Supervising Attorney

This posting is for the State of Hawaii, Department of Commerce and Consumer Affairs, Business Registration Division. The position is located on Oahu (Downtown Honolulu). Salary commensurate with education and experience. Supervising Staff Attorney The Business Registration Division's Securities Enforcement Branch is seeking a Supervising Staff Attorney. The primary purpose of the position is to serve as the supervising attorney and branch chief of the Securities Enforcement Branch, overseeing a staff of attorneys, investigators, and legal clerks. Duties include planning, assigning, and reviewing the work of staff attorneys who institute legal action against people who violate the state's securities and franchise laws. In addition to supervising the legal staff, the position will also perform complex legal duties and provide assistance to the Commissioner and Deputy Commissioner of Securities as they perform administrative duties. Education Graduation from an accredited law school with a Juris Doctor degree. Experience Three and one-half (3‑1/2) years of legal experience, which included the preparation of pleadings, motions or other court documentation. Experience in or with the securities industry, e.g., having worked in the securities industry in some capacity or practiced securities law, is desirable. Supervisory Aptitude Must possess supervisory aptitude, demonstrated by the successful completion of regular or special assignments that involve supervisory responsibilities or aspects of supervision. Knowledge Understanding of general legal principles and statutory and case law. Understanding of financial markets, securities, and franchise terms and concepts. Skills/Abilities Ability to manage an independent unit. Ability to research substantive law issues and provide interpretation of statutes to the Securities Enforcement Branch staff. Good oral and written communication skills. Ability to draft testimony for legislative hearings, draft legislation, draft new regulations, and amend existing regulations. Requirement An attorney of good standing, licensed to practice law in the State of Hawaii. Legal Authorization to Work Requirement The State of Hawaii requires that all persons seeking employment with the government of the State shall be citizens, national, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
