applicants throughout the application process and providing technical and administrative support during the CPC’s review of funding proposals;
• Administering CPA-funded projects and ensuring compliance with the Massachusetts Community Preservation Act, the Falmouth CPC Bylaw, Town Meeting appropriations, grant agreements, and applicable legal and regulatory requirements;
• Coordinating with consultants and other specialists, including legal counsel and historic preservation professionals, as needed to support project implementation and ensure compliance with historic preservation deed restrictions;
• Researching, interpreting, and applying applicable laws, regulations, and project requirements to support informed decision-making by the CPC;
• Preparing Town Meeting warrant articles and drafting grant agreements for CPC-approved projects;
• Monitoring, verifying, reconciling, and processing project expenditures;
• Preparing the annual CPC budget and maintaining accurate project and Community Preservation Fund financial records;
• Preparing financial, project-status, and other required reports;
• Overseeing funded projects to help ensure completion in accordance with approved budgets, schedules, grant conditions, and applicable legal requirements; and
• Attending and providing staff support at one to two Thursday evening CPC meetings each month and occasionally attending and presenting at evening Finance Committee meetings or Town Meeting. Evening meeting hours are included within the regular 25-hour workweek.

Minimum Qualifications: Bachelor's degree in public administration, planning, community development, finance, or a related field and a minimum of three (3) years of progressively responsible experience in planning, community development, grant administration, or fund administration, preferably in a municipal or public-sector setting; or any equivalent combination of education, training, or experience which demonstrates possession of the required knowledge, skills, and abilities necessary to perform the essential functions of the position.

The ideal candidate is an organized and detail-oriented professional with strong analytical, financial, and interpersonal skills. The successful candidate will be comfortable managing multiple projects simultaneously, interpreting regulations, working independently, and collaborating with elected and appointed officials, Town staff, consultants, applicants, and members of the public. Because the CPC may manage as many as twenty (20) active projects at various stages of completion, the successful candidate must be able to prioritize competing deadlines while maintaining accuracy.

Expected Starting Range: Step 1 ($33.98/hour) to Step 5 ($39.75/hour), commensurate with qualifications and experience. This position is part of a seven-step salary schedule with eligibility for annual step advancement.
