Employee Relations Analyst

The City of Renton seeks an experienced Human Resources professional to serve as an Employee Relations Analyst within the Human Resources and Risk Management team. The analyst will support citywide recruiting efforts and work closely with a multidisciplinary team to ensure efficient, strategic hiring processes. Benefits Deferred compensation with City contribution of 4% of salary. Medical, dental, vision, and life insurance at affordable rates. ESSENTIAL FUNCTIONS

Manage full‑cycle recruitment for regular, limited‑term, and supplemental vacancies. Develop customized recruitment plans that are legally defensible and align with hiring manager needs; advise on EEOC guidelines and diversity, equity, and inclusion goals. Evaluate applications, communicate with candidates, prepare interview materials, and coordinate scheduling with hiring managers; update HRIS stages and serve on interview panels as needed. Collaborate with HR Labor Manager and Senior Analysts to ensure accuracy and efficiency between recruitment postings and classifications. Administer background checks, prepare offer letters, verify employment history, and facilitate candidate reference checks. Initiate onboarding of new hires and manage status changes for current employees; process promotions, transfers, and other HR changes and documents. Maintain complete and properly archived recruitment and selection files. Assist Senior Analysts in testing, maintaining, and improving HR systems and software. Support labor negotiations: conduct research, analyze data, maintain records, and develop proposals under guidance. Investigate a variety of employee and labor relations issues. Interpret and advise employees and management on rules, union contracts, regulations, policies, and procedures. Help HR Labor Manager and Senior Analysts draft written reprimands, performance improvement plans, grievance responses, and Loudermill notifications. Support salary research and administration; draft and revise job descriptions; participate in job analysis, classification reviews, internal salary studies, and external surveys. Develop curriculum and conduct trainings on HR topics to meet workforce diversity. Research policy revisions and assist with drafting revised language. Assist with Civil Service processes and recruitments as needed. Monitor payroll data entry and position control; correct payroll and system issues; ensure proper data retention. Coach managers to use performance management tools; develop and deliver training on City’s performance management software. Prepare HR reports, compile and analyze data, and update HR systems. Analyze HR laws, regulations, and best practices to ensure compliance. Recommend process improvements and assist with implementation of updates. Contribute to a respectful, teamwork‑oriented workplace and foster a culture of equity and inclusion. Keep current with relevant technological advancements in the field. Maintain reliable attendance and fulfill additional duties as assigned, including possible emergency support.

EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS

Bachelor’s degree in Human Resources, Public Administration, Business, or a related field. Minimum two years of HR experience in recruitment and selection, employee relations, labor relations, classification/compensation, and/or HRIS; or six years of related education and experience. Successful completion of a required background check and national fingerprint‑based records check.

PHYSICAL DEMANDS

Move throughout City facilities and buildings. Operate a computer and other office equipment. Communicate with City employees and residents. Lift or move items weighing up to 20 pounds on occasion.

WORK ENVIRONMENT

Office environment with moderate quietness. Work may include evenings, weekends, and night meetings as needed.

TELEWORK PROGRAM

This position may be eligible for a telework arrangement of up to two days per week, based on operational needs. Employees must reside in Washington State and within reasonable proximity to the worksite.
